PETITION FOR THE RECALL OF THE SENATOR REPRESENTING KOGI CENTRAL SENATORIAL DISTRICT
The Commission held its regular weekly meeting today, Tuesday 25th March 2025. Among other issues, the meeting discussed the petition for the recall of the Senator representing Kogi Central Senatorial District.
The process of recall is enshrined in the 1999 Constitution, the Electoral Act 2022 as well as the Commission’s detailed Regulations and Guidelines for Recall 2024, available on our website. All petitions will be treated in strict compliance with the legal framework.
The petition from Kogi Central Senatorial District was accompanied by six bags of documents said to be signatures collected from over half of the 474,554 registered voters spread across 902 Polling Units in 57 Registration Areas (Wards) in the five Local Government Areas of Adavi, Ajaokuta, Ogori/Magongo, Okehi and Okene.
The Commission's immediate observation is that the representatives of the petitioners did not provide their contact address, telephone number(s) and e-mail address(es) in the covering letter forwarding the petition through which they can be contacted as provided in Clause 1(f) of our Regulations and Guidelines. The address given is "Okene, Kogi State", which is not a definite location for contacting the petitioners. Only the telephone number of "the lead petitioner" is provided as against the numbers of all the other representatives of the petitioners.
The Commission wishes to reiterate that the recall of a legislator is the prerogative of registered voters in a constituency who sign a petition indicating loss of confidence in the legislator representing them. Once the petition meets the requirements of submission, as contained in our regulations, the Commission shall commence the verification of the signatures in each Polling Unit in an open process restricted to registered voters that signed the petition only. The petitioners and the member whose recall is sought shall be at liberty to nominate agents to observe the verification, while interested observers and the media will also be accredited. At each Polling Unit, signatories to the petition shall be verified using the Bimodal Voter Accreditation System (BVAS).
Consequently, if the petitioners fully comply with the requirements of Clause 1(f) of the Regulations and Guidelines regarding the submission of their petition, the Commission will announce the next steps in line with the extant laws, regulations and guidelines. In the absence of a definite contact address, the Commission is making efforts to use other means to notify the representatives of the petitioners of the situation.
The Commission reassures the public that it will be guided by the legal framework for recall. The public should therefore discountenance any speculations and insinuations in the social media.

Another explosion has occurred at a pipeline manifold in the Omwawriwa axis of Ogba-Egbema-Ndoni Local Government Area of Rivers State on Tuesday.
This comes just hours after a similar explosion rocked the Trans Niger Pipeline operated by Shell in Bodo, Gokana Local Government Area.
The latest incident reportedly occurred at a manifold connecting a federal pipeline deep inside the forest.
The pipeline transports crude oil to Brass in Bayelsa State.
While the explosion has yet to be officially confirmed, community sources said they saw massive flames and thick smoke rising from an oil installation in the forest.
The spokesperson for the Rivers State Police Command, Grace Iringe-Koko, said she would verify the incident but had yet to respond as of the time of filing this report.
A video seen by our correspondent shows a large fire burning in a remote location.
Meanwhile, in a separate development, Ijaw youths on Tuesday blocked the Ahoada axis of the East-West Road leading to Bayelsa State in protest.
Numbering over 100, the demonstrators carried placards in solidarity with Rivers State Governor Siminalayi Fubara amid his political feud with the state House of Assembly.

The explosion which ripped through the mangrove happened on Monday night but has been put out. However, the spokesperson of the Rivers State Police Command Grace Iringe-Iroko said some persons have been taken in for questioning over the incident. “The Rivers State Police Command has commenced a thorough investigation to determine the cause of the fire. In connection with this, two individuals have been taken in for questioning as part of efforts to uncover any potential act of sabotage,” the police spokesperson said in a statement issued on Tuesday. According to her, security operatives during a night patrol observed the incident which happened at the border of Kpor and Bodo communities, and alerted the Shell Petroleum Development Company (SPDC) which operates the pipeline. “The latter initiated necessary safety protocols, including shutting down the affected pipeline,” Iringe-Iroko said. “As a result of swift intervention, the situation is now under control, and there is no further threat to residents or the environment.” In videos of the explosion, thick black smoke was seen billowing into the sky as the fire surged into the mangrove. Some residents of the area were later seen around the scene of the incident trying to keep watch over the place. The Minister of Regional Affairs Abubakar Momoh had earlier said details of the incident are sketchy but investigations are ongoing over the explosion. “Up till this moment, we have not been able to get clear details as to what caused that very explosion but investigations are going on,” the minister said on Channels Television’s Lunchtime Politics.He, however, said “a clear picture” of what happened will be revealed, “in due time”. |

Rivers State Governor Siminalayi Fubara yesterday took a clear step forward in the implementation of the Supreme Court judgement.
He forwarded a letter to the House of Assembly proposing March 19 for the re-presenation of the 2025 Appropriation Bill.
In the letter of March 13 personally signed by him and addressed to Speaker Martins Amaewhule, the governor recalled his failed visit to the Assembly Wednesday to present the bill in line with the judgement.
He said the presentation of the budget could not take place because he and his entourage were denied access the Legislative Quarters temporarily servicing as the Assembly complex despite the prior delivery of a soft copy of the notice to the Speaker after the Clerk failed to accept the hard copy.He further recalled that before the unfortunate incident, the Assembly had issued him a 48-hour ultimatum to present the bill, although he was yet to be served the certified true copy of the judgement.
The Supreme has directed that all arms of government should exercise their powers and perform their duties within the ambit of the Constitution and ordinary laws of our country and this we must do to end the lingering stalemate and advance the progress of our state and the well-being of our people.
“No matter the depth of our differences, we believe the interest of the state and our people should take priority over political conflicts.”
He added: “Against this background, it is my pleasure to again notify you, Mr.Speaker, of my desire and intention to present the 2025 Budget to the Rivers State House of Assembly on Wednesday 19th March by 11am or any other date within March 2025 that you may consider convenient. Thank you for the kind consideration of my request by the House and please accept, Mr. Speaker, the assurance of my highest regard.”
Also, yesterday Fubara waved the olive branch, urging the aggrieved lawmakers and other stakeholders to create an atmosphere of peace crucial for the implementation of the Supreme Court judgement.

Following the expiration of the forty eight-hour ultimatum issued to the chairman and commissioners of the Rivers State Independent Electoral Commission to appear before it, the Rivers House of Assembly has given them another seventy two hours to do so.
The lawmakers reached the resolution during plenary in Port Harcourt on Friday.
The move followed a request brought by one of the lawmakers, Enemi George.
This was deliberated with the House voting to extend the ultimatum to Monday, 10th March to enable Justice Enebeli, who is the Rivers Electoral Commission`s chief, and other officials, to appear before them.
The House had proposed to go on a break a few days back but due to the extension of the ultimatum, Deputy Speaker of the House Dumle Maol moved a motion to suspend their recess so they could attend to the RSIEC chairman and his commissioners.
In his remarks, the Speaker of the Rivers State House of Assembly Martin Amaewhule said they have taken legislative notice of Governor Siminalayi Fubara’s failure to present the 2025 budget to the House for consideration despite a 48-hour ultimatum to him.
Amaewhule said they will take action in due course. |
