These statistical estimates for predicting the moon have been around since that 6th century. Yet, Allah and His messenger صلى الله عليه وسلم commanded the believers to base their months on sighting.

To get things right in Nigeria. The president should establish a kind of jail that should be called Corrupt People's Prison (CPP), Different from regular jails for other criminals. This jail should house corrupt politicians and Yahoo boys.
Make a constitutional amendments to this effect.
All the states and all government officials will be audited at the end of every month. The auditor should be hired from overseas, and the judge that should decide the case should be a foreign judge. These people to be hired will never be known by the person they are going to audit and are people that can't be bribed.

If at the end of the audit, the Governor or minister or any government official cannot account for 10 million, he should spend 10 years in CPP. 20 million should be 20years. 100miliion to 900milion should be life in prison. Above 1 billion should be death by hanging or firing squad to be conducted in your home town with a live coverage of the hanging or firing squad.

If this is not done, Nigeria will never get it right.

Being a sovereign ruler does not automatically negate other citizenships, especially in modern legal systems where dual (or multiple) citizenships are permitted.
Unless renounced there was no law that stopped pope Francis from being an Argentinian and there is no law stopping the current pope from being an American.
