The government should create a prison system where they put prisoners to work for stipends . You can't steal my property, sell it and enjoy the proceeds and the system will say I must be ready to bear the loss . If a criminal is in prison,he must be made for work so as to pay back the imposed fine.

If the prisoner can't afford to pay back, and the victim becomes the loser , then there is no justice.
That means government has failed so government should device a way to make sure convicts can afford to pay

The bank can reverse the money if they get a court order or an order from the CBN to do so. There's no reason to wait for Obi to do what he's not comfortable with

The bank had communicated with Obi through their official medium. What proof does your Obi have that the bank directive had been compromised except that Obi is a Thief and doesn't want to refund the money , after all, the money wasn't his , so he's not taking any risk .
