To me the north is far more viable for agriculture considering its land mass. And my assumption is based on what is already on ground, the north is on the cheaper side in every factor: land mass, labor, etc. if some agrarian stuffs were produced in the south and sent up north chances are high that it would be a little more expensive compared to the northern produced one. Except for those products that can only be grown in the south.
