Ministry of Housing, Cross River State (2023–2026 Achievements)

Over the past three years, the Cross River State Ministry of Housing under the leadership of Dr. Beatrice Igwe has remained committed to advancing sustainable housing development, empowering vulnerable citizens, and driving strategic partnerships aimed at improving the welfare of the people of Cross River State.

In line with the vision of His Excellency, Senator Prince Bassey Edet Otu’s administration, the Ministry has recorded notable milestones and impactful achievements across the housing and urban development sector.

Major Achievements (2023–2026)

1. Provision of Housing for Indigent Women
In collaboration with Family Homes Funds Limited, the Ministry facilitated the provision of 50 units of two-bedroom flats for 50 indigent women in Cross River State. The project has reached over 98% completion, with beneficiaries carefully selected across the state.

As part of efforts to ensure sustainable livelihood and economic empowerment for the beneficiaries, the Ministry also organized empowerment and capacity-building programmes for the women, equipping them with practical vocational skills including soap making, tailoring, hairdressing, cosmetics production, and other entrepreneurial trades aimed at promoting self-reliance and improved household income.

2. Development of State Housing Policy Framework
The Ministry finalized and advanced the Cross River State Housing Policy Framework, creating a strategic roadmap for sustainable housing delivery, urban planning, infrastructure development, and increased private sector participation in the housing sector.

3. Investor Commitment for 500 Housing Units in Ikom
The Ministry successfully secured investor commitment for the construction of 500 housing units of various categories in Ikom Local Government Area. This landmark housing initiative represents one of the largest private-sector-driven housing investments in the state and is expected to significantly reduce the housing deficit while creating employment opportunities for citizens.

4. Renewed Hope Housing Scheme in Cross River State
As part of the Federal Government’s Renewed Hope Housing Programme, the Ministry facilitated the allocation and handover of 25 acres of land in Adiabo Community to the Federal Ministry of Housing and Urban Development for the construction of 250 affordable housing units. This milestone reinforces Cross River State’s commitment to supporting national housing initiatives and expanding access to affordable and sustainable homes for citizens.

5. Strengthening Public-Private Partnerships in Housing Development
The Ministry strengthened collaboration with private investors, housing institutions, and development partners to attract investment into the state’s housing sector, improve infrastructure development, and encourage long-term real estate growth.

6. Advocacy for Affordable and Sustainable Housing
Through policy advocacy and stakeholder engagement, the Ministry continued to promote affordable housing schemes, responsible urban expansion, and sustainable community development across Cross River State.

These achievements reflect the Ministry’s unwavering dedication to improving living conditions, empowering communities, creating opportunities, and ensuring that more citizens have access to decent and affordable housing.

The summit, organized by the Federal Ministry of Housing and Urban Development in partnership with Shelter Advisory Services Limited, brought together key players in the housing sector to explore practical ways of improving housing delivery through effective public-private collaboration.

While at the event, Dr. Igwe joined other government officials, housing professionals, and development partners in discussions focused on scaling up housing projects across the country and finding workable solutions to Nigeria’s housing challenges.

She was also given the opportunity to speak on behalf of the Governor. In her remarks, she reiterated the State Government’s commitment to a people-focused housing approach and the ongoing Renewed Housing Agenda. As a follow-up to his speech in Ukelle at the reception for Rt. Hon. Dr. Ogana Lukpata, the Deputy Chairman of All Progressives Congress, (APC), High Chief Higgins Peters, the indomitable, bold, courageous and revered natural leader of Cross River North has categorically stated that Sen. Prof. Ben Ayade wanting to go back to the Senate is being unfair to Gov. Prince Bassey Edet Otu and wanting to paint a picture of the Governor not reciprocating to favor he did him.


Truth is, a Governor handing over the baton of Governorship to the next is not a favor but a mandate. Donald did handover to Liyel, Liyel sent Ayade to the Senate and again handed over to him, yet, walked away without any demands, so I am wondering why that of Governor Ayade has to be a debt and an emotional blackmail of gratitude.


Sen. Prof Ben Ayade is a lucky man and has achieved everything in business and in politics and is only fit now as an elder statesman than going to run for Senate election with people that were his boys. At his level and achievements he shouldn’t put himself into an arena where he would be demystified anymore.


Assuming he was given the ticket and won, how does he go to seat in the Senate and call Sen. Eteng jones and Sen. Asuqo Ekpeyong that are his boys, his colleagues? I say this with concern for his integrity and self respect because, I know for sure that the sentiments that were responsible for him losing the election in 2023 has grown worse in the North. I owe him a duty to tell him the truth without reservation because I count him not only a friend but a brother.


Meanwhile, I am putting this on public record in the event his enemies continue to push him to run because I have told him this privately.


The people of the North through their leaders will appeal to the Governor and the party to give them the opportunity to decide who represents the North either by consensus or primaries, not favors.


By extension if Governor Ayade insists he wants to run for Senate, ignoring my candid advice to him, he should be ready to face the people of the North in the primaries or consensus as the case may be.


If Governor Ayade chooses the path of honor and does not succumb to his enemies and sycophants that are out to drain him in money and image, he would become the godfather of the North forever.


Governor Ayade, is still young, smart, extremely intelligent, very connected, so i believe in my heart that there are better and bigger opportunities for him in the future than going into a race that is not necessary.

Residents from Abachor Okpame 1 & 2, Idigbo Unit, and Okpinya carried out their registration at Abachor Playground, while those from Ogar Omagu Unit, Town Hall Olachor Unit, Adiero Primary School, and Health Center Olachor participated at Olachor Market. Similarly, voters from Model Unit, Thomson Eje Unit, CKS Polling Unit, and Otuche (Old Dispensary) were attended to at CKS Primary School, just as Omari Ogbu, Baptist Church, Town Hall Oba, and Okache Onah Units were covered at Omari Ogbu.

In continuation, residents from Itega Okpame 1 & 2 and Utukpo 1 & 2 registered at Ada Primary School, while Okpudu 1 & 2 and Ochochi Unit were attended to at Okpudu Primary School. The exercise also covered Itega Ekpudu 1 & 2 and Arkwa Unit at Itega Ekpudu Playground, as well as Idiku, Adeni, and Ijama 1 & 2 at Adeni Playground. In addition, Itekpa Units 1, 2 & 3 were fully captured, ensuring broad participation across the ward.

Registration personnel conducted the exercise in an orderly and professional manner, documenting participants’ details and carrying out image capturing for Permanent Voter Card (PVC) processing. The process remained peaceful and well-coordinated, with strong community support ensuring a seamless flow of activities. A mop-up phase at Oba/Omari Ogbu further provided an opportunity for wider inclusion.

On reaching outside all attempts to hold them back proofed abortive, so they all moved out, I had to join them to prevent damages on school property or harassing anyone, I successfully curbed that and I was begging them to return to the hostel.


3. On the issue of turning of the generator, I will state emphatically that I was not close to the generator when they offed it, I rushed to the security point where this Gen is placed to plead with occupants of hostel.

4. Even before the said day, I have been ensuring malabites and malabresses of resident in malabor fetch water and in other hostels.

5. The said attempt to prevent the SUG president from addressing students and opening the gate, is not true of my person, I have maintained peace across hostels and the university at large.

The Academic Staff Union of Universities (ASUU) has bemoaned the decision of President Muhammadu Buhari’s regime to donate one million dollars to Afghanistan while the union is on strike.

The Union’s complaint comes after the Organisation for Islamic Cooperation (OIC) thanked Mr Buhari for his donation to Afghanistan.

Afghanistan came under the control of the Taliban extremists in August last year, and since then the group has strived to rebuild the country’s economy.

The Academic Staff Union of Universities has again indicated that if the federal government does not implement its Memorandum of Action, MoA, by January ending, they will likely shut down universities.

Speaking with Vanguarde in an interview, the Union’s president, Prof. Emmanuel Osodeke, said the union was waiting for the period of grace given to lapse before taking the necessary steps.

“As a responsible union, we are consulting widely on the issues at stake. We have an MoA that is yet to be implemented fully and we also have the renegotiation of the 2007 Agreement pending. A lot of groups and concerned individuals have stepped in to intervene in the matter.

“We are responsible unionists and citizens and we must give room to those interventions; may be they can help persuade the government to do the needful. We have given them up till the end of this January and if nothing is forthcoming, we can take the next step,” he said.

It was gathered that if the union’s demands are not met, nationwide mobilisation of members would follow and congresses held to mandate the national leadership to act appropriately.

Recall that the MoA came into being following the suspension of a nine-month strike by the union in December 2020. The issues in contention include funding for the revitalisation of the universities and the payment of Earned Academic Allowance which the government has fulfilled
