I think he is trying to play it safe by not committing himself. In my case my mail has subject 'Application for Graduate Assistant Position' so there could be no ambiguity and I had a lot of profs that said no funds and some that said there is a possibility of funding. But it is not an exact thing, I had one prof that promised to consider me but after submitting application he stopped replying my mails ( Auburn university), I will advise you apply to a lot of schools , the more the better your chances and of course fall term appears to offer more financial aid than spring. First the package usually arrive at the nearest post-office to you.
They will call your phone digit. If you buy from Aliexpress and others often, you should already know the postman assigned to your area. Like me, Immediately the guy sees my package he'll call me. If he decides to bring it, you'll pay him and you can as well go and collect it.
But for expensive purchases above $100, me no dey wait for their call o, immediately I check 17track and see NGLOS, I wait for another 2days to pick it up here in Ibadan. For custom duties/charge, NONE to the best of my knowledge.

N.B: You'll pay a sum at the point of receipt and they should write you a receipt for it (Heard it's not like that in Lagos though, but Ibadan PO gives receipt).

Most atimes when it get to the closest post office you will be contacted through call or text. You are required to pay a handling fee to the post office which is determined by the weight.

Custom duties however comes up if your item passed through custom checks at the point of arrival. The amount they charge lies in the hand of the person who checked the item
