PassingShot: First, the title of the thread is misleading.
It is very obvious that the NA is compromised by the presidency and nothing can stop the General from becoming the president. Does it make any sense for the army to speak from both sides of the mouth?
In any case, the constitution is unambiguous on this matter:
APC said the meaning and interpretation of ”School Certificate level or its equivalent can be found in the Constitution under part IV, Section 318. In that Section, a ”School Certificate or ot equivalent” is defined quite succinctly thus:
(a) A Secondary School Certificate or its equivalent, Grade II Teacher’s Certificate, the City and Guilds Certificate; or
(b) Education up to Secondary School Certificate Level; or
(c) Primary Six School Leaving Certificate or its equivalent.
Let's wait for the General's Press briefing before we know how far. Try visiting the link, I posted the title verbatim. |

Politics › Southern Nigeria Group Endorses Jonathan by Mogidi(op): 5:51am On Jan 21, 2015 |
Southern Nigeria Peoples Assembly (SNPA) has endorsed President Goodluck Jonathan The Southern Nigeria Peoples Assembly (SNPA) has endorsed President Goodluck Jonathan’s bid for re-election, lauding the incumbent president’s “manifest strides and achievements in the past three and half years as the President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria.” The Southern Nigeria Peoples Assembly (SNPA) has endorsed President Goodluck Jonathan’s bid for re-election, lauding the incumbent president’s “manifest strides and achievements in the past three and half years as the President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria.”
The endorsement came in a communiqué issued at the end of the group’s 5th general conference held at Golden Royale Hotel in Enugu on Tuesday, January 20, 2015. Chaired by former Vice President Alex Ekwueme, the meeting was attended by more than 200 delegates, including Edwin K. Clark, (co-chair of the group and the leader of the Niger Delta delegation), Ayo Ladigbolu, an archbishop, who represented Bishop Emmanuel Gbonigi (co-chair and leader of the southwest). Other prominent participants included Mbazulike Amaechi, Akin Aduwo, Ihechukwu Madubuike, Akinfenwa Mojisoluwa, Bassey Ewa Henshaw, Kunle Olajide, former Inspector General of Police Mike Okiro, Uche Azikiwe, Virgy Etiaba, Adolf Wabara, Kofoworola Bucknor-Akerele, and Anya O. Anya. Others present were Femi Okurounmu, Gary Igariwei (President General of Ohaneze Ndigbo), Alfred Diete-Spiff, Adeyemi Adediran, Elizah O. Oyelade, who represented the Ooni of Ife, Esther Uduehi, Larry Koinyan, Tim Menakaya, Dozie Ikedife, Tunde Akogun, and Chukwuemeka Ezeife.
The conference discussed Nigeria’s socio-political and economic situation, focusing on the general elections scheduled for February 14 and 28, as well as Boko Haram’s terrorist activities in the northeastern part of Nigeria.
The communiqué stated that the “continued escalation of the Boko Haram activities close to 2015 general election is unhealthy to the unity and stability of the country.” It recalled the massacre of innocent Nigerians in parts of Northern Nigeria after the 2011 elections, adding that violence portends danger in 2015.
SNPA condemned the attempt by officials of the Independent National Electoral Commission (INEC) “to create 30,000 additional polling units, which would have given the North an undue electoral advantage,” demanding that the move be permanently scrapped. The group also stated that INEC’s distribution of permanent voters cards “appear to have given the North advantage over the South as over 12 million PVCs have been given to the North West alone.”
SNPA alleged that “there has always been an orchestrated attack on Presidents/Heads of State of Southern Nigeria origin, leading to massive protests and destruction of lives and property in the North simply because it is the thinking of the Northern oligarchy that power must continue to reside in the North.”
The communiqué stated that Nigeria’s crises predated the emergence of the Jonathan administration, adding that the incumbent president “has demonstrated passion and commitment” in tackling the country’s problems “through his transformation agenda.”
The group praised Mr. Jonathan for convoking the National Conference last year in response to “our collective calls,” asserting that his action showed “that he is a President with a listening ear who wants the good, betterment, stability and progress of the country.” SNPA demanded the faithful implementation of the resolutions of the National Conference as a way of resolving “the continuing contradictions in the Nigerian polity” and laying “a solid foundation for a more just, more equitable society in which all can have equal sense of belonging.”
The group warned that the South would “resist any attempt to employ violence to kill innocent Nigerians on account of the outcome of 2015 general elections,” adding that SNPA had unanimously endorsed Mr. Jonathan’s “quest for re-election as President of the Federal Republic of Nigeria in the February14, 2015 presidential election.” They called “on all discerning Nigerians to vote massively for President Jonathan as that would ensure equity, fairness, and justice.”
Mr. Ekwueme, Mr. Clark, and Archbishop Ladigbolu signed the communiqué. http://saharareporters.com/2015/01/20/southern-nigeria-group-endorses-jonathan-lauds-his-achievements |

https://media.premiumtimesng.com/wp-content/files/2013/04/600x402xLai-Mohammed.jpg.pagespeed.ic.dEVUI9Cm65.jpgThe All Progressives Congress (APC) has warned that those who are bent on
destroying its Presidential Candidate, Maj.-Gen. Muhammadu Buhari, on the basis of his certificates may end up destroying the country’s military.
In a statement issued in Lagos on Tuesday by its National Publicity Secretary, Alhaji Lai Mohammed, the party warned that the PDP and the Jonathan Administration are playing a dangerous game by trying to compromise the military in order to satisfy selfish political objectives, and urged the military, as a symbol of national unity, to beware of those who may be seeking to use it to achieve selfish and divise ends.
It said the statement credited to the Nigerian Army Director, Army Public Relations, Brig-Gen. Olajide Olaleye, at a press conference in Abuja on Tuesday, that the Army is not in possession of Gen. Buhari’s certificates, is in direct conflict with what he said on Jan. 4th 2015 on the same issue.
”In an interview with the Punch on Jan. 4th 2015, Brig.-Gen. Olaleye said: ‘Every serving and retired Army officer has at least a copy of his certficates and credentials kept in the Nigerian Army while that same serving and retired officer has copies of those same certificates and credentials’.
”Is Brig.-Gen. Olaleye now saying that he did not make that statement? If he did, what has happened between then and now to make him to recant? It will be interesting to know what has transpired between then and now,” APC said.
But more worrisome, the party said, is the statement credited to Brig.-Gen. Olaleye that there was no evidence that the certificates of all those who joined the army in the early 1960s were verified by the selection board.
”Is he now saying that all those who were commissioned into the officer cadres in the 1960s did not have their certificates verified? Does this not confirm what we said that in trying to destroy Gen. Buhari, the PDP and the Jonathan Administration will end up destroying the army as an institution? Or is it only Gen. Buhari that was commissioned into the army in the 1960s,” it said.
The party also quoted Gen. Buhari as saying in an affidavit on 24/11/2014 that ”All my academic qualifications documents as filled in my presidential form, President APC/001/2015 are currently with the Secretary Military Board as at the time of this affidavit.”
”Those who are behind the latest controversy should now tell Nigerians what happened to Gen. Buhari’s certificates between the time of his affidavit and now,” it said.
APC said in any case, even if the Army now says it does not have the certificates of Gen. Buhari, he is still very qualified to run for the country’s highest office, as stipulated by the Constitution of the Federal Republic of Nigeria.
The party quoted Section 131 (d) of the Constitution: ”A person shall be qualified for election to the office of President if he has been educated up to at least School Certificate level or its equivalent”
The party said since Brig.-Gen. Olaleye has now confirmed that Gen. Buhari indeed applied to join the Army from form six, that the principal of the school he attended even attested to his suitability, and that the form he filled contained his Secondary School Certificate results, there is no scintilla of doubt about his qualification to run for president as stipulated by the Constitution. clickhttp://pointblanknews.com/pbn/exclusive/apc-says-nigeria-destroyed-buharis-certificate/ |

[s] egift: Below are some of the reasons I can deduct are why Gov. Fayose is vigorously doing all he ca against the emergence of Buhari as the next President of Nigeria. You can add yours.
1. Buhari has clearly stated that immediately he resume work as President, he will send a bill to the National Assembly for the removal of the "Immunity Clause" from Criminal Offenses for Chief Executives (President, VP, Governors and their Deputies). But will retain that of Civil to enable Government discharge its obligations without distractions. Governor Fayose can't bulldoze his way around in such arrangement.
2. Under Buhari led Administration, all the Anti-Graft agencies will be strengthened and equipped to carry out their constitutional obligations without hindrance.
3. There will be more transparency and accountability on how government officials do their jobs, including publishing accounts, regular audits, etc. It will be difficult for corrupt politicians to embezzle money. Buhari also said Nigerians should expect Special Courts for accelerated Corruption Cases.
4. The Judiciary will have its true autonomy and do their jobs as provided for in the constitution without the overbearing attitude of the Executives. We all know how Ayo like supervising the beating up of Judges, lawyers and other Judicial workers if he dot not like the way things are going.
5. Another reason for these shameless campaign is that Gov. Fayose is a member of the PDP. They are fighting tooth and nail to ensure that they continue this Stealing-Is-Not-Corruption administration of Dr. Goodluck Jonathan.
6. Thug-life will not be allowed to reign as Law enforcement and Security agencies will be strengthened, trained and equipped to carry out their duties as required.
Governor Ayo Fayose and people like him fully understand that it will no longer be business as usual, that is why we are seeing all the desperation and shamelessness as they throw everything they can against Gen. Buhari - from insults, mockery, lies, smears, misrepresentations of facts, re-writing history, falsehood, etc.
They are not telling us what Jonathan's plans for the next 4yrs will be or promote their party on any of the major issues affecting Nigerians (insecurity, corruption, infrastructures, economy, education, science and technology, bad federal institutions, welfare of the people, etc) - All we get are one form of Character-Assassinations of the other.
Nigerians must unite in voting out failure. If we allow ourselves to be victims of deception, we will not have the opportunity to develop. People like Ayo Fayose must learn to live in a civilized Nigeria and join in creating a brighter future for us and forth-coming generations.
This Valentine, Vote for #Change. Buhari/Osinbajo - God Bless Nigeria! [/s] Fayose dared to speak the mind of most Nigerians, Buhari is too old and can't govern, you should ask Fashola who said the same thing using subtext. |

The GEJ way of fighting corruption. Invite UK police to provide expertise and information to our EFCC whilst doing the following.
1. 40 Years Of Corruption In The Agricultural Sector Ended Within 90 Days
Before President Jonathan (and his team) came on board, this was how fertilizers and seeds were distributed to government (and farmers)…
-Fertilizer and seed suppliers will collect money from the government
-Some bagged and supplied sands; others supplied under sized bags. Seed suppliers bought grains from the market and supply as seedlings.
As a result, their supplies were useless. They collected government money and supplied fake products.
To make matters worse, distribution was another problem.
If the government gives distributors fertilizers and seeds to share to farmers for free, they’ll sell it.
So how did President Jonathan solve the problem?
Common phone. Yes! COMMON PHONE.
The federal government distributed e-wallet installed phones to farmers.
And how did these phones do the magic? Simple! Instead of getting supplies from the suppliers, the federal government pays the money directly into the farmers’ phone. The farmers buy the fertilizers themselves – after all, they know the original and fake fertilizers better – It’s their line of business.
The Result?
N50 billion Naira has been blocked from fertilizer money thieves.
Also, local farmers started producing in full capacity. As a result, Nigeria has saved more than N700 billion on food import.

2. President Jonathan Organized The Freest, Fairest And Most Peaceful And Credible Elections EVER
“Electoral corruption is the mother of all corruptions” – President GoodLuck Jonathan
When President Jonathan was sworn in as the acting president in 2010, he vowed to fight electoral corruption to a stand-still.
How did he go about it?
- He enacted electoral laws and guidelines that were beyond manipulation
- He created an electoral system that is manned by qualified, competent and efficient personnel
- He conducted free, fair and credible elections
The Result?
Governorship elections were acclaimed by both local and international observers and free, fair and credible in…
- Edo state - Ondo state - Anambra state - Ekiti state - Osun state
In these 5 elections, only 1 was won by the president’s party (A.k.a the ruling party), the PDP. The major opposition the APC won in 2 states and 2 other parties APGA and LP won the other 2.
As a result, the confidence of most Nigerians in the electoral process has increased dramatically.
No wonder more Nigerians are now interested in getting the permanent voters card.

3. 60,000 “GHOST” Workers Exposed
Between 2007 – 2010, the federal government built a new system for paying salaries, the IPPIS system.
In 2012, President Jonathan (and his team) took it a step further. They used it to expose “ghost” workers.
By October 2014, they’ve discovered over 60,000.
For years, these fake workers has been collectively carting away N160 billion every year.
Impressively, the case has been transferred to ICPC for further investigation and prosecution.

4. N1.4 Trillion Worth Of Public Sector Theft Blocked Through Import-Waiver Reforms
What’s import waiver? Simple!
It’s the tax (A.k.a import duty) that the government removes on economic boosting goods – goods that boost the economy. Eg. Raw materials, machinery and spare parts.
Before Jonathan (and his team) came in, corrupt public officers heavily abused this system. They gave and received waivers on unapproved goods. Between 2011 – 2013, over N1.4 Trillion was lost.
As a result, the importers whom the waiver was meant for hardly got it.
With the Jonathan reform in the sector, loopholes have been blocked.
Sources: New Telegraph - Okonjo-Iweala: We Have Reformed Import Waiver System (http://newtelegraphonline.com/okonjo-iweala-we-have-reformed-import-waiver-system/?utm_source=feedburner&utm_medium=feed&utm_campaign=Feed%3A+newtelegraphonline%2FGKzz+%28New+Telegraph%29) Punch - Import Waivers Granted By Past Govts Lopsided –Okonjo-Iweala (http://www.punchng.com/business/business-economy/import-waivers-granted-by-past-govts-lopsided-okonjo-iweala/) Nigeria Intel - Reforming the import waiver regime (http://www.nigeriaintel.com/2014/01/31/reforming-the-import-waiver-regime/)
5. Stealing Money Through Government Contract Is Now Harder Than Ever
In 2007, the federal government made a law that made it difficult for government contractors to steal money. It is called the public procurement act.
As a result, they’ve (between 2009 – 2013) blocked N558 billion from getting to contract thieves.
They even went as far as fishing out 180 contract stealing companies. The case has been forwarded to the anti-corruption agencies.

6. Ongoing Sanitization Of The Oil And Gas Sector Already Yielding Results
When President Jonathan came on board, he primarily focused on fighting corruption in 3 key areas…
- Electoral corruption - Fertilizer distribution corruption - Corruption in the oil and gas
So far, war on “electoral corruption” and “fertilizer distribution corruption” has recorded tremendous success.
But the oil and gas has been the hardest. Nevertheless, this is what he has achieved so far…
He exposed the biggest scam ever in Nigeria’s history.
In 2011, he told us (Nigerians) that there was huge corruption going on in the fuel subsidy sub-sector. So, he took the subsidy money and put it in places where it will yield more dividend.
Well, nobody understood him. So in January 2012, we all went on strike.
To prove his point, a probe panel was set up. What did they discover? USD6.8 Billion (N108.8 Billion) has been stolen in just 3 years.
Let’s put things in perspective. What really is subsidy?
If a cup (Aka. De Rica) of garri is N300 and I pay N100 for you, then I’ve subsidized the garri – that’s garri subsidy.
What is subsidy scam?
If the garri seller sells 1 cup of garri to you and then lie to me that he sold 10 cups, that’s subsidy scam.
The Result?
The subsidy money was used to create the sure-p programme. Below are the achievements so far…
- Used to support road construction.
As a result, 17,000km out of the 23,000 km of bad federal road completed. It’s just remaining 7,000 km and the entire federal road in Nigeria will become good.
- Support for maternal health
600 health centers (mostly in rural communities) already built – and equipped. 700 still under construction.
Consequentially, maternal death has been reduced by 60%. Half a million women now give birth under the care of trained midwives.
- Increased water access - Over 620 boreholes built nationwide.
- Supported the fight against unemployment
Sure-p has been helping in the struggle to get jobs for the 22 million unemployed Nigerian youths…
It’s been working with (and paying) 2,000 youths across the country.
3,000 graduates has gotten jobs under the “graduate internship scheme (GIS)”
5075 youths undergoing vocational training.
Furthermore…
He created and sponsored the most controversial bill in Nigeria’s history, the “Petroleum Industrial Bill (BIB)”
In 2008, the federal government created and sent the petroleum industrial bill (PIB) to the national assembly.
It is a bill that will block all the corruption loopholes – and solve every other problem – in the petroleum industry.
What happened to it? It was vehemently rejected. On 18th July 2012, President Jonathan resent the bill.
But up till now, legislation on the bill has not gone half way.
In May 2015(barely 4 months from now), this current national assembly will be dissolved. A new one will be set up and everybody will go back to square one.
Hmm… You never knew corruption could fight back? Now you do.
As if that is not enough…
He has commissioned – and never stood on the way of any – probe in almost every sector of the industry…
-Aig- Imoukhuede Presidential committee on verification and reconciliation of subsidy claims and payments
-Petroleum Revenue Special Task Force Committee
- The Dotun Suleiman committee
- The Kalu Idika Kalu committee
- The 20 Billion Naira Scam probe
- Etcetera…

7. EFCC Has Prosecuted 427 Cases In 3 Years
The Jonathan led federal government strengthened the EFCC and allowed them do their job. As a result, 427 cases were prosecuted between 2012 – 2014.
The Result?
Fraud in Nigeria reduced from N495 billion to N300 billion. Hence, EFCC saved the country N195 billion.
Sadly, most of the successfully concluded cases are…
- Advanced fee frauds - Internet frauds - Commercial cases
Cases involving top government officials have dragged on for years.
The EFCC has blamed this on the Judiciary. These officers (and politicians) frustrate the process. They manipulate the judiciary with the wealth and influence they’ve acquired.
Unfortunately, the federal government (A.k.a the executive) has very limited power over the judiciary (the 3rd arm of government).
Despite that, President Jonathan has continued to use “advocacy” to push for the sanitization of the judiciary.
When he finally succeeds, then every Nigerian – including the very high and mighty – will become truly subject to the law, irrespective of who is president.

In Conclusion
President Jonathan’s approach to fighting corruption looks radically different.
He has focused on strengthening institutions and blocking loopholes in the system.Where possible, he used technology.
Funny enough, this is how Denmark, New Zealand and Finland (the 3 most transparent countries in the world) rooted out corruption from their country.

Within seconds he had been grabbed by two men and bundled into the back of a transit van.
"I remember the very violent way in which I was grabbed and hurled into a van, with a huge fellow sitting on my head - and the way in which they immediately put on me handcuffs and chains on my legs," he told the BBC a year later. |

pendy79: It was so horrible AIT had to do away with televising it. Quite a shame a sitting president cannot run on the strength of his performance in office.
He allowed his government to be hijacked by bare face thieves and armed robbers to the detriment of people who freely gave him their mandate and hope on the believe that "HE ONCE HAD NO SHOES" not knowing the mofo was a lying smooth operator gullibly fooling ignorant poor citizens of 9ja.
