What about the hundreds or thousands of Soldiers and civilians that lost their life arresting these terrorists?

This is a pointer to Solders that they are wasting their time arresting terrorists when they will be released back into the society as repentant.

To me, Searching should be by air with coordination with ground troops. Same way we watch all those highway pursuits by helicopters. What happened to our Military helicopters or drones to do aerial sweep and search ?
