The Federal Government has again commended Governor Udom Emmanuel for his efforts at maintaining peace and security in Akwa Ibom State. 

It has also approved immediate establishment of an oil and gas logistic facility in the state.

Minister of State for Petroleum Resources and ex- Bayelsa State Governor, Chief Timipre Sylva stated this at a Gala Night organised by the Akwa Ibom State Government in honour of a delegation of stakeholders in the oil and gas industry that were in the state over the weekend for a major oil and gas sector retreat.

Maintaining that their visit was a response to the Governor's efforts in maintaining peace and security, Chief Sylva noted that "we want to send a message to the rest of the states, that there is something to be gained in maintaining peace."

"Few concerns were raised on the choice of Akwa Ibom for our retreat, but politics was not part of the consideration."

"I have the full support of NNPC to announce to you that we are very interested to partner with you to build a base here. It will be the first here. 

"As we go back, work will start in ernest. Mr President has already helped by signing a free trade zone status for that area.

"We are happy that we came here.We had very fruitful deliberations and we were very satisfied. 

"We went all the way to Ibaka, a very interesting and painstaking journey. Some people in my team were excited because it was a rare experience using the boats."

Chief Sylva also announced approval for a partnership deal for the establishment of a petroleum depot by Nigeria National Petroleum Corporation. 

He urged the Governor to set up a team to work with the NNPC in drawing up modalities for the collaboration. 

On the 21 Storey Smart Building being executed by the Governor, he said the NNPC was already considering taking some aspects of the corporation for accommodation in the building.

He explained that President Buhari does not play politics with development, hence his initiatives in Akwa Ibom, despite being a PDP state, and urged for more support to him.

"We request that you cooperate with the President so that the weight of governance on him would be lighter.

While describing Akwa Ibom as his second home, the Minister thanked the Governor for his support to his family during his father in law's funeral events held in March this year at Eket.

Earlier, Governor Emmanuel had expresed appreciation for the planned NNPC oil and gas logistic center for the state, proposing that the groundbreaking be done in September to mark the state's 33rd anniversary. 

He commended the delegation for the stress in going all the way to assess the site at Ibaka.

He also disclosed that President Buhari approved a 50,000 hectare oil and gas free trade zone in Akwa Ibom and urged the minister to partner with the state for the 540 megawatts Qua Iboe Power Plant project.

He further used the occasion to urge the relocation of multinational oil giants, ExxonMobil to its host state, saying his administration has done a lot including building a 21 storey intelligence building  named Dakkada Towers, and housing estates which could effectively serve the company and its workers.

"I want the Honourable Minister to make just a statement, and ExxonMobil will be here. They are not safer where they are than in Akwa Ibom. Akwa Ibom is peaceful. 

"We are ready to support their relocation. Mobil is a very difficult corporate citizen but the Minister can give them the directive to come here.

"They process over 15billion barrel from our shores and that alone should propel them. They don't have such excellent production anywhere else in the world."

He also expressed his readiness to provide support ranging from land and electricity, for an NNPC depot in the state.

Mr Emmanuel who faulted the NBS statistics of unemployment for the state, announced that a car assembling and manufacturing plant and other projects gearing up in the state would generate more massive employment opportunities for the state.

The New Automobile Assembling Plant In A'Ibom Has Shown Gov Emmanuel's Passion In Job Creation - Ufot Ebong

The Senior Special Assistant to the governor on Technical Matters and Due Process, Elder Ufot Ebong has stated that the Automobile Assembling Plant in Akwa Ibom State will create massive employment of about 2000 opportunities for Akwa Ibom people, which is the priority of the Udom Emmanuel led administration.

Elder Ebong made this known while on the inspection of the Automobile plant in Itu earlier on Friday, 22nd August 2020.

The factory which is one of the Industrialization strides of His Excellency, Mr. Udom Emmanuel, governor of Akwa Ibom is the first factory who's ground breaking ceremony was done by him shortly after his inauguration into office in 2015 according to the SSA, Bureau of Technical Matters, will not only boost the economy of the State, but also an answered prayer for majority of Akwa Ibomites.

It could be recalled that as of June 2015, Governor Udom Emmanuel performed the ground breaking ceremony of the project as effort to reduce to the barest minimum, the unemployment rate in the State. This, he ventured into attracting foreign investors and giving them the necessary cooperation to thrive.

"We stand firm and committed to provide jobs for the teeming unemployed people of Akwa Ibom State. The site will represent first chapter in the book of industrialization we have opened today. The Automobile Plant will be the first in the South South region, and one of the biggest in the country who's target is to become the best and biggest in Africa.

This is one of the fruits of the Foreign Direct Investment, a company with the name Mimshac Transportation Technologies Plant in partnership with Merkavin Transportation Technologies Company.” Governor Udom Emmanuel said this during the ground breaking ceremony.

The factory which according to the Chief Executive Officer, CEO, Mr. Valentino Okorie, is in partnership with an Israeli Company, Merkavin Automobile Technologies Company. The factory which is to commence operations in the next couple of months is expected to run on shifts with over 5000 staff per day.

Speaking with newsmen, Mr. Valentino said that in few weeks, twenty (20) indigenes will be sent to Israel to be trained on automobile assembling, and will in turn return to the state to produce vehicles as well as impacting same knowledge on others that will be working in the factory.

He also stated that work at the site was delayed because of the ravaging Covid-19 Pandemic as borders were shut down preventing expertriates and containers from coming into the country.

The company which will start a commercial transportation scheme, an intra city route, inter city routes and interstate routes in the country with central monitoring booth to monitor all buses and stations in real time is expected to boost employment in the state.

Mr Okorie further maintained that the factory will be ready within 12-16 weeks, stating that the vehicles which are going to be manufactured and assembled in the State are products of Israeli based technology which can stand the taste and test of time. He further added that the factory has been in existence in Israel for more than 50years now.

Describing the quality of vehicles to be produced, Okorie said that the factory has unique technology building stainless, non-rust materials which can stand the test of time with regards to road and terrain of the environment and would only require engine maintenance if need be.

Buildings like the administrative block, site clinic , the entrance to the site have been completed, pharmacy, etcetera etcetera. Part of the perimeter fence has been done as well as the lighting system, car park and will also have a recreational centre, refectory and residential homes.

" We received our last consignments on Friday night, so I can authoritatively say that everything is on ground to kick-start operations, but we can do that when the place is officially commissioned by the government. All materials are available on the sites and they are awaiting coupling.

Governor Udom Emmanuel has been doing everything unique to ensure that the factory thrive, and we cannot in anyway take this cooperation for a joke. To reciprocate this gesture, we are doing all that is needed to create massive employment for the people of the State. With the factory, not less than 5000 direct and indirect jobs will be created for Nigerians, and a greater percentage of this will be Akwa Ibomites."

The CEO had also harped on easing the stress of Transportation Companies on securing good vehicles for their operations, maintaining that with the factory, this unforeseen circumstance will become a thing of the past.

Ordinarily, the State Government would have ignored such spurious claims as it has never been our intention to join issues in the media but to focus on “Project Akwa Ibom”.

However, it has become necessary for the public to know who is telling a lie and we feel obligated to state as follows.

1. That immediate past Governor commissioned the Four Points by Sheraton Hotel, Ikot Ekpene without a signed Franchise agreement and full complement of requisite furniture and fittings.

2. 95% of the total contract sum was approved and disbursed by the immediate past Governor as building and site improvement cost
a. The worldwide standard for building and site improvement cost component of a full-service 4star hotel in an emerging market is 64% of the total cost of the hotel- (Hospitality Valuation Services HSV)

3. We challenge immediate past Governor to validate his claims of having fulfilled the requisite contractual obligations with Starwood Hotel & Resort for the Four Points by Sheraton franchise by publishing a copy of the signed management agreement.
a. When was the agreement signed? Who were the signatories and witnesses to the transaction?
b. Which Special Purpose Vehicle (SPV) was used in signing the agreement before vacating office.
i. The SPV that manages the transaction on behalf of the Akwa Ibom State Government; Raffia City Hotels and Tours Limited was incorporated on June 11, 2015; more than one month after Senator Akpabio had commissioned the hotel. (Certificate of Incorporation attached).
c. To set the records straight, the Senator should also publish a copy of the Certificate of Incorporation of the Special Purpose Vehicle (SPV) he used for the transaction.

4. Regrettably, it paints an unpalatable picture of mischief for the immediate past Governor; a lawyer by profession, to present an unsigned and unverified press statement in the Nation newspaper of July 12, 2014 as evidence of a legal contractual obligation on a high networth project as one in question. This is a brazen and unremorseful attempt at demeaning the intelligence of the good people of Akwa Ibom State.

5. It is ludicrous that despite being confronted with bare facts, the immediate past Governor is unabashedly making spirited attempts at sweeping the facts under the carpet by alleging that his administration had fulfilled all franchise requirements with Starwood Hotels and Resort and that the current administration was only expected to pay the fees when it fell due in 2015.

6. The Distinguished Senator would do well to answer these pertinent questions;
a. How come the hotel that had been commissioned never started operations before the end of his administration?
b. How come there was no guest traffic count and/or feasibility study carried out to justify the N25.4bn investment in a 146 room hotel?
c. Why were external caterers hired to bring in food if the kitchen and dining facilities were ready, equipped and commissioned?
d. How come the hotel is a subject of discussion today; three years after it was supposedly commissioned?
e. Who benefited from the contract awards for the hotel?
f. Who brought the contractors?
g. Who benefitted from the over 95% payment his administration disbursed on a half-completed hotel?

While the Akwa Ibom State Government is reluctant to engage in a mudslinging combat with anybody, we will provide more facts to justify who is telling the truth and who is lying when the questions asked are answered.

I had the misfortune this morning of wading through a long epistle to the world by Akwa Ibom State commissioner for information on why the Udom Emmanuel administration has left the 4-star Four Points by Sheraton Hotel in Ikot Ekpene to rot, three-and-a-half years after the current government in the state came into office. The hotel belongs to the state, and was built by the Godswill Akpabio administration.
Charles Udoh, information commissioner, argued with aplomb and vibrated with the excitement of a researcher that has just found a cure for the sickle anemia, that the reason for abandoning the hotel that was commissioned for use by the last government is that there was no franchise agreement with the owner of the Sheraton brand. No argument or decision can be more ludicrous. This is the lowest low for a most inept government ever. It’s time we had adults in the room!
Let’s stay with the argument, without conceding, that there was no agreement with Starwood Hotels & Resorts, owners of the Sheraton brand, before the hotel was commissioned, would that be a justifiable ground for abandoning the Four Points by Sheraton Hotel in Ikot Ekpene? Definitely no! A routine administrative matter involving a little paperwork and minor financial expense in payment for the use of the target brand name can never be acceptable reason for a government that came into office on the promise of continuity to abandon a multibillion naira investment that was designed to further strengthen the economic fabric of the state. See how unthinking this government is! Here is a platitude-mouthing government sounding big on obsession with the industrialization of the state but paradoxically turning its back on support infrastructure for an industrialized state. This is the most disarticulated, aimless, directionless pathway to development by a boardroom guru and a business school veteran of a governor.
A little background to the Four Points by Sheraton Hotel which uninformed critics have purloined as investment that was not well thoughtout. The hotel was designed as part of a cluster of infrastructure that was to be used to open up the state for investment and economic development. The design included the Uyo-Ikot Ekpene Road, which was intended to end in Agbor Hill in Aba, Abia State and the International Terminal Building of the State Airport, as well as its cargo hall and the MRO. The idea was that the constellation of these facilities would open up the state for international and big-ticket local businesses that would require the services of a top-flight hospitality industry.
Therefore a government that came into office promising to continue and complete ongoing projects was expected to get on with the job and not fish for excuse to abandon its responsibility and walk away from its election promises. The Udom Emmanuel administration’s attitude to the hotel is simply typical and all too familiar.
It is the same attitude that the governor has sadly displayed with regard to other projects in the state, be it the Uyo-Ikot Ekpene Road; ongoing projects at the state airport, such as the international terminal building, the MRO, the taxiway and the failure to ensure that the cargo wing of the airport sees light of the day; the Tropicana Entertainment Centre and other projects. After all, previous governments in the state had met ongoing projects and completed them. The state airport that Udom Emmanuel is enjoying today is one of such projects.
Rather than bandying lame excuses about, Commissioner Udoh should simply accept what is obvious, namely, that Udom Emmanuel simply does not care. Ibom Hotel, which was built by former Governor Victor Attah, has gone into a disgusting state of disrepair. Is that because the hotel has a franchise agreement dispute or it was not completed? Ibom Hotel is in disrepair today because Udom Emmanuel doesn’t care.
What about the case with the state Specialist Hospital in Uyo? Why has Udom Emmanuel abandoned the hospital? The reason is simple: This deacon of Qua Iboe Church returned from Lagos to execute a most unpatriotic and criminal agenda of under-developing the state which other heroes of our past toiled day and night to build.
It is clear, given this laughable, hair-splitting argument over franchise agreement that Udom Emmanuel has run out of excuses for his historic failure. The point is that Governor Emmanuel has set a global record in lack of capacity to execute amid superabundance of resources. Rather than inflict further insults at Akwa Ibom people about his chronic governance failures, this man should tell us what he has done with over N1 trillion that has accrued to the state since he was rail-loaded into the Hilltop Mansion.

Why Akwa Ibom? It is at the edge of Nigeria. Their next door neighbour is Cameroon and the Atlantic Ocean. There will be minimal disruption to the rest of the country. Akwa Ibom has over 50 oil wells and abundant gas reserves. The buyer gets the 50 plus oil wells and four million "overseas citizens". Nigeria still has a few thousand oil wells left from the other NDDC states and new wells from Lagos. This is like selling 10 acres of your farm when you have another 10,000 acres left to farm!
France is a better deal, if you ask me. They have deep pockets and are urgently in need of alternative mineral resources as they are closing a lot of their nuclear plants in the next 10 years. They need a readily available supply of gas and petroleum without the headache of dealing with OPEC and gyrating oil prices.
In return, Nigeria gets billions of dollars to settle all its debts and plough back cash into much needed infrastructure. For Akwa Ibom the workers get paid henceforth in Euro which they spend in the neighbouring states of Cross River and Abia. And the 4 million citizens get EU passports and can move freely to Europe to work and repatriate cash back to buy properties in Lagos and Abuja.
Everyone wins in this deal! Nigeria has one less state to share its allocation with. The state in turn now earns Euro and doesn’t need allocation from Nigeria.
There is precedence of this happening in the past. Alaska was acquired by the US from Russia, Louisiana from France, Texas from Mexico, US Virgin Islands from Denmark.
Presently, the French oversea territories are Réunion, Guadeloupe, Martinique, French Polynesia, French Guiana, Mayotte, New Caledonia, Saint Pierre and Miquelon, Wallis and Futuna, Saint Barthélemy and Saint Martin. French oversea territories have seats in the French Parliament and can vote in EU elections. Akwa Ibom will be the new oversea territory. The present Senators and Representatives will move from the Nigerian Senate and House of Representatives to the French Senate and French National Assembly respectively.
