Please understand this, corpers are the least affected with this development.
Some people would have bought wares to sell (though they can still sell it to other batches if the things are durable; their capital/ money is tied down.)
officials are supposed to get camp allowances.
Corrupt but powerful officials are not left out on the list ( the feeding contract etc ).
