The circula clearly says men of the NCS who are already working within the organization and not newly recruited staff wey never receive any training talk more of posting. when the memo for training camp is released, if covid vaccine card is listed as one of the camp requirements, the new officers would then do the needful .

Circular aside. I think is very important for anyone that was given APL by NCS to be vaccinated before he/she is called for camping. Same circular came out for prospective corp members which stated that all prospective corp members must present their vaccination card or get vaccinated before entering the camp environment, and this applies to all civil service

I doubt the ncs hiring manager will seat down and start monitoring who applied twice and based on this disqualify people. This is the Federal govt we are talking about not a private firm. If you can afford to have multiple email you can't afford to have multiple NIN and NYSC cert number. And I'm sure you used your NIN and NYSC cert number both ways

Multiple application will never increase your chances rather decrease it in any openings. As a graduate you don't need to be told

You may not like what he said but that's absolutely the truth. Applying for multiple positions within a single organization at a time brings to question your level of professionalism. It creates doubt in your employer as to where you actually belong which in turn makes them question your output. Choose a field you are best in and apply that's the best. They need not put a sign warning people against multiple applications but that doesn't necessarily mean it won't be enforced.
