Tension has heightened in the Christian community in Borno State over the state government’s alleged plans to demolish over 20 churches and schools in the state. This is in addition to the unceasing fears over the Boko Haram insurgents’ attacks that have mostly been directed at Christians in the state. Sources said in Maiduguri on Sunday that “the state government will embark on the demolition exercise any moment from now.” Already, it was gathered, the government has dispatched a notice to leadership of the Christian Association of Nigeria (CAN), Pentecostal Fellowship of Nigeria (PFN) and owners of farmlands in the state intimating them of its plans to acquire some structures for a 1,000-unit housing project. General Secretary of CAN, Musa Asake, who confirmed the development, called on the Borno State Government to have a rethink. A leaflet from the office of Borno State Ministry of Lands and Survey dated August 20 signed by one Musa Ummate (O/C Land Administration) on behalf of the commissioner and made available to newsmen in Abuja on Sunday spoke of the intention of the state Governor to acquire the said land. The leaflet, entitled , ‘Notice of Acquisition and Assessment/ Valuation of Structures on Proposed Site for 1000 Housing Units along Gubio Highway,’ reads: “I am directed to refer to you farmers and holders of structures on the proposed site for captioned matter above and regret to inform you that the Executive Governor has on the power conferred on him by Section (2)b of the Land Use Act 1978 directed through high powered committee on construction Ref. No. HPCC/2500/HE/ S/TEC/1 to notify you of his intention to acquire your farm lands and assessment/valuation of the structures on the proposed site situated along Gubio Road, Maiduguri. “The acquisition is necessary in view of requirements of the land by the state government for overriding public interest to construct housing estate. “The affected farmers and holders of structures are to take note and appear on site for the above exercise, please.” However, the Christian community alleged that the planned exercise was targeted at it “and not any proposed housing unit,” saying that over 20 private schools built by the churches would be affected. “Over 20 churches and many schools will be affected. The lands on which the churches were built were bought from farmers and have the authority and certificate of the District Head in Maiduguri, popularly called ‘Bulama’. “The land was not under the Ministry when it was bought. “The Christians went for the meeting called by the Governor and for several hours, the Governor didn’t come out to see them. “It is always difficult for Christians to get a land in Maiduguri. Even after getting the land, the government won’t give you Certificate of Occupancy. “They compensated all Borno Muslims who are victims of Boko Haram. But how many Christians were compensated? “We have seen that eviction notice from the Borno State Government. We are all Nigerians and there are other places where the state government can develop. “The areas being earmarked for demolition are already developed with churches and schools. “We have enough problems at hand and we don’t want to add another problem. Christians have suffered enough in Borno State. “If the state government wants to destroy churches and build any housing estate, no Christian will see it as a sign of progress. “As soon as we authenticate the source of that letter, we are going to reach out to the state government to make sure that Christians don’t lose their churches and lands there. “But we have no reason to doubt the source of that letter. We have suffered enough in Borno State and enough of all these things which are coming in another disguise,” Asake said. He urged the state government to use other land for the proposed estate in the interest of all. “Borno State Government should reconsider that decision to demolish churches and their properties because in Borno State, there are many vast lands. “They should do that instead of going to these areas where Christians have settled for long. Gunmen suspected to be members of Boko Haram on Thursday killed a top aide of the Borno State governor, Kashim Shettima, in an attack along Maiduguri-Biu Road that left eight others dead, witnesses said. The gunmen, who attacked at Bulabulin-Ngabura Village, 50km from Maiduguri, also abducted a family of five (husband, wife and three children) who were on their way to Biu. A cab driver plying Biu and Maiduguri route confirmed to PREMIUM TIMES in Maiduguri that the attack took place at about 11 a.m. when the gunmen in their dozens took over the highway and operated for hours before they left the scene. “We could not move along the highway for several hours because of the attack. And by the time we were told the road was safe to continue our journey, we saw corpses of nine persons including that of an adviser in the Borno State government, Muhammed Sani, who is popularly known as ‘A. Bange’,” said the driver who spoke under anonymity. “We also saw the Peugeot 406 vehicle of the man who was kidnapped along with his wife and three children. We had to get help to tow the vehicle to Biu. I saw the passport photograph of the abducted man and people said he hails from Miringa town of Biu local government,” said the cab driver. Sources in Government House, Maiduguri, confirmed the death of ‘A.Bange’, who was last seen at the Government House few hours before he embarked on the Thursday journey with two others. The state government is yet to react to the killing. The spokesperson of the Joint Task Force, JTF, Sagir Musa, when contacted by journalists at the JTF headquarters on Friday, did not react to the killing of A. Bange, but said that soldiers under the newly formed military division had gunned down at least 50 Boko Haram suspects in a counter attack that took place in Damboa and Gajiram Villages where 15 persons were killed on Wednesday. Mr. Musa said, “Troops of Five Brigade of Seven Division Nigerian Army in Monguno have effectively repelled Boko Haram terrorists’ attacks on Gajiram and Bubulin Ngaura communities in Nganzai and Konduga local government areas of Borno State. “Troops pursued the terrorists to their camps and destroyed them with air support as many (as) 50 terrorists were killed in the shootout. Subsequently, the communities (Gajiram and Ngaura) have been rescued from the fangs of Boko Haram terrorists. This information have been corroborated by many eyewitness accounts,” he said. Meanwhile, Nigeria’s Chief of Army Staff, Azubuike Ihejierika, Friday commended the youth vigilante, commonly called Civilian JTF, currently aiding the government in arresting suspected terrorists in Borno “I wish to commend the youth volunteers for their support in fighting the insurgency. I also wish to commend the Shehu of Borno and the entire people for their support and assistance,” Mr. Ihejierika said. Mr. Ihejierika who was in Maiduguri to inspect the deployment of troops and equipment to the newly established 7th Division of Nigerian Army headquarters in Maiduguri, the birth place of the Boko Haram insurgency, said he was satisfied with the logistics so far deployed. “I am impressed with the logistics and everything and I am assuring that Army Headquarters and the Defence Headquarters is appreciative of their work as it had been with the JTF. “I am very impressed with the conduct of the troops because they had adhered to the rules of engagement, these soldiers have really done us proud,” he said. Since June this year, youth vigilante, armed with clubs and sticks and other rudimentary weapons, have been helping soldiers to arrest suspected Boko Haram members. More than 600 of the suspected terrorists are believed to have either been killed or arrested through the efforts of the Civilian-JTF. However, this has caused the terrorists to turn their guns of the vigilantes, members of their families and communities. At least 60 of the vigilantes have been killed by avenging Boko Haram members. |

•Education not govt’s only headache –Maku By Innocent Oweh (Abuja), Harris-Okon Emmanuel (Warri) and Tor Vande-Acka (Makurdi) Rising from its congress at the Delta State University (DELSU), Abraka, Benin Zone of the Academic Staff Union of Universities (ASUU) on Wednesday night vowed that the ongoing industrial action by lecturers would not be called off despite release of N100 billion by the Federal Government to ease the burdens in the universities. The union accused the Federal Government of divide and rule by trying to buy the Committee of Pro-Chancellors and Committee of Vice Chancellors with the recent release of another N30 billion, saying such policy would not divide them. Coordinator of ASUU in the zone, Sunny Ighalo, insisted that until government adhered strictly to the agreement earlier reached by both parties, the lecturers will not return to the classroom. “The ASUU has been on a nationwide total and indefinite strike to express its frustration over the continuing reluctance of government to fully implement vital aspects of the 2009 FGN/ASUU agreement as captured by the MoU of January 2012. “This struggle, which has now entered its ninth week, is driven by the unshakable resolve of our members to stem the continuing trend with successive governments of Nigeria, to systematically destroy public education through neglect and near total abandonment. “The strike has indeed moved into a critical stage where government is now applying the instrument of intimidation and blackmail and other gimmicks to undermine the struggle,” Ighalo said. At the end of their meeting a statement was signed by Chairman of DELSU ASUU, Emmanuel Mordi; Chairman of UNIBEN ASUU, Anthony Moye-Emina; Chairman of AAU ASUU, Fred Esumeh; Chairman of NDU ASUU, Beke Sese; and Ighalo himself. The lecturers accused government of being insensitive to the plight of Nigerians by not meeting their demands as contained in the MoU. Ighalo insisted that the union was not on strike to make fresh demands, and neither was it ready to renegotiate the existing agreement. Rather, “We are calling on the government to implement the 2009 ASUU/FGN agreement it willingly signed with the union in 2009,” he added. According to him, though N500 billion was expected from the government based on Needs Assessment carried out and contained in the MoU of January 2012 for revitalisation of the universities, government claimed it distributed N100 billion most of which were promissory notes. He appealed to parents and students to understand the lecturers’ position, noting that it was to help the education system in the country which had almost collapsed. But Minister of Information, Labaran Maku, himself on Thursday pleaded with Nigerians to try to come to terms with the predicament government faces in all sectors of the economy and refrain from assessing the administration of President Goodluck Jonathan as under-performing. Maku, who spoke against the backdrop of the ASUU strike at an interactive forum with journalists in Abuja, said huge money being spent on the sustenance of peace, particularly in the crisis-ridden North East states, was indirectly having its toll on the resources available for educational development. He described ASUU’s demands as mundane, saying, “The striking lecturers’ grievances are tied around earned allowances but they forget that government in the past two years has never defaulted in the payment of their statutory salaries.” “People are quick to point accusing fingers on the Federal Government, even when things are not working at the state level. “Take the issue of primary school education for instance, it is the responsibility of states and local governments to provide basic education for citizens in their states, not the responsibility of the Federal Government, but we go out of our way to intervene in the education sector, which accounts for why Federal Government released funds for the building of ‘almajiri’ schools in the North. “What ASUU is clamouring for bothers on allowances, not unpaid salaries and government has provided N30 billion for a start, yet they are not satisfied. “It is not only in education that we have challenges, we have challenges in almost all the sectors, from insecurity, aviation, agriculture, power and a host of others. “But we appeal to Nigerians to understand our predicament as a nation, look at what we have spent on insecurity, which is far higher than education; we are calling on our people to give peace a chance, as we generate more monies through tax revenues more funds will then go into education,” he stated. Benue State Governor, Gabriel Suswam, also spoke on the strike, calling on students to engage members of the ASUU in dialogue, stressing that the lecturers have no reason being on strike. The Governor, who noted that the Federal Government had on Tuesday released another N30 billion for federal universities in the country, added that his own state university – Benue State University (BSU) – has already received about N950 million from the N100 billion earlier released by government. The Governor spoke when he hosted officials of the National Union of Benue State Students (NUBESS) led by its President, Matthew Mamwoo, at the Government House, Makurdi, on Thursday. He, however, told the students that his call was not to prompt them to embark on strike but instead to “engage ASUU in dialogue.” Suswam lamented a situation whereby ASUU was still insisting that government pay a total of N92 billion because “it is not practical” after government has shown commitment by paying N30 billion. |

A jailed rapist will discover this week whether he contracted HIV from his victim. Richard Thomas, 27, collapsed when police informed him about his victim's medical status and is still waiting to hear if he has contracted the virus. Thomas knew the woman and was aware that she has another illness but had not known about the HIV. He was shocked when he was told and asked to be taken to hospital, Liverpool Crown Court heard. He had let himself into her home in Leigh, Greater Manchester, uninvited in the middle of the night and she awoke to find him raping her from behind. "She froze and no words were exchanged. He pulled up his shorts and left," said Harry Pepper, prosecuting. "He was arrested and interviewed and said he had been drinking heavily, taken cocaine and ecstasy and could not recall the incident," he added. His barrister, Virginia Hayton, said that he still cannot recall the attack but when told about it he said that the woman "would not lie, she tells the truth. If she says I have done it, I have done it." Jailing Thomas for five years and four months, Judge Mark Brown said he had committed "this dreadful offence" while she lay asleep, having taken a sleeping tablet, and left her distressed and anxious. He ordered him to sign the Sex Offenders Register for life. Thomas, of Sandringham Drive, Leigh, pleaded guilty to raping the woman on July 20 this year. Miss Hayton said that Thomas, who has previous convictions but none for sexual offences, "is remorseful and cannot understand why he did it and it is troubling him." She said that he will not find out the result of his HIV test until Friday and has had the worry of the outcome hanging over him. "It is his own fault, if he had not committed this offence he would not have placed himself in this position." She said that he started using cannabis at the age of nine and was drinking heavily at the age of 11. He became addicted to ecstasy and cocaine at 13 and was put in care the following year. He has been trying to contact his family but they want nothing to do with him, she said, and he will now be away from his partner and their young daughter, as well as his two other older daughters from previous relationships.
