So if you eat in one restaurant and you are given a bottle water, you'll now blame another food seller in a different place for not giving you bottle water even after telling you there's none right?

If no one had warned them, it'll have been a different thing. But other swimmers were there, they took cover ( probably know no emergency alert system). A simple paying attention would have solve their unneeded death
