In short, the Consumer is the payer of VAT. And he/ she pays it at the point of consumption when billed.
VAT is not paid at the point of production of jack. Contrary to what you ignorantly say. If that was the case, then just go ahead and produce anything be it rice or beer and start collecting VAT and remitting it without anyone consuming either those goods or the service.

I really don't need to learn anything. I am a corporate and commercial lawyer with decades of experience in finance and tax. No one can tell me VAT is not a consumption tax, that's elementary - it is. I neednt even produce links, but I do that just for you.
Worse is that you said it is not collected at consumption but at production. That is just a wild joke.
Perhaps your problem, and this is only to assist you, is that you are conflating where it is collected with who remits it to the government. It is always collected from the Consumer, as it is a consumption tax. It is then remitted to the government by those who have collected it from the point of consumption. Perhaps this is your confusion. If so, not a problem, just understand that when you receive goods or a service (or even food at a restaurant) and you see VAT there, you are paying it, and it is being collected from YOU as the consumer, at that point of consumption. So that is clear, VAT is collected from consumers of goods and services at the point of consumption, when they pay for same. Those who collect it, have an obligation to remit same to the tax authorities.
You categorically said that VAT is not collected at the point of consumption in Nigeria. Jesus is Lord. And yet you cock your shoulders and strut around speaking what you dont know.
