I also got a conditional offer, thankfully it came with tuition waiver. However major issue now is that of visa. Perhaps anyone with useful info on how we can go about it without having to travel to Egypt are welcome

Yea. Just got a conditional acceptance offer for Msc in University of Tartu yesterday. It becomes unconditional when I send hard copies of my documents and they receive them within the next three weeks. Also got a conditional tuition waiver and a grant scholarship.

Taltech: Did mine about 2 weeks ago. Got admission the next day. Less than 24hrs after the interview.
