The same grounds used to nullify elections in AKS/Rivers were used to uphold elections in Lagos/Imo. On both sides, APC won.

Nigeria's judiciary has gone partisan and compromised, our democracy is now on its knees.

The assignment problem considered in this project is the allocation of courses to lecturers. The lecturers choose the five courses they are most interested in teaching during the following semester. They specify how much they are interested in taking each of the five courses by assigning a number between 1 and 5, as shown in Table 1.

Due to the conflict which may arise as a result of two or more lecturers preferring the same course(s), and considering that only one lecturer can be assigned a course, local search algorithms are envisaged as a solution to the problem.
Let c and l represent the number of courses and lecturers, respectively. The lecturer’ preferences for courses are stored in an l x c lecturer preference matrix P. Pij is the preference given by lecturer i to course j. For example, P23 = 5 and P25 = 3 means that lecturer 2 loves to teach course 3, and he/she is comfortable with teaching course 5. A sample of the lecturer preference matrix is shown in Table 2. Note that the grey cells indicate the courses which lecturers are not interested in teaching.

Furthermore, a matrix W specifies the workload i.e. number of courses each lecturer will teach in the following semester. Table 3 shows a sample workload matrix for lecturers. From the table, lecturer 3 should teach 1 course, lecturers 2 and 4 should take 2 courses, while lecturers 1 and 5 should take 3 courses in the following semester.

It is required to use hill climbing, simulated annealing, beam search and genetic algorithm to automatically assign courses to lecturers such that:
(1) Each course is taught by only one lecturer
(2) Each lecturer teaches the number of courses specified in workload matrix W
(3) Overall, lecturers should be as happy as possible with the courses that are assigned to them
(4) Lecturers are not asked to teach courses outside the five courses they have selected

using simulated annealing

(1) present description of solution representation, fitness function and other operators
(2) present algorithm and/or flowcharts
(3) present complete program in java, C++, C or Matlab
(4) present complete p write up

The Chairman of the Revenue Mobilisation Allocation and Fiscal Commission, Mr. Elias Mbam, on Tuesday said a new remuneration package for public office holders including members of the National Assembly would be ready in September.

Mbam, who disclosed this to State House correspondents shortly after briefing President Muhammadu Buhari of the commission’s activities inside the Presidential Villa, Abuja, said the new salary structure would see the National Assembly members and other public office holders receiving less than their current wage.

He said the review would affect all cadres of public office holders in all arms of government including the executive, legislature and the judiciary.

Mbam explained that the review became necessary because many government agencies, states and local governments had been struggling to pay salaries as a result of the sharp drop in oil price.

He, however, admitted that the downward review of the remuneration did not start with the present administration as the commission had started the review process from last year.

When asked whether the National Assembly members would accept pay cut as being planned by the commission, Mbam said, “They (the federal lawmakers) do not have a choice. We are guided by the constitution and we are going to be guided by such laws that are provided for in the constitution. They swore to obey the laws of the country.”

He explained that based on the remuneration package determined by the RMAFC, no federal lawmaker should earn up to N1m per month.

This notwithstanding, Mbam said the commission was almost concluding work on the new remuneration package that would reflect the current socio-economic realities in the country.

He said the draft would be ready before the end of September.

He said, “Presently, we are reviewing the subsisting remuneration package and it is going to reflect the socio-economic realities of today.

“We expect that before the end of next month, it will be ready.

“But it will go through a process, it is not something that you will just say ‘yes or no.’

“It will go through a process and it should be obvious to you the economic realities of the day and it is going to reflect that.”

He said the President’s advice for the commission during the meeting was that its members should ensure that they use all legitimate means to see that all public office holders take home the remuneration as determined by the commission.

He added that Buhari also advised his team to ensure that leakages were blocked.
