The Trump administration is bypassing the United States Congress to advance the sale of US nuclear power plants to Saudi Arabia , despite concerns it would violate US law guarding against technology transfers, according to a new report by a congressional committee.
Security analysts worry the technology would allow Saudi Arabia to produce nuclear weapons in the future, potentially contributing to an arms race in the Middle East.
US lawmakers are concerned about the stability of Saudi leadership under Crown Prince Mohammed bin Salman because of the murder of journalist
Jamal Khashoggi and the war in Yemen.
Multiple unnamed "whistleblowers" have come forward to warn about White House attempts to speed the transfer of highly sensitive US nuclear technology to build new nuclear power plants in Saudi Arabia, according to the staff report by the House Oversight and Reform Committee.
"The whistleblowers who came forward have warned of conflicts of interest among top White House advisers that could implicate federal criminal statutes," Representative Elijah Cummings, the Democrat chairman of the committee, said in a February 19 letter to the White House.
The committee is investigating efforts by US nuclear power companies to win Trump administration approval to build nuclear power plants in Saudi Arabia and other Arab countries.
IP3 consortium
A key target of the Oversight Committee's inquiry is an effort by IP3 International , a consortium of nuclear power producers that began lobbying during the Trump transition in late 2016 and early 2017 to win presidential approval to develop nuclear power plants in Saudi Arabia.
Most recently, Trump met on February 12 with the IP3 International representatives and the CEOs of major US nuclear energy producers to discuss developing nuclear power plants in Jordan and Saudi Arabia, a meeting that was initiated by IP3's founder, retired Army General Jack Keane, according to the committee report which cited
Bloomberg News .
The IP3 proposal has been repeatedly promoted to White House officials by Thomas Barrack, according to the report. Barrack is a personal friend of the president who raised $107m for Trump's Inaugural Committee. US prosecutors in New York are
investigating the inaugural committee activities.

'Chaos, dysfunction, backbiting'
The committee released documents describing the IP3 proposal. Cummings' letter further demands documents and emails from the White House related to its discussions of potential nuclear power development in the Middle East.
Whistleblowers "warned about a working environment inside the White House marked by chaos, dysfunction and backbiting. And they have warned about political appointees ignoring directives from top ethics advisors at the White House who repeatedly and unsuccessfully ordered senior Trump administration officials to halt their efforts", Cummings said in the letter.
Meanwhile, a US Senate proposal offered by Jeff Merkley, an Oregon Democrat - with support from Senator Rand Paul, a Kentucky Republican - seeks to block Saudi Arabia from developing bomb material by prohibiting it from enriching uranium or re-using plutonium from any future power plants.

The withdrawal of US troops from northeastern Syria would take place in a manner that "absolutely assured" the security of Israel and other US allies in the Middle East, a top adviser to President Donald Trump has said.
John Bolton made the pledge on Sunday, hours after laying out the conditions for the US troop pullout from Syria on the defeat of the Islamic State of Iraq and Levant ( ISIL , also known as ISIS), as well as assurances from Turkey over the safety of Kurdish fighters allied with the United States .
Speaking to reporters leading up to talks with Israel's Prime Minister
Benjamin Netanyahu , Bolton said the pullout would be done in a way that guaranteed the ISIL "is defeated and is not able to revive itself and become a threat again".
And it would be carried out in such a way as to "make sure that the defence of Israel and our other friends in the region is absolutely assured, and to take care of those who have fought with us against ISIS and other terrorist groups," he said.
The pullout announced on December 19 was initially expected to be completed within weeks, but the timetable has slowed as the president acceded to requests from aides, allies and members of US Congress for a more orderly withdrawal.
Bolton's comments mark the first public confirmation that the withdrawal has been slowed.
Earlier in the day, the national security adviser told reporters travelling with him there was no timetable for the move.
'Power vacuum'
Israeli officials have expressed concern that a swift withdrawal of the roughly 2,000 troops could enable
Iran to expand its influence and presence in war-torn Syria.
Al Jazeera's Stefanie Dekker, reporting from occupied West Jerusalem, said Israel was particularly concerned about the presence of Iranian-backed militias near its border with Syria, "particularly that of Hezbollah", a Lebanese Shia movement.
"Israel is worried that a US pullout could cause a power vacuum. And it is concerned that Iranian backed militias will benefit from that situation", Dekker said, noting Israel has carried out scores of air raids inside Syria aimed at suspected Iranian arms transfers to Hezbollah.
"Netanyahu will be very keen to show why Israel is concerned," she said.
"He will be taking the US national security adviser tomorrow to the occupied Golan Heights, close to the border areas where Israel has been carrying out a military operation to destroy tunnels it says Hezbollah has dug from the Lebanon border."
Netanyahu, during his joint press conference with Bolton, said he planned to take Bolton to visit the Golan Heights before he leaves for
Turkey on Monday if weather permits.
He again urged the US and other countries to recognise Israel's sovereignty over the strategic plateau it seized from Syria in the 1967 Six-Day War and later annexed.
For his part, Bolton said the US backed Israel's right to self-defence and said the Trump administration will continue to work with Israel to counter "the continuing threat of Iran's quest for deliverable nuclear weapons".
Middle East and North Africa Program Director for the International Crisis Group Joost Hiltermann, said the latest US move showed a lack of "coherent policy" on the Middle East.
"The US's foreign policy has been in disarray ever since Trump has become president," he told Al Jazeera. "Trump and his aides have wanted to pursue a foreign policy that is quite different from his predecessor Barack Obama."
Trump's announcement about the intended troop withdrawal was greeted by surprise and condemnation from many US legislators and allies, and prompted the resignation of Defense Secretary Jim Mattis and the US special envoy for the anti-ISIL coalition in protest.
Secretary of State Mike Pompeo is following Bolton to the Middle East this coming week for an eight-country tour of Arab allies to shore up support for the administration's partners in the region.

Prime Minister Scott Morrison says embassy will not move until a peace settlement is achieved.

Australia has recognised West Jerusalem as Israel's capital but an embassy shift from Tel Aviv will not occur until a peace settlement is achieved, Prime Minister Scott Morrison said
On Saturday, Canberra became one of just a few governments around the world to follow US President Donald Trump's lead and recognise the city as Israel's capital. Morrison also committed to recognising a future state of Palestine with East Jerusalem as its capital.
"Australia now recognises West Jerusalem - being the seat of the Knesset and many of the institutions of government - is the capital of
Israel ," Morrison said in a speech on Saturday in Sydney.
The status of Jerusalem is one of the main sticking points in negotiations between Israel and the Palestinians.
Israel regards the whole city - including the eastern sector it unilaterally annexed after the 1967
Middle East war - as its capital while Palestinian officials, with broad international backing, want occupied East Jerusalem as the capital of a future state they hope to establish in the occupied West Bank and the Gaza Strip .
Most countries avoided moving embassies to Jerusalem to prevent scuttling peace talks on the city's final status - until Trump unilaterally moved the US embassy there earlier this year.
"We look forward to moving our embassy to West Jerusalem when practical, in support of and after final status of determination," Morrison said, adding that work on a new site for the embassy was under way.
In the interim, the prime minister said, Australia would establish a defence and trade office in the west of the holy city.
"Furthermore, recognising our commitment to a two-state solution, the Australian government is also resolved to acknowledge the aspirations of the Palestinian people for a future state with its capital in East Jerusalem," he added.
Morrison first floated a shift in foreign policy in October, which angered Australia's immediate neighbour Indonesia - the world's most populous Muslim nation.
The issue has put a halt on years-long negotiations on a bilateral trade deal.
Canberra on Friday told its citizens travelling to Indonesia to "exercise a high degree of caution", warning of protests in the capital Jakarta and popular holiday hotspots, including Bali.
Morrison also took aim at the United Nations , which he said was a place where Israel is "bullied".
Israeli Prime Minister Benjamin Netanyahu has previously hailed Morrison's initiative.
'All risk and no gain'
The Jerusalem decision could help the embattled Australian PM - who faces the prospect of an election drubbing next year - with Jewish and conservative Christian voters and win him friends in the White House.
The opposition Labor party slammed Morrison for putting "self-interest ahead of the national interest".
"Recognising West Jerusalem as Israel's capital, while continuing to locate Australia's embassy in Tel Aviv, is nothing more than a face saving exercise," shadow minister for foreign affairs Penny Wong said in a statement.
"This is a decision which is all risk and no gain," she said, adding it puts Australia "out of step" with the international community.
Trump's decision to move the US embassy from Tel Aviv last year prompted widespread Palestinian protests.
The Palestinian government will press for Arab and Muslim states to "withdraw their ambassadors" and take some "meat and wheat" style "economic boycott measures" over Canberra's decision, Palestinian ambassador to Australia Izzat Abdulhadi told AFP Friday.
The Australia Palestine Advocacy Network (APAN) on Saturday said Morrison's move "serves no Australian interest".
"This sabotages any real possibility for a future just agreement and further emboldens Israel to continue with its daily human rights violations of Palestinians," APAN president Bishop George Browning said in a statement.
