This passage means that the whole world is invited to salvation but the chosen few are those who have become truly bornagain by believing in the gospel of being born of water and Spirit. They are chosen to be God's children because they have fulfilled the condition for entering heaven.

It does not in any way suggests that God randomly chose few and discarded others for reason, unconditionally.

Salvation is open to all but the reality is that only few have been saved. This doesnt mean that many will still not be saved.

Revelation 7:9-10
[9]After these things I looked, and behold, a great multitude which no one could number, of all nations, tribes, peoples, and tongues, standing before the throne and before the Lamb, clothed with white robes, with palm branches in their hands,
[10]and crying out with a loud voice, saying, “Salvation belongs to our God who sits on the throne, and to the Lamb!”

Are you saying that all who would be saved would go to heaven? If yes, what happens to the earth?
