The remains of 215 children, some as young as three years old, were found at the site of what was once Canada’s largest Indigenous residential school. Reuters reported that the children were students at the Kamloops Indian Residential School in British Columbia that closed in 1978. The remains were found with the help of a ground-penetrating radar specialist, according to the Tk’emlúps te Secwépemc Nation. More bodies may be found because there are more areas to search on the school grounds, she told Reuters. “We know that through (The Truth and Reconciliation Commission of Canada) how many missing children there are, and we know that there is still a lot of work, and we do know that many other first Nations who have had residential schools within their communities want to use new technology to be able to find their lost loved ones as well.” A 2015 report established that there was harsh mistreatment inflicted on Indigenous children at the institutions. It said at least 3,200 children had died amid abuse and neglect, and it said it had reports of at least 51 deaths at the Kamloops school alone between 1915 and 1963. https://i0.wp.com/media.premiumtimesng.com/wp-content/files/2021/05/R3VNYCJ7BJO4NF5RWOWQB6KUKU.jpg The main administrative building at the Kamloops Indian Residential School is seen in Kamloops, British Columbia, Canada circa 1970. Library and Archives Canada/Handout via REUTERS The investigation, according to Reuters documented horrific physical abuse, rape, malnutrition and other atrocities suffered by many of the 150,000 children who attended the schools, typically run by Christian churches on behalf of Ottawa from the 1840s to the 1990s. “It found more than 4,100 children died while attending residential school. The deaths of the 215 children buried in the grounds of what was once Canada’s largest residential school are believed to not have been included in that figure and appear to have been undocumented until the discovery.” The Kamloops school operated between 1890 and 1969 when the federal government took over operations from the Catholic Church and operated it as a day school until it closed in 1978. Canadian Prime Minister Justin Trudeau described the discovery as heartbreaking on Friday. “The news that remains were found at the former Kamloops residential school breaks my heart,” he wrote on Twitter. “It is a painful reminder of that dark and shameful chapter of our country’s history. I am thinking about everyone affected by this distressing news. We are here for you.” https://www.premiumtimesng.com/news/top-news/464613-bodies-of-215-children-found-at-indigenous-school-site-in-canada.html |

Governor Atiku Bagudu of Kebbi State says 76 bodies have so far been recovered after the boat mishap which occurred in the state during the week. PREMIUM TIMES reported the incident and the efforts by the government to recover the bodies of victims. The governor also said his administration will review the extant maritime laws to prevent further loss of lives and properties. Mr Bagudu made this known in a statement issued by his Special Adviser on Media, Yahaya Sarki, a copy of which was made available to the News Agency of Nigeria (NAN) in Birnin Kebbi on Saturday. It said the governor revealed this during a condolence visit to the Emir of Yauri, Muhammad Zayyanu, on Friday following the unfortunate boat mishap that involved a canoe believed to have been overloaded with over 160 passengers. Mr Bagudu explained that the review was necessary in the face of recurring cases of boat mishaps, resulting in the loss of lives and properties of innocent passengers in the state. “The governor was informed that 76 dead bodies have so far been recovered, following the boat mishap at Warrah on Wednesday. “No fewer than 22 victims have also been rescued alive as at today,” the statement added. It said that 59 of the recovered dead victims were from Warrah town, expressing hope that more of the victims “would be rescued alive”. “The incident was unfortunate and saddening, yet, It was ordained by the Almighty Allah. “The incident drew myriad of sympathies and condolences from across the globe, including President Muhammadu Buhari, Senate President, NASS members, governors, traditional, religious and political leaders, among others. “Bagudu also acknowledged and appreciated the flurry of search and rescue efforts by divers, private boat owners, governmental and non-governmental agencies. “The governor condoled with the families of the victims, as well as prayed for the repose of the souls of the departed victims, while he also prayed for the quick recovery of the injured victims. “Bagudu called on people, especially boat users and passengers to learn from previous experiences and desist from acts capable of endangering their lives. “In whatever we do, we must stick to rules, boat users should stick to specifications on the exact number of passengers to be carried by each boat. “There should always be passengers manifest, even before boarding. The basic marine transport protocols should be observed. This is something we can do at least to guard against future occurrences. “He urged people to accept the incident in good faith as it was from God and advised them not to be deterred from working hard to earn their legitimate livelihoods,” the statement read. Responding, Mr Zayyanu thanked the governor for his concern and called for urgent dredging of the river to prevent further occurence. He recalled that in 2003 a similar boat accident was recorded in the area which claimed the lives of 50 passengers. “What is needed, now according to the Emir as a safeguard against future occurrence, was dredging of the river, to do away with tree logs in the river. “We hoped that the Hydro-Power Producing Areas Develpment Commission (HYPPADEC)will play significant role in that direction, as well as ensure the provision of safety jackets or life jackets to all passengers,” the traditional ruler urged. The Special Adviser, State Emergency Management Agency (SEMA), Sani Dododo, announced a donation of N11 million on behalf of the state government to the families of the deceased, those injured and those who took part in the search and rescue operation. https://i2.wp.com/media.premiumtimesng.com/wp-content/files/2021/05/Elder-Gcfr.-e1622218638409.jpg Young Elder GCFR A Nigerian comedian-cum-actor, Efosa Japheth, popularly known as Young Elder GCFR, has narrated how he escaped being kidnapped at the Benin-Auchi expressway, at 4.30 p.m., on May 21. Sharing the grim encounter with PREMIUM TIMES , Mr Japheth said he is yet to recover from the shock. The Benin-based comedian said he was billed to perform at a club in Ekpoma, a village in Edo state on that fateful day. While travelling by road, he encountered kidnappers, who were fully armed. There have been several cases of kidnappings reported in different parts of Nigeria. While many of the kidnappers demand ransom from the families of the victims for them to be released, others kill the victims before or after ransom payment. Encounter Mr Japheth said before he embarked on the journey on May 21, his friend, Miracle Aigbe, reached out to him. According to him, she joined his vehicle since they were headed to the same location. “As we were going, after the Benin bypass, we came across some military checkpoints. There is a particular Ayelala building on that express road, immediately we passed the checkpoint, Miracle Aigbe was seated at the back while I was sitting at the front with the driver. She was putting on an earpiece and was not too aware of our conversation and what was happening during the journey. “Five minutes from the checkpoint, we noticed that someone came out from the bush, dressed in red beret, I didn’t really get a look. He rushed out from the bush and was shooting sporadically,” he narrated. The comedian said in a split second, another person joined the armed man from the bush, and at that point, they realised the men were kidnappers. “My driver matched the brake and attempted to reverse. Based on some orientations and stories we have heard about kidnapping, I immediately knew the people had their traps set for us at the back too. As soon as he reversed, I beckoned to my driver that some of them would be at the back.” Mr Japheth said his driver reversed the vehicle nevertheless, after which they saw five more men at the back pulling over other vehicles behind them. “It was like they were trying to contain us. My driver stopped the car and beckoned everyone in the car that we should run as fast as we can. We opened the doors at the same time and started running. We ran to the left side of the road, there was a little bit of hill and we climbed it,” he said. The comedian narrated that the third occupant of the car, Ms Aigbe, also tried to run but could not catch up. “Those bandits were actually shooting as we were running, they kept shouting that if you run, I will shoot you. They were Hausa/Fulani people. I fell and stood up again, I kept running, following my driver,” he narrated. Thinking that they had escaped the kidnappers, Mr Japheth said he and the driver hid in the bush for about 30 minutes, where they met another injured individual – who also escaped another set of kidnappers in another direction. “As we were about to leave the bush, we suddenly heard footsteps and sounds of the kidnappers bringing people towards our direction. We immediately lie (laid) back on the ground, hiding.” He added that they hid in the bush till about 5:50 p.m. almost an hour after the incident occurred. Fearing that they could be exposed if it gets darker, the comedian said he and the other two people decided to leave the bush after hiding for some time. https://i2.wp.com/media.premiumtimesng.com/wp-content/files/2021/05/Elder-Gcfr-1-e1622219028711.jpg Young Elder GCFR Escape “When we ran out, we saw the Nigerian army, the police, and the vigilante were all there. We also realised that there were other vehicles affected, a Sienna, God is Good bus, a small car and others were at the side of the road. He said they were taken to a police station to write their statements and he pleaded with the police to escort them back to Benin city. On getting back home, negotiation for the release of his abducted friend, Ms Aigbe began. “When I got home, I got a call from Miracle Aigbe’s phone saying that they have her and she was crying in the background. The kidnappers requested N35 million as a ransom for her to be released. I started negotiating for her release and pleading with them,” he narrated. Mr Japheth said Ms Aigbe parents could not raise any amount as the mother is a petty trader and the father a bus driver. “I told the kidnappers that N510,000 was all I had with me and they threatened to kill her if I mentioned the amount again. They later said I should pay N5 million.” He said after raising money from well-meaning Nigerians and his colleagues, he realised N1 million and after much negotiations and pleading, they agreed to collect the sum. “They (kidnappers) said ”go and arrange the money, we will call and tell you how to send the money”. They called the following day and sent a bank account and phone number and instructed me to send the money there. “It was later I realised that the account belongs to another victim’s brother who was instructed to collect ransom for about four victims,” he said. The comedian said after paying the ransom, his friend, alongside 13 other victims, was released on May 24 around 10 p.m. Setbacks The comedian also revealed that the security challenges in Nigeria have affected his job in more ways than one. Mr Japheth said he has lost so much money and gigs because he has had to turn down several jobs because he is afraid to travel by road. “I have four companies that I represent (brand ambassadorship) and I am meant to do videos for them but I have not been able to do that. I have other jobs I am supposed to travel for but because of this insecurity, I cannot pass the road, especially the Benin-Auchi expressway where I ran into kidnappers. “Insecurity is so rampant in Benin, Edo state. They (kidnappers) are all inside our bushes. The insecurity has reduced me from creating content on my own. I hardly go for shows, to anchor events, and attend stand-up comedies,” he said. https://www.premiumtimesng.com/news/top-news/464333-how-i-narrowly-escaped-being-kidnapped-comedian.html |

By Agency Report The World Bank has approved a $700 million dollar for the Nigeria Sustainable Urban and Rural Water Supply, Sanitation and Hygiene Programme (SURWASH). It made the announcement in a statement on its website in Washington D. C. on Thursday. According to the statement, the credit will provide six million people with basic drinking water services and 1.4 million people access to improved sanitation services. It would also deliver improved Water Sanitation and Hygiene (WASH) services to 2,000 schools and Health Care Facilities and assist 500 communities to achieve open defecation-free status. These would be implemented as part of the Federal Government’s National Action Plan (NAP) for the revitalisation of Nigeria’s water supply, sanitation, and hygiene sector. “In 2019, approximately 60 million Nigerians were living without access to basic drinking water services, 80 million without access to improved sanitation facilities and 167 million without access to a basic handwashing facility. “In rural areas, 39 per cent of households lack access to at least, basic water supply services, while only half have access to improved sanitation and almost a third (29 per cent) practice open defecation, a fraction that has marginally changed since 1990,” said the statement. The bank, however, said in recent years, the Federal Government had strengthened its commitment toward improving access to WASH services, spurred on by the need for Nigeria’s WASH sector to catch up with its regional counterparts. This, it said, led to the government declaring a state of emergency in 2018 and launching NAP aimed at ensuring universal access to sustainable and safely managed WASH services by 2030, commensurate with the Sustainable Development Goals (SDGs). It also said the programme would support NAP which was a 13-year strategy prioritising action within three phases. They are Emergency Plan, Recovery Plan and Revitalisation Strategy and also the Clean Nigeria; Use the Toilet Campaign which aims to have Nigeria free of open defecation by 2025. Shubham Chaudhuri, World Bank Country Director for Nigeria, said the programme’s centrality to the human capital agenda and its potential to influence key human capital outcomes could not be overemphasised. He said this was because access to WASH was an important determinant of human capital outcomes, including early childhood survival, nutrition, health, learning and women’s empowerment, all of which in turn affected labour productivity and efficiency. “Participating states will be able to improve access to safe water, sanitation and hygiene. “This will help to keep more girls in school, create employment and reduce open defecation, while developing greater resilience to the impact of climate change and conflicts between different land and water users,” he said. The SURWASH programme is performance-based and participation is open to all states in Nigeria based on their commitment to specific reforms in the sector. It would support the Federal Government to enact necessary policy reforms and usher incentives for state and local governments, service providers, technical assistance providers and community-based organisations to effectively deliver sustainable services in the sector. The bank said it would also support a package of investments to expand access to and increase the use of WASH services in urban, small towns and rural areas. “Specifically, the programme will support the development of infrastructure to improve water supply service delivery, sanitation and hygiene in institutions (schools and healthcare facilities) and public places such as markets, motor parks and others,” said the bank. The News Agency of Nigeria (NAN) reports that the 700 million dollar credit is from the bank’s International Development Association (IDA). It is a body which helps the world’s poorest countries by providing grants and low to zero-interest loans for projects and programs that boost economic growth, reduce poverty and improve poor people’s lives. https://i2.wp.com/media.premiumtimesng.com/wp-content/files/2018/11/World-Bank.jpg World Bank https://www.premiumtimesng.com/news/top-news/464158-world-bank-approves-700-million-credit-for-nigeria.html |

By Ebuka Onyeji Without accountability and political intervention, ending child marriage and gender-based-violence in West Africa will continue to be a mirage, further posing a severe developmental threat to the region. This was the hallmark of discussions by experts at a dialogue held Tuesday to assess the level of implementation of the Economic Community of West Africa (ECOWAS) Child Policy and Roadmap to Ending Child Marriage at regional level. The event which was held virtually was organised by the West African Civil Society Forum (WACSOF), under the Pan Africa State Accountability Project (PASAP). Statistics In West Africa, one in 10 girls will marry before their 15th birthday, according to UNICEF estimates. More than a third of girls in Nigeria, Africa’s most populous nation, end up in child marriages, and with 22 million married before the age of 18. The nation has among the highest number of child brides in Africa, according to a 2018 UNICEF report . ECOWAS policy In January 2019, authorities in member states of the ECOWAS made a political declaration and took a common position against child marriage by adopting the ECOWAS Child Policy and its Strategic Action Plan (2019-2023). The declaration, which was made in Abuja, Nigeria’s capital city, adopted the retention and implementation of all children in formal and/or alternative quality education systems up to the age of 18 in a compulsory and progressively free manner. A major focus of the action plan was reducing child marriage to the bare minimum by 2023. Implementation status While efforts by WACSOF, UNICEF, and several civil organisations helped in fast-tracking the adoption of the ECOWAS policy, implementation has been stagnant at the country-level, advocates say. This informed WACSOF’s decision to organise Tuesday’s webinar to provide CSOs, institutions and other individuals working in child rights and gender issues a platform to engage with the ECOWAS on reviewing efforts and the progress made in implementing the Child Right Policy and The Road Map to ending Child Marriage. The regional gender adviser at the West and Central Africa Regional Office of UNICEF, Deguene Fall, who spoke at the forum, noted that positive results were achievable when policies and advocacy are driven by political will and accountability. She stated that child marriage was a key area of concern for the ECOWAS policy, and there’s an alarming data on social norms and gender-based violence in the region. She believes full implementation of the ECOWAS policy would require strengthening the capacity of CSOs that can reach rural communities and serve as a check on government’s interventions. Ms Deguene urged regional authorities to leverage and harmonise the instrument of the law, community efforts and the good standing of leaders of sociocultural institutions. “This has to do with getting rid of endemic and some dysfunctional aspects of the various cultural traditions which harbor and encourage gender-discriminatory norms,” she said. In his remarks, the general secretary of WACSOF, Komlan Messie, said there was a need to allow for freedom of the civil societies to contribute to the change needed in the area of Child Rights and Gender issues. Similarly, the supervisor, Pan African States Accountability Programme (PASAP), Aida Seydi, stressed the importance of youth involvement in implementing the policy. Bertin SOME, the director of Parliamentary Affairs and Research, ECOWAS Parliament, gave an overview on what the ECOWAS has done in implementing the tools of Child Rights. “The good thing about this declaration is that it presents advocates at the country-level, an advocacy tool to hold their governments accountable,” he said. Participants at the dialogue were enlightened on how they can support the implementation of the ECOWAS Child Policy. https://i2.wp.com/media.premiumtimesng.com/wp-content/files/2020/03/ECOWAS-HQ-in-Nigeria.-constructionreviewonline.com_.jpg ECOWAS Headquarters in Nigeria. https://www.premiumtimesng.com/news/headlines/464090-child-marriage-experts-rue-poor-implementation-of-ecowas-policy-by-member-states.html |

By Abubakar Ahmadu Maishanu Armed bandits killed 22 people including a village head in separate attacks on Sunday and Tuesday in Rabah and Sabon Birni local government areas of Sokoto State. The victims include 21 members of a vigilante group who were killed in Yartsakuwa village of Rabah local council during a shootout with the bandits on Sunday. The village head of Sabon Birni, identified as Umar Sanda, was killed in the Tuesday attack. The bandits, on Tuesday, reportedly blocked the SabonBirni-Shinkafi highway, robbed local merchants of millions of naira and rustled many cows. The governor of Sokoto State, Aminu Tambuwal, who visited one of the attacked communities, on Monday, confirmed that 21 persons were killed in Rabah council. He sympathised with the residents and families of the deceased vigilantes and pledged to restructure vigilante groups in the state. In a statement, by his media aide, Muhammad Bello, the governor said: “We are going to restructure and reposition the vigilante groups in Sokoto State. We are going to make sure that we provide them with motorcycles and communications gadgets.” The governor said this would enable the vigilante members to communicate with security agencies effectively and to provide basic information and guidance to the security agencies. https://i2.wp.com/media.premiumtimesng.com/wp-content/files/2021/03/Epyv4kFXcAAcAjK.jpg Governor of Sokoto State, Aminu Tambuwal, Chairman of the PDP governor's forum [PHOTO CREDIT: @AWTambuwal] Also, the governor said his administration will also provide allowances to the vigilante members “for the sacrifices they are making towards providing security to their localities, the state and the country. “The 21 victims of the recent onslaught were among the vigilantes recognised by the security agencies in the state, Governor Tambuwal pledged that the state government will advance a token of gifts and cash assistance to the families of the victims to ameliorate their sufferings,” he said. Attacks by armed bandits have become rampant in many states in North-west and North-central Nigeria, including Kaduna, Katsina, Niger and Zamfara. Fewer attacks have occurred in Sokoto compared to those other states. The attacks, involving killings and kidnappings, have continued despite the increased deployment of security officials to the affected states. https://www.premiumtimesng.com/news/headlines/463971-bandits-kill-21-vigilantes-village-head-in-sokoto-attacks.html |

By Nasir Ayitogo The police have announced the arrest of 10 suspects allegedly involved in the failed attack on the Benue State Governor, Samuel Ortom. The Acting Inspector-General of Police (IGP), Usman Alkali, announced the arrest on Thursday at a special briefing of State House correspondents at the Presidential Villa, Abuja. “Those who organised and those who pulled the trigger have all been arrested and investigation is ongoing,” he said. He said investigations so far show that the outcome is contrary to the claims made by the governor. PREMIUM TIMES reported how Mr Ortom, in March, stated that gunmen suspected to be herders attacked him on his farm near Tyo-mu, along Makurdi-Gboko Highway of Benue State.
