minister of State for Labour and Employment, Festus Keyamo, SAN, has said that the National Assembly Committees lack the powers to give directives to the executive.
The Minister emphatically said that the powers of the National Assembly and its committees under section 88 of the 1999 Constitution is only limited to investigations, and not to give any directive to the executive.
This is as Mr. Keyamo has advised members of the Selection Committees in the 36 States of the federation to ignore the purported suspension of the selection process and go ahead with their assignments unhindered.
He also threatened to quit his position if President Muhammadu Buhari so directs him in this circumstance to succeed in political interference in the job recruitment process, stressing that he cannot compromise the jobs meant for ordinary Nigerians who have no Godfathers or who are not affiliated to any political party.
In a statement he personally signed in Abuja, yesterday, the Minister denied the allegation that he walked out of the National Assembly Joint Committee on Labour, even as he alleged that the purported suspension of the programme by the committee was tantamount to challenging the powers of Mr. President
The statement read, “Today, in obedience to their invitation, I appeared before the Joint Committees on Labour of both the Senate and the House. The Distinguished Senators and Honourable Members sought to be briefed on the implementation of the Special Public Works Programme so far.
“However, there was a misunderstanding between us when they questioned why I did not privately submit the program to them for vetting before taking certain steps. They suggested that they ought to have input on how the programme should be implemented. In other words, they sought to control the programme as to who gets what, where, and how.
“However, I insisted that I could not surrender the programme to their control since their powers under the constitution do not extend to that. They insisted on a closed-door session.
“At this point, I remarked that it was only fair for me to respond to their position before the press since their own position was also made public. In any case, I remarked that the Nigerian people deserve to know the details of the execution of this all-important programme.
“I was then asked to apologize for insisting on public interaction and I said there was nothing to apologize about because their powers to expose corruption provided for in section 88 of the Constitution cannot be exercised in private.
” As such, there was no need to apologize by insisting on a Constitutional provision. Even their Rules that may provide for private hearings on public matters cannot override the provisions of the Constitution. I was then permitted to leave. I took a bow and left. I never walked out on the respected Committees as they may want to bend the narrative.” On the alleged suspension of the exercise by the lawmakers, he said, “After I left, I understand that the Joint Committees purportedly suspended the work of the Selection Committees nationwide until they decide how the programme should be run and who should be in those Committees. My opinion is that it is tantamount to challenging the powers of Mr. President.
“I regret to say that their powers under section 88 of the 1999 Constitution is only limited to investigations, but not to give any directive to the executive. “A Committee or Committees of both Houses do not even have powers to pass binding Resolutions. They can only make recommendations to Plenary. In this case, even Plenary CANNOT give DIRECTIVES to the Executive.
“All my life, I have fought for good governance and constitutional democracy. I will not come into government and be intimidated to abandon those principles. I will rather leave this assignment if Mr. President so directs than compromise the jobs meant for ordinary Nigerians who have no Godfathers or who are not affiliated to any political party. “I, therefore, respectfully further direct all the Committees set up nationwide made up of CAN, NSCIA, NURTW, Market Women, CSOs, Youth Organisations, respected traditional rulers, etc to proceed with their work unhindered. Only Mr. President can stop their work.”

Samsung may still be the company to provide Apple with the most OLED panels with almost 80%, while the rest may be supplied by LG and BOE

Apple may be looking for ways to stop depending on Samsung’s OLED panels, but it seems that Samsung Display would provide almost 80 percent of the OLED displays that will be used in the upcoming iPhone 12.

“Samsung Display has obtained nearly 80% of the overall panel orders for Apple’s next-generation iPhone series tentatively dubbed ‌iPhone 12‌ slated for launch later this year, according to industry sources. LG Display and BOE are other panel suppliers for the upcoming iPhones.”

It seems that this year’s iPhone 12 displays may come from three different suppliers. According to DigiTimes, BOE may become one of Apple’s suppliers for OLED panels, and join LG and Samsung. Samsung has been Apple’s OLED supplier since 2017 when the company finally gave its iPhone X this feature. Now, Samsung would supply the displays for three of the upcoming iPhone 12 variants, the 5.4-inch entry-level option, the 6.1, and 6.7-inch iPhone Pro models; LG and BOE displays may be used in the 6.1-inch iPhone 12 with similar specs to the entry-level variant.

Apple neither makes nor assembles the iPhone you
use for your daily business needs. An iPhone has parts that come from several manufacturers, one of which is Samsung, a maker of integrated circuits as well as computer parts, televisions and other consumer electronics -- and a competitor in the smartphone market. Samsung has the chip factories necessary to make the custom circuits used in the iPhone; in addition, it can produce the large quantities of the parts Apple requires.
A4 Chip

The iPhone's central processing unit is a specialty "system-on-a-chip" that combines a microprocessor and a graphics processor in a single package. The Apple-designed A4, found in the iPhone 4, incorporates an ARM Cortex-A8 microprocessor and a PowerVR SGX 535 GPU. Samsung manufactures this chip along with the A5 and A6 CPUs used in newer iPhone models.

Flash Memory

A teardown of the iPhone 4 found Samsung flash memory; this is the same type of memory used in USB sticks and other portable devices. Flash is non-volatile, meaning it retains its data even when the power is turned off. The amount of flash memory used in an iPhone depends on the model; the 4S, for example has 16, 32 or 64 GB. The iPhone stores its apps, music, video and other data in flash memory.

RAM

Samsung also manufactures some of the random-access memory used in the iPhone 4S. An iFixit teardown of this model revealed Samsung RAM in one unit and Elpida memory in another; RAM is much more of a commodity than processors such as the A4, so it appears that Apple has multiple suppliers. The 4S has 512MB of RAM, which the iPhone uses to store temporary app data such as for intermediate results of calculations and video processing. RAM is volatile, so when you turn off the iPhone's power off, data stored in this memory becomes lost. The iPhone performs a system shutdown when you press the "Power" button, saving any needed information into flash

OLED display

Apple will finally adopt OLED panels next year to have an iPhone with a curved screen (most likely for the 10th anniversary version), and Samsung will be the sole supplier, Bloomberg reported last month. Not that Apple had much of a choice. The Korean tech giant dominates the market.

CORONA VIRUS DISEASE (COVID 19) PREVENTION MEASURES ON PUBLIC TRANSPORT IN NIGER STATE
PRESS RELEASE:
Following the meeting with providers of public transport services in Niger State, the Honourable Commissioner, Ministry of Transport, Hajiya Rahmatu Mohammed Yar’adua, hereby issues the following guidelines for the commuting public to comply with effective from 25th March, 2020.
IN ORDER TO DISCOURAGE OVERCROWDING AND KEEP SOCIAL DISTANCING which are found to be effective control measures against COVID 19,
1. All motorcycles (both private and commercial) are banned from carrying passenger(s) until the situation of coronavirus crisis improves.
2. All tricycles (keke) are allowed only a maximum of 3 occupants, including the driver ALONE in front and two passengers at the back.
3. All 7-seater vehicles (e.g. Sharon and Ford Galaxy) shall not carry more than 6 occupants, including the driver.
4. 14-18-seater buses shall carry only a maximum of 10 passengers at any time, including the driver.
5. All 5-seater vehicles (salon cars) are allowed only 4 occupants, including the driver, who must seat wide apart.
6. All other high capacity buses are not allowed to carry more than 60% of their carrying capacity, including the driver. A 30-seater would therefore carry a maximum of 20, and so on.
7. All public transport vehicles (tricycles, cars and buses) are encouraged to stock alcohol based sanitizers, wipes, tissues and other disposable items to be used by passengers and for wiping surfaces frequently.
8. These directives shall be enforced by the VIO, FRSC and other road marshals.
9. NURTW, NARTO, ACOMORAN, RTEAN and other affiliate transport unions shall cooperate maximally and shall ensure compliance.
10. It would be an offence to condone, encourage and allow overcrowding in public transport.
11. Provisions of these guidelines shall apply to water transport in the riverine areas accordingly.
