Please is a person ineligible for a B1/B2 visa if they have a pending immigrant visa?

My sister applied for an immigrant visa for me years ago, this has been approved and we've been asked to wait for a visa number.

Can i still apply for a b1/b2 while that is ongoing? i have a wedding invitation.

Or can the immigrant petition be withdrawn at this stage as it has been going on for too long?

I attended the visa interview in Lagos on the eight of February. The only question i was asked is "What is the status of your immigrant visa?" I answered and the VO went ahead to say that i wasn't eligible......

My older sister petitioned for an immigrant visa for me 7 years ago and in January last year we were called saying the petition/visa had been approved and we should wait for the visa numbers to be available (thereabout)

It's been over a year now, yet no visa number available. I just really want to go on a vacation during my annual leave.

Question: Is a person automatically ineligible for a B1-B2 visa once there is a pending immigrant visa application?

I really need this clarified so I know if it's a waste of time to apply again.
