Actually let's use our common sense here. When did OUK leave office? Like 16 years before Otti got elected. Who were OUK's successors? Well known failures in governance like T. Orji and Ikpeazu who weren't exactly known for building good roads not to talk of maintaining existing roads. So don't you think those roads constructed by OUK would have been quite damaged by the time Otti assumed office which is why Otti uses language like 'rehabilitation' of roads in the first place for these kind of roads instead of 'construction'.

Orji kalu is not even known for constructing standard roads the ones he built as a senator has all collapsed within few months of commissioning.
