The trial of Pastor Osagie Ize-iyamu, Candidate of the All Progressives Congress (APC) in the September 19, gubernatorial election in Edo State and four others in the alleged N700 million fraud case filed against them by the Economic and Financial Crimes Commission (EFCC), was stalled on Thursday due to the absence of the trial judge, Justice Umar Garba.

The case was adjourned to July 7, 2020.

Pastor Osagie Ize-iyamu was also absent in Court, while his Counsel, Barrister Peter Uwadiae was present.

Counsel to the 3rd defendant, Pascal Ugbome, told journalists in Benin City, that parties in the suit picked the date.

The Court had on June 18, 2020, validated the corruption charges against the defendants and adjourned the case to Thursday, July 02, 2020, for further hearing.

Speaking on Thursday, Ugbome explained: “It is a normal occurrence in court activities. It is nothing unusual and nothing unnatural for the court to adjourn the matter. The court has said that their hands are full, and so they have to reschedule the matter according to their convenience.”

The former deputy governor of Edo State, Mr Lucky Imasuen, who is also joined in the suit, was seen in the company of Mr Washington Osifo in Court on Thursday.

Security presence was visible at strategic locations and in the court premises.

He regarded the act as “antithetical to the character of the administration.”

Foreign Affairs / Iran’s Request For Trump’s Arrest Rejected By Interpol by Lucia220: 12:54pm On Jul 01, 2020
Interpol has resoundingly rejected the Iranian government’s request for help in carrying out an arrest warrant for U.S. President Donald Trump, in a statement sent to CNBC late Monday.

“Under Article 3 of INTERPOL’s constitution ‘it is strictly forbidden for the Organization to undertake any intervention or activities of a political, military, religious or racial character’,” the Lyon-based international organization said in the emailed statement.

“Therefore, if or when any such requests were to be sent to the General Secretariat, in accordance with the provisions of our constitution and rules, INTERPOL would not consider requests of this nature.”

Iran on Monday issued an arrest warrant for Trump over the killing of its top commander, Gen. Qasem Soleimani, in January. Tehran Attorney General Ali Alghasi-Mehr was quoted in local press as naming Trump and 35 other people, who Iran has accused of involvement in Soleimani’s death, as facing “murder and terrorism charges.” He also reportedly asked Interpol to issue “red notices” for them — the highest-level notice the organization can issue on an individual to pursue their arrest.

Red notices enable local law enforcement authorities to arrest individuals on behalf of the requesting country, though they can’t force countries’ governments to arrest or extradite suspects. Still, they can cause diplomatic problems and restrict the travel and free movement of suspects.

U.S. Special Envoy for Iran, Brian Hook, called the Iranian announcement a “propaganda stunt that no-one takes seriously,” describing it as “political” and having “nothing to do with national security.”

Sports / Barca Draws With Atletico As Messi Scores His 700th Career Goal In Style by Lucia220: 12:32pm On Jul 01, 2020
On Tuesday, Lionel Messi scored the 700th goal of his career with a Panenka penalty in Barcelona’s La Liga draw with Atletico Madrid.

The Spanish giants’ all-time top scorer hit the landmark goal for club and country by gently chipping the ball into the net as Jan Oblak dived the wrong way.

The goal had put Barcelona 2-1 up but Atletico hit back to draw 2-2.

Barca remains second, one point behind Real Madrid, who have a game in hand.

Messi’s penalty was also his 630th goal in his 724th appearance for the club.

The Argentina star played a part in the opener for Barcelona when his whipped corner hit Diego Costa and deflected into the back of the net.

Former Chelsea striker Costa quickly had the chance to make amends when Atletico was awarded a penalty after Yannick Carrasco was fouled inside the box.

Costa stepped up to take the spot-kick only to see it saved by Marc-Andre ter Stegen, but it had to be retaken because the Barcelona goalkeeper had come off his line early. Saul Niguez took the second penalty and sent Ter Stegen the wrong way.

Messi restored Barcelona’s lead and reached his career milestone with his cheeky Panenka – named after Antonin Panenka’s famous penalty for Czechoslovakia in the final of the 1976 European Championship – but Niguez equalised again with another penalty as Barca dropped points which could cost them dear in the title race.

Politics / Buhari, NASS Delay Electricity Tariff Hike, NLC Demands Immediate Cancellation by Lucia220: 11:54am On Jul 01, 2020
PRESIDENT Muhammadu Buhari yesterday agreed with the leadership of the National Assembly on the need to delay the planned hike in electricity tariffs.

The leadership of the National Assembly had on Monday met with the Electricity Distribution Companies, DISCOs, where it was agreed that the planned new tariff expected to take effect today, July 1, should be delayed till first quarter of 2021.

Senate President, Ahmad Lawan and speaker of the House of Representatives, Femi Gbajabiamila, met with President Buhari after the virtual flag-off of the Ajaokuta-Kaduna-Kano Gas Pipeline project co-ordinated from the Council Chamber, Presidential Villa, Abuja.

The Presiding Officers of the National Assembly also met with the Vice President Yemi Osinbajo in his office.

Speaking to State House correspondents, Lawan and Gbajabiamila said the timing for the tariff increase was wrong, hence, the effective date has to be postponed till first quarter of next year.

Gbajabiamila said: “Let me just say that we saw the President earlier this morning (yesterday) and we met with the Vice President also. The whole idea is that when there is a major policy decision, it is always good that the legislature and the executive are on the same page, so we don’t sing different tunes.

“I will like to say that we have all agreed on an increase in cost-reflective tariff but the issue is that the timing is also important. Sometimes, timing is even more important than the policy decision that you make.

“We have all agreed to suspend this for a while and get the buy-in of the people, explain to the people why this has to be done, that it is for the betterment for electricity to get stable.

“They (DISCOs and GENCOs) are businessmen and cannot be undercutting themselves. I think so far so good, the President and the Vice President listened attentively and I think everybody is on the same page and hopefully, we will get some reprieve between now and whenever, but it’s not going to happen today.”
Also speaking, the Senate President affirmed that the Villa meeting was in connection with the plan for electricity tariff hike, saying time was not right for an increase.

He said necessary measures, including the provision of prepaid meters must first be put in place before any hike could be made.
Lawan said: “We have come to visit our Vice President, in connection with the impending electricity tariff hike in the country.

Crime / How Nigerian Customs Service (NCS) Failed To Remit N34 Billion Surplus Revenue T by Lucia220: 11:24am On Jun 26, 2020
The Nigerian Customs Service (NCS), on Thursday, said it had generated N573 billion between January and May from total targetted revenue of N957 billion for the 2020 fiscal year.

The Comptroller-General of Customs (CG), Hameed Ali, made the disclosure at an interactive session on revenue generation with the Senate Committee on Customs.

The Committee, however, raised questions over non-remittance of operation surplus every year by the service.

Mr Hameed, represented by Deputy Comptroller-General (DCG), Human Resources, Sanusi Umar, said NCS was able to realise more than half of the targetted revenue for the year due to blockage of identified leakages.

“As a result of blocking of identified areas of leakages and free flow of traffic for importers during the COVID-19 lockdown, our revenue generation increased rapidly to about N6 billion to N7 billion per day, making us to rake in N573 billion within five months which is more than half of the N957 billion targeted revenues for us in 2020.

“The target given to the service in terms of revenue was N1.6 trillion but due to the COVID-19 pandemic the target was reviewed to N957 billion,” he said.

Mr Ali was, however, taken up by the committee members on non-remittance of surpluses made every year, particularly in 2018 and 2019.

Sports / Liverpool Wait On Manchester City Loss To Grab Long Awaited Title by Lucia220: 1:33pm On Jun 25, 2020
The front three of Salah, Roberto Firmino and Mane have been key to the rise of Liverpool over the past three years from struggling just to qualify for the Champions League to winning that competition last season and now running away with the English top-flight. All three combined beautifully for the fourth 20 minutes from time as Firmino fed Salah, whose pass picked out the run of Mane and the Senegalese slotted into the far corner.

For the first time in 30 years, Liverpool will be crowned champions of England on Thursday should Manchester City fail to beat Chelsea at Stamford Bridge. Jurgen Klopp’s men moved to the brink of a long-awaited Premier League title in the style that has made them worthy champions-elect by thrashing Crystal Palace 4-0 on their return to Anfield behind closed doors on Wednesday. Mohamed Salah, Trent Alexander-Arnold, Sadio Mane and Fabinho scored the goals as the Reds opened up a 23-point lead at the top of the table. Should Manchester City keep the title race alive at Chelsea, a point will be good enough for Liverpool to win the league when the top two meet in manchester on July 2.

Manchester City boss Pep Guardiola on Wednesday said his priority is Sunday’s FA Cup quarter-final rather than prolonging Liverpool’s wait and he could rest players for a trip to Newcastle at the weekend. Alexander-Arnold opened the floodgates for Liverpool on Wednesday when the right-back curled a sumptuous free-kick beyond the grasp of Wayne Hennessey to settle any nerves on 23 minutes.

Travel / How I Survived Car Crash 200 Ft Down A Cliff - Angela Hernandez by Lucia220: 8:50am On Jun 02, 2020
The survival story of a woman, Angela Hernandez, 23, who had a crash in Big Sur and was found alive 7 days after plunging down a cliff on Highway 1, has kept people on the edge.

The crash which happened in 2018 in Monterey County prompted Monterey County Sheriff, Steve Bernal to hold a news conference detailing Hernandez's epic survival story.

Angela Hernandez took to her Facebook page to share several images of her mangled 2011 Jeep Patriot.

According to Sheriff Bernal, Angela Hernandez is still recovering in the hospital after falling 200 feet down a cliff on Friday, July 6. Angela Hernandez went off the highway after swerving to avoid a small animal in the road.

"For her to survive with the injuries she had was amazing," said Bernal.

In her Facebook post, Angela Hernandez described in detail what happened to her and the injuries she had to endure. According to her, she suffered a brain haemorrhage, broken ribs, broken collarbone, ruptured blood vessels in both eyes, and suffered intense sunburns on her hands, feet, and face.

Angela Hernandez said she survived for seven days by drinking water from a stream near the crash site.

She wrote:

"I found a 10-inch black hose that seemed to have fallen off of my vehicle during the crash. It fit perfectly in the front pocket of my sweater, so I kept it there. I walked farther south down the beach than I ever had before and heard a dripping sound. I looked up and saw a huge patch of moss with water dripping down from it. I caught the water in my hands and tasted it. It was fresh!!!! I collected as much as I could in my little hose and drank from it for maybe an hour."

Sheriff Bernal said they started looking for Angela Hernandez in Big Sur on Wednesday, July 11 after her phone was tracked to Big Sur. Ground search was conducted that same day, while heavy fog limited aerial searches.

The search for Hernandez continued till Friday with the help of the California Highway Patrol, the Air National Guard, the U.S. Forest Service and volunteers with the Monterey County Sheriff's Office.

Hernandez said she cried for help for days and it got difficult as days passed.

However, after seven days, two campers, Chelsea and Chad Moore from San Luis Obispo County found Hernandez on the beach.

According to Hernandez:

"I screamed, "HEEELLLPPPPP!" and then got up as quickly as I could and ran over to her. She was with a man and I don't think they could believe their eyes. They acted so quickly. She ran down the beach and up a trail to go find help while the man stayed with me and gave me fresh water.

"He told me they were a married couple who loved the ocean and had been exploring when they had come across my destroyed vehicle. He pulled out some of my belongings from their backpack (some of the most important ones, I'm not even kidding). I couldn't believe that they were even real. I couldn't believe that we had finally found each other."

While Chad Moore stayed with Angela Hernandez on the beach, his wife ran back to the campground to call for help.

Angela Hernandez was lifted out and transported by a CHP helicopter to Twin Cities Community Hospital in Templeton, CA.

Sheriff Bernal said, "She's very very lucky, I tell ya, someone was watching over her."

How the Accident Happened

Angela Hernandez had been travelling in a 2011 Jeep Patriot from Portland to Lancaster, CA to visit her sister when she crashed and lost contact with her family. The search was initially launched in San Mateo County. Her family said she stopped in Davenport, just north of Santa Cruz, on the morning of July 6. That was the last time they heard from her.

After she was rescued, her sister, Isabel Hernandez took to Facebook to thank her sister's rescuers.

She wrote, "As you know, my sister survived 7 days alone 200 feet down a cliff. Thank you all for everything ... for her rescue and for bringing her up the cliff. She says she met so many beautiful people."

Read Angela Hernandez's complete survival story below.

"Sometime around noon on July 6th, I was in the final half of a beaaaautiful drive down home to Southern California. I was passing through Big Sur when a small animal stepped onto the road, causing me to swerve and lose control of my vehicle. I don't really remember much of the fall. They say I fell somewhere around 250 feet. The only thing I really remember after that was waking up. I was still in my car and I could feel water rising over my knees. My head hurt and when I touched it, I found blood on my hands. My car's power was off by now and every window was closed. Everything kind of happens fast here. I took off my seatbelt and found a multi-tool I kept near my front seat. I started hitting the driver-side window with it. Every bone in my body hurt. The only thing racing through my mind was my sister, Isabel. So I started screaming her name. Eventually, I was able to break out of my car and jump into the ocean. I swam to the shore and fell asleep for an unknown amount of time. When I woke up, it was still daylight and it was only then that I had finally realized what had happened. I stood up onto my feet and noticed a huge pain in my shoulders, hips, back, and thighs. I saw nothing but rocks, the ocean, and a cliff that I knew I'd never be able to look over. I could see my car not too far from me, half washed up on shore with the roof ripped off of it. I looked down at my feet and saw that my shoes were gone. I tried getting into my car because I had a gallon of water hidden away inside (I was never able to get to it, by the way, ahah)."

"The next few days kind of became a blur. I'd walk up and down the beach in search of another human being. I'd climb on rocks to avoid the sharp sand, walk along the shore to avoid the hot rocks, and air wrestle tiny crabs. I found a high spot I was able to climb up to and found myself there almost every day. I could see cars driving across the cliff and felt like if I could yell just loud enough, that one could hear or see me. That's all it would take to make it back to my family. Just one person noticing me. I'd usually stay there until the sun became unbearable and then would find a way to slide myself back down to the shore."

"About 3 days had passed by now and the back of my jeans were torn apart, my socks were nothing but holes, and I could start feeling the effects of dehydration. I found my way back to my car and started looking around for anything I could use. I found a 10-inch black hose that seemed to have fallen off of my vehicle during the crash.

"Every day, this became my ritual. I'd walk up and down the beach looking for new high grounds, screaming 'help' at the top of my lungs, and collecting water falling from the top of the cliffs. Every night, I'd find the highest point I could climb up to and find somewhere to fall asleep before the tide would rise. Every morning, I'd wake up soaked in sea mist and watch the sunrise."

"It would be a lie to say that things got easier as the days passed. They never did. But, they sure got predictable. Songs I hadn't heard in years would play on repeat inside of my head. I'd daydream of foods I'd get to eat once I was found and imagined the face of the person who would eventually find me."

"My last morning on the beach was an especially good one. I woke up in the middle of the night because of shoulder pain, but looked up and noticed the big dipper in the sky. I walked to my usual spots on the beach and started looking at everything a little bit differently. I fell asleep between some big rocks and let the sand cover my hair. It was warm out and I finally woke up before the sun had gone down. When I sat up, I saw a woman walking across the shore. I thought she was a dream. (I had a few just like this during the past few days)."

"I screamed, "HEEELLLPPPPP!" and then got up as quickly as I could and ran over to her. She was with a man and I don't think they could believe their eyes. They acted so quickly. She ran down the beach and up a trail to go find help while the man stayed with me and gave me fresh water. He told me they were a married couple who loved the ocean and had been exploring when they had come across my destroyed vehicle. He pulled out some of my belongings from their backpack (some of the most important ones, I'm not even kidding).I couldn't believe that they were even real. I couldn't believe that we had finally found each other. Eventually, a rescue team was able to pull me up the cliff and lead me to a helicopter that took me to a nearby hospital. There, I was reunited with my family and discovered the extent of my injuries."

"During the first few days after the crash, I was suffering from a brain haemorrhage. The crash had also caused me to fracture 4 ribs, break and fracture both collar bones, have a lung collapse, rupture blood vessels in both eyes, and experience intense sunburns on my hands, feet, and face."

"But, at the end of the day, none of that matters. I feel like I have everything I've ever wanted. I'm sitting here in the hospital, laughing with my sister until she makes broken bones hurt. Crime / Man Arrested For Having Sex With 126 Stolen Slippers by Lucia220: 11:51am On May 27, 2020
The Police in Thailand have arrested a man known as Theerapat Klaiya, 24, claiming to have a fetish for shoes after his neighbours complained that their shoes had gotten missing.

According to t the Police, Theerapat who was found with 126 pairs of flip flops said that he had stolen them from locals in Nonthaburi, central Thailand, to 'kiss, cuddle and have sex with them'.

Officers apprehended Klaiya using footage from CCTV set up outside his latest alleged victim’s home.
Officers found his sprawling collection of shoes and slippers after searching his house and when interrogated, he claimed he had been collecting slippers for more than two years.

According to Klaiya, he would wear them around his home as it turned him on.
He allegedly told officers that after wearing the flip-flops for hours, he cuddled and kissed them, stripping off and rubbing them on his body, before ‘having sex with them’.

Police said his collection included dozens of different brands, sizes and colours of shoes, all of them well worn.

On Monday, the Nonthaburi police station in a press conference revealed his deeds to the media.

Klaiya admitted three charges of nighttime theft and snatching, possessing a digital transceiver without permission, and violating the coronavirus curfew, police said.

Major Colonel Ekkaphop Prasitwattanachai said to local media: ‘After we arrested the suspect, we also found out that he had already been arrested last year for stealing flip-flops in another district.

'He will soon be charged to court,' Major Prasitwattanachai said. https://thestreetjournal.org/2020/05/man-arrested-for-having-sex-with-126-stolen-slippers/

Foreign Affairs / Only One-quarter Of Pupils Will Be Allowed Back To Secondary School From June 15 by Lucia220: 10:29am On May 27, 2020
Just one-quarter of pupils in year 10 and 12 will be allowed to return to schools to see their teachers at any one time, according to the new Department for Education guidance.

Boris Johnson said when he announced his road map for easing lockdown that he wanted secondary school students in England who are facing exams next year to have some face-to-face time with staff before the summer holidays.

But the new guidance shows that in order for schools to adhere to social distancing rules the number of pupils allowed back will be capped at 25 per cent of normal levels.

As a result, the Government has made clear that remote learning provision must remain in place for the foreseeable future.

When Mr Johnson set out on May 10 his plan for easing lockdown he said he wanted to see the phased reopening of primary schools from June 1 and for some level of secondary education to also return.

The Government wants all pupils in year 10 and 12 to get some learning support from teachers before the summer break, starting from June 15 at the earliest.

But the latest Government guidance shows schools are being told to massively restrict the number of pupils returning on any one day.

'We are asking secondary schools to offer this face-to-face support to supplement the remote education of year 10 and year 12 pupils, which should remain the predominant mode of education during this term for pupils in these year groups,' the guidance states.

'Our assessment, based on the latest scientific and medical advice, is that we need to continue to control the numbers attending school to reduce the risk of increasing transmission.

'Therefore, schools are able to have a quarter of the year 10 and year 12 cohort (for schools with sixth forms) in school at any one time.

Any plans that secondary schools have made for pupils to return earlier in June should be amended to commence from 15 June.'

The Government has also published a list of measures which schools can take to try to prevent the spread of coronavirus.

Those measures include cleaning hands more often than usual, ensuring good respiratory hygiene by promoting the 'catch it, bin it, kill it, message and cleaning frequently touched surfaces often using detergents and bleach.

Schools have also been told to try to minimise 'contact and mixing, as far as possible'.

That means keeping pupils in small groups for face-to-face support and 'keeping those groups as consistent as possible whilst in school'.

The reopening of schools has been subject to weeks of wrangling between ministers, trade unions and councils with the latter repeatedly expressing safety concerns.

The latest guidance comes after some councils told secondary schools that they do not have to reopen on June 15.

Six local authorities told The Telegraph they would let local schools make their own decisions about when to reopen.

Gavin Williamson expects 'nervousness' from parents over schools

More than 50 councils have voiced opposition to restarting reception, year one and year six classes on June 1.

Mayor of Bristol, Marvin Rees, said: 'The people best placed to lead and decide on the timing of young people returning to school are the teachers themselves, working with their governors, communities and ourselves.

'We will back them and work with them to deal with the consequences of their decisions. Secondary schools should be treated no differently.'

Both Solihull and Staffordshire councils suggested their advice would likely not change for secondary schools on June 15, leaving the decision to teachers.

Education is a devolved matter which means the Welsh, Scottish and Northern Irish governments can take their own decisions on when schools should reopen. https://thestreetjournal.org/2020/05/only-one-quarter-of-pupils-will-be-allowed-back-to-secondary-school-from-june-15-boris-johnson/

Politics / Association Condemns Lai Mohammed Over Arrest Of Journalist And Wife by Lucia220: 5:41pm On May 26, 2020
Human Rights Writers Association of Nigeria has condemned the arbitrary arrest and unjust detention of a journalist, Rotimi Jolayemi, also known as Oba Akewi on the orders of the Minister of Information, Alhaji Lai Mohammed, over a poem read during a radio programme which the minister considers critical of him.

The rights group also condemned the police commissioner in Kwara state for being used to carry out the illegal arrest.

The group stated that the unlawful detention of two brothers and the wife of the journalists in place of the journalist amounted to armed kidnapping which should be treated as such.

It said both the minister of Information and the police commissioner who authorised the abduction of the duo should be arrested and prosecuted for alleged armed kidnapping and punished by the competent Court of law.

HURIWA, therefore, called on President Muhammadu Buhari-led administration to take immediate action to stem the rising tide of horrendous violations of the freedom of expression and information and to stop the rapidly shrinking democratic spaces for the media to practise their profession.

The group held that media should be able to operate without interference or intimidation in line with Section 22 of the Nigerian constitution which mandates the media to monitor the operations of all governmental and non-governmental systems in the country .

The group said it would petition the governments of the United States of America; United Kingdom; Australia, Canada and Germany to pray for the travel ban to be imposed on Alhaji Lai Mohammed.

The group asked Mohammed to resign immediately or be blacklisted by Nigerian media.

Politics / Fears Over Fuel Price Increase As Brent Stabilizes On $35 by Lucia220: 1:22pm On May 26, 2020
An analysis of global oil trading rates showed that Brent crude traded at $35.61 per barrel as of 9.32am Central Standard Time on Monday.

Further findings showed that the commodity appreciated by $0.48 when compared to the previous day’s rate, although crude oil in the Organisation of Petroleum Exporting Countries basket maintained a flat rate of $28.43 per barrel on Monday.

However, global oil figures showed that Brent Weighted Average in the past four days was higher than the commodity’s rate on Monday, as the BWA was put at $36.32 per barrel.

This represented a 2.34 per cent rise in price, indicating a positive movement in the commodity’s cost as more countries begin a gradual relaxing of the COVID-19 lockdown across the globe.

Operators opined that the increase in oil price was good for the country in terms of foreign exchange earnings.

They were, however, quick to state that this would cause an upward movement in petrol price at fillings stations.

The Petroleum Products Pricing Regulatory Agency had crashed the pump price of petrol from N145 per litre to N125 per litre on March 19, 2020, as it declared the commencement of a market-based pricing regime.

PPPRA further reduced the price to N123.5 per litre in April 2020 due to the crash of crude oil price, as the commodity had traded below $30 per barrel for several weeks.

“But considering the recent rise in crude oil price, it is highly possible to see an upward movement in the price of petrol soon,” an impeccable source with the products pricing agency stated.

According to The Punch, an official noted that the agency’s boss had earlier explained that henceforth, the cost of petrol would be determined by the international market price of crude.

“Price will naturally be adjusted to reflect a true picture of market fundamentals at any particular period, high or low,” the PPPRA’s Executive Secretary, Abdulkadir Saidu, had stated while answering questions on the new petrol price regime in Nigeria. He also mentioned that Nigerians should be ready to pay higher or lower prices for petrol following the liberalisation scheme currently in place.

The PPPRA boss, however, noted that efforts were being made to develop alternative fuels to petrol by deepening the utilisation of Liquefied Petroleum Gas/Compressed Natural Gas as auto gas to help cushion the effect of petrol price increase.

The National President, Petroleum Products Retail Outlets Owners Association of Nigeria, Billy Gillis-Harry, said market forces would determine petrol price and this could result in an increase in the petrol cost.

Responding to whether there would be an increase in petrol price going by the upward swing in the cost of Brent, he replied, “Well, the reality is that market forces will determine petrol price.”

Politics / How INEC Will Operate Electronic Voting In Wake Of Covid-19 by Lucia220: 12:07pm On May 26, 2020
Elections in Nigeria starting from 2021 will use electronic voting (e-voting), the Independent National Electoral Commission (INEC) has said.

INEC revealed this Monday in a 17-page “Policy on Conducting Elections in the Context of the Covid-19 Pandemic”, signed by the INEC Chairman Prof. Mahmood Yakubu.

It however noted that it will not use the e-voting for the coming governorship elections in Edo and Ondo states.

On how it will operate in the wake of COVID-19, INEC said face masks would be made compulsory for voters, electoral officials and everyone else at all election locations during the upcoming elections in Edo and Ondo.

Also, social distancing would be observed as polling unit areas will be redesigned to ensure substantial compliance with established protocols.

“In order to accommodate additional activities in setting up the PU due to COVID-19, polls shall now commence at 8.30 am and close at 2.30 pm.

“Personal protective equipment and other safety materials shall be provided for polling staff,” the commission said.

Infrared thermometers would be used at the various collation centres, alcohol-based hand sanitizers at the polling units for election officials; while methylated spirit and cotton wool would be provided for the disinfection of the smart card readers after the fingerprint of each voter is read.

The commission added that it would regularly clean up the biometric register of voters, “while continuous voter registration is suspended for the time being to prevent the health risks associated with it in the context of COVID-19.

“We are developing a new election budget template to reflect the likely impact of the COVID-19 pandemic on the funding profile of electoral activities,” it said.

The commission said it suspended Continuous Voter Registration because of COVID-19 and the health risk it poses for voters, stakeholders and staff.

On transportation, the commission said election staff would comply with COVID-19 containment protocols, and that there shall be a reduction in the number of passengers per vehicle on election day from 14 to seven for buses, and from 12 to six for boats. INEC Chairman, Prof. Mahmood Yakubu.

INEC also said that its “state offices shall conduct a thorough assessment of RACs to determine their suitability for elections, adding that where there is insufficient space in a RAC and no suitable alternative facility is available for a Super RAC option, canopies may be deployed outdoors to increase the available area for use.

“In the establishment of voting points, in order to reduce the number of points in a polling unit to be monitored and controlled for COVID-19 compliance, the threshold for voting points shall be increased from 500/750 to 1,000/1,250.”

The commission said it would create e-platforms in accreditation of observer groups and deployment of their field observers, submission of nomination forms by political parties for candidates, tracking and reporting of campaigns and campaign finance by/for candidates and political parties.

According to the new policy, “other activities to be done online include: submission of party agents lists by political parties, engagement with stakeholders -consultative meeting with political party leaders and briefing of observers.”

On briefing and debriefing of election observers, INEC said it would combine physical and online briefings for observers.

It said: “However, whenever the former is adopted, all the protocols for COVID-19 prevention shall be strictly followed.”

It said it would reassess existing security threats across the states and the implications of COVID-19, develop locally focused plans for election security deployments.

It added that it would engage with relevant authorities, including the National Assembly, to designate election as an essential service due to the COVID-19 pandemic.

This, the commission, said would enable it function effectively in times of national emergency.

Yakubu advised political parties to develop appropriate guidelines and regulations for the conduct of party primaries that take into account the COVID-19 prevention protocols, saying where such guidelines and regulations are in conflict with the constitutions of political parties and the commissions’ regulations and guidelines for the conduct of party primaries, it would draw the attention of the political party to the discrepancies.

He said the policy would apply to all elections and electoral activities of the commission during the COVID-19 pandemic.
