Well, that accusation has now been confirmed as false as indicated by this throwback video from Channels Television, Obi can be seen here swearing in 20 elected Chairmen of the 20 Local Governments in Anambra State.

Your report is talking about yearly budgeting. I don't know what you expect him to do with a project that was yet finish before he left office
