Frequently staring at someone particularly in a manner that this person doesn't like can be a sexual harassment though it can't be proved in the court . Is their staring sexual in nature? You need to find out from their facial expressions while staring at you. Are you busty? There're many perverts these days.

If their staring is making you uncomfortable and unable to carryout your job you should find a way of letting them know (though you shouldn't physically confront them alone), you can as well report to your employer to see if he/she can do something about it, otherwise ignore them.
