Apparently afraid of being investigated,  860 of the 1,326 Independent National Electoral Commission(INEC) workforce have failed to declare their assets before or after the March general elections.

The Code of Conduct Bureau(CCB) has given the acting Chairman of INEC, Hajiya Amina Zakari, up till August 20 to compel the defaulting INEC staff to fill their Asset Declaration Forms(ADFs).
It was gathered that some INEC staff had “cleverly” amassed wealth and assets in the countdown to the general elections and during the polls.

Besides, allegations of compromise in Anambra State, the Department of State Security Service(DSS) is probing alleged N2.5 billion bribery scam in Akwa Ibom State INEC’s office.

A submission was also made at an election tribunal in Abuja on Thursday that about N5 million was paid into the account of a Resident Electoral Commissioner (REC).

A Resident Electoral Commissioner (REC) was said to have just completed a N1 billion hotel in a Southsouth state.
Based on intelligence reports, the CCB directed INEC officials to declare their assets.

But, of the 1,326 workers, only 466 INEC have complied with the directive of the Bureau, culminating in the August 20 deadline.
The bureau conveyed its deadline in an August 3rd  letter to the acting INEC chairman by a Deputy Director (DFPS), J.O.

“The Fifth Schedule, Part 1 paragraph 11 to the 1999 Constitution of the Federal Republic of Nigeria (as amended) make it mandatory for all public officers to declare their assets.

“It has been observed that from our records that the Asset Declaration Forms(ADFs) issued to your organisation on 11th March to be distributed to your staff were not returned as only 466 out of 1,326 Forms were duly filled and returned.

“Failure to declare and return duly completed Assets Declaration by members of staff before 20th August , 2015 shall attract appropriate sanctions. Take urgent action.”

In a memo to all directors of INEC, dated August 4,  the Director of Human Resources Management, Musa Adamu asked the officials of the electoral agency to declare their assets or face sanctions.

The memo said: “Sequel to the issuance of Asset Declaration Forms to all staff of the commission in March 2015 and pursuant to the provisions of the Fifth Schedule part 1 of Paragraph 11 of the 1999 Constitution of the Federal Republic of Nigeria(as amended), which makes it mandatory for all public officers to declare their assets, notice is hereby given to all  staff who have not completed and submitted their forms to do so on or before 20th August,.2015.

The memo said failure to comply with the CCB directive “shall  attract appropriate sanctions from the Code of Conduct Bureau and the commission.

“You are requested to bring the content of this circular to the notice of the affected officers in your department/ directorate.”

After the declaration, the constitution empowers the Bureau to take the following steps.
They are: “Examine the declarations in accordance with the requirements of the Code of Conduct or any law.

“Retain custody of such declarations and make them available for inspection by any citizen of Nigeria on such terms and conditions as the National Assembly may prescribe.

“Ensure compliance with and, where appropriate, enforce the provisions of the Code of Conduct or any law relating thereto.

“Any statement in such declaration that is found to be false by any authority or person authorized in that behalf to verify it shall be deemed to be a breach of this Code.

“Any property or assets acquired by a public officer after any declaration required under this Constitution and which is not fairly attributable to income, gift, or loan approved by this Code shall be deemed to have been acquired in breach of this Code unless the contrary is proved.”

“Receive complaints about non-compliance with or breach of the Provisions of the Code of Conduct or any law in relation thereto. Investigate the complaint and, where appropriate, refer such matters to the Code of Conduct Tribunal.”

It was obvious that the Late Chinue Achebe was the favourite to win Noble Prize ahead of Wole Soyinka but Chinue Achebe was denied the award because he was the only person in Africa that stood and criticized the Western countries of been biased in giving award. He told them that in giving award, they should not only judge based on their {Western}perception of writing, but they should also look at it based on African perception.

This did not go down well with the Western countries who knew that the Late Chinue Achebe had exposed their biased judgement. So, to punish Chinue Achebe, they looked for his rival Wole Soyinka who was far behind the Late Achebe and gave him the Noble Prize thinking that would provoke hard feelings on Late Chinue Achebe.

Before then, nobody from Africa had won the award, and it was after Late Chinue Achebe criticized them that they decided to give it to Wole Soyinka. The Late Chinue Achebe was well known in the world than Wole Soyinka in everything[/s].

Personally, i would have preferred Achebe to win, as i have read all of his books, but the gods(oyinbo people)voted, and they voted Soyinka. I know a lot of people had called them bigots, since an Ibo man did not win.

Truthfully, not every aspect of his government was good, and corruption was one of them, but compared with previous northern governments, Jonathan's government was really transforming some sectors even with corruption and bokoharam. What I can never understand is why the yorubas viciously fought Jonathan , a fellow southerner as if he has committed genocide on their tribe, only to favor time tested failures from the north. I guess it has to do with extreme hatred of Igbos, but at the same time have refused to part ways with them(Igbos).
it amazes me how u people keep saying Jonathan was voted out cos of the hatred pple have for the igbos. Were the yorubas and others u accuse of hating not the ones that voted GEJ in the year 2011? Pls let's call a spade a spade. Jonathan failed..and woefully did he fail. I am not supposed to say this but I have to. I remember during the 2011 elections when I was mobilizing for GEJ..mobilized pple from far and near to come and do the thing for him. It was all for the luv I had for him...but after seeing that he z got little or nothing to offer, I changed my mind. So did many. Its a simple thing. This isn't about hating the igbos. Jonathan is not igbo. He is ijaw. And even the ijaws don't take it personal as you guys in d east do. If Jonathan performed well, pple would have voted for him in the just concluded election. Nobody wants to suffer abeg!

Note that Nigerians are only giving Buhari a try. If he performs, then we ll have to continue with his party ..And if otherwise, we ll have to kick him out like uncle J. (Well, he is already making us proud, so I guess there ll be no need for that.)

Nobel Laureate, Wole Soyinka, has said former President Goodluck Jonathan was caged by some powerful forces while in power and therefore was not aware of some of things going on around him.

In a damning assessment of Mr. Jonathan’s tenure, Mr. Soyinka said the former president, who left office in May following his defeat by the incumbent, President Muhammadu Buhari, in the March 28 presidential poll, did not know that the nation had been compromised so badly under him until he (Soyinka) brought some issues to his notice.

Mr. Soyinka, a professor, spoke in an interview with the current edition Zero Tolerance magazine, a publication of Nigeria’s Economic and Financial Crimes Commission.

“Correct,” he affirmed when asked if the former president was caged. “There were forces around Jonathan, which he himself did not understand and that is why I stressed that you’ve got to choose your circles of advisers very carefully, when you are in charge. He was caged; things were going on that he did not know about.”

Mr. Soyinka, who said he visited Mr. Jonathan twice just before he vacated office, said on one occasion he asked the former president what he was doing to curtail his wife, Patience, who during the presidential campaign was indulging in hate speech. He refused to disclose his (Jonathan) response.

According to him, “On a lighter note, I asked him, ‘what are you doing about madam’ because that one seems to be embarrassing the nation as usual because that seems to be her function as so called first lady. You go to a section of the country and tell your supporters to stone those who campaign for change and you insult another part of the nation by calling them those who produce children that they cannot look after. That woman should be charge for incitement chaos. It is incredible that she is allowed to run loose.”

Asked what Mr. Jonathan’s reply was, the Nobel Laureate said, “I am not going to tell his response (laughs….) But I am free to tell you what I said. It will be an abuse of privilege if I tell you his response.”

Buttressing his clam that Mr. Jonathan was oblivious of some happenings around him while in office, Mr. Soyinka recalled the telephone saga with the king of Morocco, stating that he was the one that told the president about it when they met.

He said, [b]“I will tell you one interesting aspect of what we discussed. I will reveal to you that Jonathan did not know that the nation had been compromised so badly in this telephone thing with the King of Morocco. I was the one who told him when we met over an issue and I said to him, ‘by the way, how is the king of Morocco? Jonathan didn’t know what I was talking about.

“When I mentioned the telephone issue, he thought I was talking about is campaign for AfDB managing director for which he was lobbying other heads of states. He said ‘I haven’t spoken to him in a long time’, and I said, ‘no, you spoke to him a few days ago.’ He said, ‘no, I intend to speak with him. I even asked my foreign ministry to link me up with him because I am campaigning for a candidate but I haven’t spoken to the king of Morocco.’ Then I said to him, ‘you better go and read the newspapers of last week.’ And I can tell you he did not know.”
Continuing, Mr. Soyinka lamented, “So you can imagine that the president did not know that a scandal had developed that involved a withdrawal of an ambassador![/b]

“And again, I am revealing this to you since this interview won’t be published till after the elections because I wouldn’t want to be seen as campaigning for or against any one side. It shows how in deep trouble governance can be; governance can dig itself into a huge hole and not even know it’s in there. The statement that was issued was issued the night when I met him.”

Mr. Soyinka came down hard on Mr. Jonathan when asked about the criticisms that trailed his administration that it was not fighting corruption.

“This is what we are talking about. How can a public figure, an intelligent person like that come out to tell the public that corruption is not stealing,” Mr. Soyinka said. As president, you’ve got to show some example …Why should a president involve himself in what is already structurally established and dedicated to that purpose?”

Mr. Soyinka also said he maintained a cordial relationship with Mr. Jonathan during his tenure despite some attacks he felt compelled to launch on the former Nigerian leader and his wife.

According to him, at some point, Mr. Jonathan who ruled the country between 2010 and 2015 was tending towards fascism.“No. It was never anything personal,” when asked why he withdrew his support from the former president. “We marched in order to protect the constitution, not the person of Jonathan. We retained a cordial relationship during his tenure. However despite some attacks I felt compelled to launch on him – and his wife.

Jonathan committed some truly alarming errors of governance. He was propelling himself towards outright fascism.”
