The Federal Government may end up spending around N1.23tn on fuel subsidy in 2012, the Petroleum Products Pricing and Regulatory Agency has said.

The Executive Secretary, PPPRA, Mr. Reginald Stanley, said this in Abuja as he appeared before a joint committee of the House of Representatives to defend the fresh N161.6bn request for subsidy by President Goodluck Jonathan.

If the N161.6bn is approved by the National Assembly, it will bring budgeted subsidy claims for the year to about N1.049tn.

The government initially budgeted N888.1bn for subsidy claims before Jonathan made the fresh request last week.

Stanley, however, said what the government had done was to settle verifiable claims, adding that the projected total payment up to December 31, 2012 would be around N1.23tn.

However, he said the figure would be an “improvement” on the total subsidy payment for 2011, which stood at N2.09tn.

Stanley appeared before the Joint Committee on Appropriation/Petroleum Resources (Upstream)/Petroleum Resources (Downstream), which is seeking explanations for the additional N161.6bn request.

The session was jointly chaired by Mr. John Enoh, Mr. Ajibola Muraina and Mr. Dakuku Peterside.

According to Stanley, out of the initial N888.1bn, government set aside N232bn for arrears of subsidy claims from 2011, while the balance of N656bn was for the petrol and kerosene to be consumed in 2012.

Out of the N656bn, he said N350bn was for kerosene, while N306bn was earmarked for petrol.

But, while making the payments, Stanley claimed that the arrears for 2011 rose above the budgeted N232bn to N451bn.

He explained further that when the N451bn was taken from the N888.1bn, the government was left with a balance of N437bn.

The PPPRA boss said the processed claims up to July stood at N605bn, already indicating a shortfall.

He said claims for August, September, October and November had yet to be computed.

“The processed claims for the NNPC and other marketers are already N605bn. This is for PMS. We do know of kerosene. It means we will need this N161bn to be in a safe zone. We appeal for the approval of this proposal,” he added.

On daily fuel consumption, Stanley told the committee that while 40 million litres of petrol was the estimated figure in January; by July, it had risen to 40.9 million litres, but less than the 59 million litres said to have been consumed per day in 2011.

He further said that by September, the daily consumption dropped to 35 million litres, though he claimed this was due to the fact that some marketers stopped importation at the time.

The Director-General, Budget Office, Dr. Bright Okogu, corroborated the submissions of Stanley.

“The N161bn is to enable us to pay for claims that have been processed and we are sure of. In January (2013), further claims that will come will be processed for payment,” Okogu said.

His presentation tallied with the explanation by Stanley that the final total claims for 2012 might be around N1.23tn in January.

But, lawmakers insisted that there could still be leakages in the system and asked PPPRA to tighten its verification process.

“That we are paying less for subsidy this year is to the credit of the House of Representatives, not any agency of government. We started asking questions with the subsidy probe,” Enoh said.

Muraina and Peterside directed the PPPRA to go beyond verification of claims to monitoring the marketers to ensure that they discharged products at designated locations.

Hundreds of residents of Aro Love Estate in Ota, Ado-Odo Local Government Area of Ogun State have protested alleged plan by the state government to demolish their houses for the extension of Oja Ota Market.

The protesters, including women and children on Friday took to the streets chanting war songs and carrying placards with inscriptions such as “Our land is not under acquisition,”  “No to injustice against Aro Love Estate occupants,” “No to oppressors”, “Don’t render us homeless,” and “Please, don’t treat us like slaves.”

The surveyor in charge of the land, who also doubles as the spokesman for the landlords in the community, Mr. Akeem Soola, said the land on which the people had erected property worth over N2bn was sold to them by the original owners, the Aro family about 20 years ago.

Soola said there was no prior notice from the government before its officials came to mark all the houses in the estate for demolition.

The residents, he said, had perfected their documents with the Bureau of Lands.

They therefore appealed to Governor Ibikunle Amosun to intervene and save them from losing their property.

He said, “Those people just came from Abeokuta and started marking our houses without asking the residents where the local government boundary is. I had to go and meet one of them and asked them as a surveyor. They said they have been given a directive to come and mark all the houses within the area if the market for demolition.

“They said they were going to demolish them after the expiration of a seven-day ultimatum. I have never seen it in this country where you wake up one day and give people seven days to leave their houses.

“We have been going to the Ministry of Land and Housing in the past three days. One of the landlords here just received his own report from the ministry that his plot falls outside the market. Once a land that is here falls outside the market, I don’t know why they started marking other buildings here.”

Another landlord in the area, Mr. Kolawole Ishola, said there was something fishy and suspicious about the marking of the buildings.

Ishola alleged that some companies, banks and other firms located in the community and whose buildings were initially marked along with those of the residents had been cleared.

He said, “We and the companies belong to the same community development association. We don’t know what we have done wrong.

“The land is so big that the market cannot occupy everything. We all have our documents. We are appealing to the governor to visit this place. He should not only rely on what some people are telling him at Oke-Mosan. Let the governor visit this site and see things for himself.”

But the Director of Lands Acquisition at the Bureau of Lands in Abeokuta, Mr. Isaac Akogun, told our correspondent on the telephone that the land was acquired by the state government since 1985.

“The land on which the estate is located around Oba Titi Dada Market is under acquisition. It was properly acquired by the state government as far back as 1985,” Akogun said.

The Federal Government may end up spending around N1.23tn on fuel subsidy in 2012, the Petroleum Products Pricing and Regulatory Agency has said.

The Executive Secretary, PPPRA, Mr. Reginald Stanley, said this in Abuja as he appeared before a joint committee of the House of Representatives to defend the fresh N161.6bn request for subsidy by President Goodluck Jonathan.

If the N161.6bn is approved by the National Assembly, it will bring budgeted subsidy claims for the year to about N1.049tn.

The government initially budgeted N888.1bn for subsidy claims before Jonathan made the fresh request last week.

Stanley, however, said what the government had done was to settle verifiable claims, adding that the projected total payment up to December 31, 2012 would be around N1.23tn.

However, he said the figure would be an “improvement” on the total subsidy payment for 2011, which stood at N2.09tn.

Stanley appeared before the Joint Committee on Appropriation/Petroleum Resources (Upstream)/Petroleum Resources (Downstream), which is seeking explanations for the additional N161.6bn request.

The session was jointly chaired by Mr. John Enoh, Mr. Ajibola Muraina and Mr. Dakuku Peterside.

According to Stanley, out of the initial N888.1bn, government set aside N232bn for arrears of subsidy claims from 2011, while the balance of N656bn was for the petrol and kerosene to be consumed in 2012.

Out of the N656bn, he said N350bn was for kerosene, while N306bn was earmarked for petrol.

But, while making the payments, Stanley claimed that the arrears for 2011 rose above the budgeted N232bn to N451bn.

He explained further that when the N451bn was taken from the N888.1bn, the government was left with a balance of N437bn.

The PPPRA boss said the processed claims up to July stood at N605bn, already indicating a shortfall.

He said claims for August, September, October and November had yet to be computed.

Hundreds of residents of Aro Love Estate in Ota, Ado-Odo Local Government Area of Ogun State have protested alleged plan by the state government to demolish their houses for the extension of Oja Ota Market.

The protesters, including women and children on Friday took to the streets chanting war songs and carrying placards with inscriptions such as “Our land is not under acquisition,”  “No to injustice against Aro Love Estate occupants,” “No to oppressors”, “Don’t render us homeless,” and “Please, don’t treat us like slaves.”

The surveyor in charge of the land, who also doubles as the spokesman for the landlords in the community, Mr. Akeem Soola, said the land on which the people had erected property worth over N2bn was sold to them by the original owners, the Aro family about 20 years ago.

Soola said there was no prior notice from the government before its officials came to mark all the houses in the estate for demolition.

The residents, he said, had perfected their documents with the Bureau of Lands.

They therefore appealed to Governor Ibikunle Amosun to intervene and save them from losing their property.

He said, “Those people just came from Abeokuta and started marking our houses without asking the residents where the local government boundary is. I had to go and meet one of them and asked them as a surveyor. They said they have been given a directive to come and mark all the houses within the area if the market for demolition.

“They said they were going to demolish them after the expiration of a seven-day ultimatum. I have never seen it in this country where you wake up one day and give people seven days to leave their houses.

“We have been going to the Ministry of Land and Housing in the past three days. One of the landlords here just received his own report from the ministry that his plot falls outside the market. Once a land that is here falls outside the market, I don’t know why they started marking other buildings here.”

Another landlord in the area, Mr. Kolawole Ishola, said there was something fishy and suspicious about the marking of the buildings.

Ishola alleged that some companies, banks and other firms located in the community and whose buildings were initially marked along with those of the residents had been cleared.

He said, “We and the companies belong to the same community development association. We don’t know what we have done wrong.

“The land is so big that the market cannot occupy everything. We all have our documents. We are appealing to the governor to visit this place. He should not only rely on what some people are telling him at Oke-Mosan. Let the governor visit this site and see things for himself.”

But the Director of Lands Acquisition at the Bureau of Lands in Abeokuta, Mr. Isaac Akogun, told our correspondent on the telephone that the land was acquired by the state government since 1985.

“The land on which the estate is located around Oba Titi Dada Market is under acquisition. It was properly acquired by the state government as far back as 1985,” Akogun said.

Children, women protest planned demolition of Ogun estate

The Federal Government may end up spending around N1.23tn on fuel subsidy in 2012, the Petroleum Products Pricing and Regulatory Agency has said.

The Executive Secretary, PPPRA, Mr. Reginald Stanley, said this in Abuja as he appeared before a joint committee of the House of Representatives to defend the fresh N161.6bn request for subsidy by President Goodluck Jonathan.

If the N161.6bn is approved by the National Assembly, it will bring budgeted subsidy claims for the year to about N1.049tn.

The government initially budgeted N888.1bn for subsidy claims before Jonathan made the fresh request last week.

Stanley, however, said what the government had done was to settle verifiable claims, adding that the projected total payment up to December 31, 2012 would be around N1.23tn.

However, he said the figure would be an “improvement” on the total subsidy payment for 2011, which stood at N2.09tn.

Stanley appeared before the Joint Committee on Appropriation/Petroleum Resources (Upstream)/Petroleum Resources (Downstream), which is seeking explanations for the additional N161.6bn request.

The session was jointly chaired by Mr. John Enoh, Mr. Ajibola Muraina and Mr. Dakuku Peterside.

According to Stanley, out of the initial N888.1bn, government set aside N232bn for arrears of subsidy claims from 2011, while the balance of N656bn was for the petrol and kerosene to be consumed in 2012.

Out of the N656bn, he said N350bn was for kerosene, while N306bn was earmarked for petrol.

But, while making the payments, Stanley claimed that the arrears for 2011 rose above the budgeted N232bn to N451bn.

He explained further that when the N451bn was taken from the N888.1bn, the government was left with a balance of N437bn.

The PPPRA boss said the processed claims up to July stood at N605bn, already indicating a shortfall.

He said claims for August, September, October and November had yet to be computed.

“The processed claims for the NNPC and other marketers are already N605bn. This is for PMS. We do know of kerosene. It means we will need this N161bn to be in a safe zone. We appeal for the approval of this proposal,” he added.

On daily fuel consumption, Stanley told the committee that while 40 million litres of petrol was the estimated figure in January; by July, it had risen to 40.9 million litres, but less than the 59 million litres said to have been consumed per day in 2011.

He further said that by September, the daily consumption dropped to 35 million litres, though he claimed this was due to the fact that some marketers stopped importation at the time.

The Director-General, Budget Office, Dr. Bright Okogu, corroborated the submissions of Stanley.

“The N161bn is to enable us to pay for claims that have been processed and we are sure of. In January (2013), further claims that will come will be processed for payment,” Okogu said.

His presentation tallied with the explanation by Stanley that the final total claims for 2012 might be around N1.23tn in January.

But, lawmakers insisted that there could still be leakages in the system and asked PPPRA to tighten its verification process.

“That we are paying less for subsidy this year is to the credit of the House of Representatives, not any agency of government. We started asking questions with the subsidy probe,” Enoh said.

Muraina and Peterside directed the PPPRA to go beyond verification of claims to monitoring the marketers to ensure that they discharged products at designated locations.

Hundreds of residents of Aro Love Estate in Ota, Ado-Odo Local Government Area of Ogun State have protested alleged plan by the state government to demolish their houses for the extension of Oja Ota Market.

The protesters, including women and children on Friday took to the streets chanting war songs and carrying placards with inscriptions such as “Our land is not under acquisition,”  “No to injustice against Aro Love Estate occupants,” “No to oppressors”, “Don’t render us homeless,” and “Please, don’t treat us like slaves.”

The surveyor in charge of the land, who also doubles as the spokesman for the landlords in the community, Mr. Akeem Soola, said the land on which the people had erected property worth over N2bn was sold to them by the original owners, the Aro family about 20 years ago.

Soola said there was no prior notice from the government before its officials came to mark all the houses in the estate for demolition.

The residents, he said, had perfected their documents with the Bureau of Lands.

They therefore appealed to Governor Ibikunle Amosun to intervene and save them from losing their property.

He said, “Those people just came from Abeokuta and started marking our houses without asking the residents where the local government boundary is. I had to go and meet one of them and asked them as a surveyor. They said they have been given a directive to come and mark all the houses within the area if the market for demolition.

“They said they were going to demolish them after the expiration of a seven-day ultimatum. I have never seen it in this country where you wake up one day and give people seven days to leave their houses.

“We have been going to the Ministry of Land and Housing in the past three days. One of the landlords here just received his own report from the ministry that his plot falls outside the market. Once a land that is here falls outside the market, I don’t know why they started marking other buildings here.”

Another landlord in the area, Mr. Kolawole Ishola, said there was something fishy and suspicious about the marking of the buildings.

Ishola alleged that some companies, banks and other firms located in the community and whose buildings were initially marked along with those of the residents had been cleared.

He said, “We and the companies belong to the same community development association. We don’t know what we have done wrong.

“The land is so big that the market cannot occupy everything. We all have our documents. We are appealing to the governor to visit this place. He should not only rely on what some people are telling him at Oke-Mosan. Let the governor visit this site and see things for himself.”

But the Director of Lands Acquisition at the Bureau of Lands in Abeokuta, Mr. Isaac Akogun, told our correspondent on the telephone that the land was acquired by the state government since 1985.

“The land on which the estate is located around Oba Titi Dada Market is under acquisition. It was properly acquired by the state government as far back as 1985,” Akogun said.

The surveyor in charge of the land, who also doubles as the spokesman for the landlords in the community, Mr. Akeem Soola, said the land on which the people had erected property worth over N2bn was sold to them by the original owners, the Aro family about 20 years ago.

Another landlord in the area, Mr. Kolawole Ishola, said there was something fishy and suspicious about the marking of the buildings.

Ishola alleged that some companies, banks and other firms located in the community and whose buildings were initially marked along with those of the residents had been cleared.

He said, “We and the companies belong to the same community development association. We don’t know what we have done wrong.

“The land is so big that the market cannot occupy everything. We all have our documents. We are appealing to the governor to visit this place. He should not only rely on what some people are telling him at Oke-Mosan. Let the governor visit this site and see things for himself.”

But the Director of Lands Acquisition at the Bureau of Lands in Abeokuta, Mr. Isaac Akogun, told our correspondent on the telephone that the land was acquired by the state government since 1985.

“The land on which the estate is located around Oba Titi Dada Market is under acquisition. It was properly acquired by the state government as far back as 1985,” Akogun said.

A pastor was traveling last week, he saw an old man, and gave him a lift. While they were going, the old man said; my son, do you know what happened in Heaven last night?

The pastor was so terrified and hurriedly parked and asked; Sir,are you sleeping? How did you get the information about Heaven?

The Old man said; last night in Heaven God became very angry with man and asked
the Angels to blow the trumpet.
The angels picked up the trumpets and as they were about to blow it WHEN, Jesus fell down and began to plead in tears. The blood that came out of His hands and body were very fresh.
