The 1999 constitution is no doubt a fulani north constitution it's a unitary constitution that can't really unite all the ethnic groups in nigeria. A constitution that doesn't allow southern regions to be in control of their God given resources but allows the fulani north to secretly control their mineral resources like gold is never a just constitution it's an oppressive document.
