Jonathan wants pay rise for NSA, chief economic adviser • We didn’t cut our salaries –Senate President Goodluck Jonathan has formally asked the Senate to raise the salaries and allowances of the National Security Adviser, Patrick Azazi and the Chief Economic Adviser, Prof. Precious Kassey Garba to align with those enjoyed by ministers. The pay rise, reasoned the president, would not only enhance the productivity of the two officials, it would also boost their capacity for service delivery to the nation. In a July 7 letter addressed to Senate President David Mark, the president urged the upper legislative house to consider the volume of work done by the two officials and raise their present remuneration and allowances. “I write to request the distinguished Senate to pass a resolution upgrading the salaries and allowances of the chief economic adviser and the national security adviser to be at par with that of ministers as per the powers conferred on you by Section 151 (2) of the 1999 Constitution. “My request is predicated on the peculiar nature of the functions the holders of these offices perform. These officials, among other things, chair committees and bodies whose membership include serving ministers, in addition to their participating at council meetings. “I am certain that acceding to this request in the manner I solicit will enhance the capacity of the office holders to operate as tasked and impact positively on service delivery.” Section 151 (2) reads : “The number of advisers and their remuneration and allowances shall be as prescribed by law or by resolution of the National Assembly.” Meanwhile, Senate has said that contrary to reports, there has been no pay cut in the salaries of members of the National Assembly. Senate Leader Victor Ndoma-Egba (SAN) told newsmen after yesterday’s plenary that the National Assembly agreed by mutual consent to cut its overheads, which include allowances and funds to run individual offices by as much as 40 percent. He reiterated that the collective decision of the NASS to cut the overheads by as much as 40 percent would help reduce the cost of governance, which he hoped other arms of government would emulate. His words: “Our pay has not been cut. What was cut is our overheads, our salaries have not been cut. It was a decision of the National Assembly. We decided to reduce the cost of governance; we have taken the lead and we hope that other arms of government would follow. What was cut by 40 percent is the overheads or cost of running the National Assembly which some of you call jumbo pay.” Senator Ndoma-Egba equally noted that all arms of government have the responsibility to ensure that “the high cost of governance” is addressed in line with the trail-blazing effort of the National Assembly. |

Embattled former Speaker of the House of Representatives on Wednesday night arrived Lagos from Abuja aboard a chartered jet, a Hawker Sidley 125. This is believed to be probably his first visit to Lagos after series of unpleasant experiences in the hands of the operatives of the Economic and Financial Crimes Commission. Dressed in his usual white native attire, Dimeji disembarked from the HS 125 plane, which touched down at the Presidential Wing of the Murtala Muhammed Airport, at about 8.02pm. He was accompanied by some of his aides. The former speaker, however, refused to grant interview to a few journalists, who had approach him for comments at the Presidential Lounge. He left in a convoy of three cars, including a black Peugeot 605 car in which he was being driven. Bankole, as Speaker of the House, was usually flown in one of the aircraft in the Presidential fleet. |

Lagos State House Assembly, yesterday, passed the Tenancy Bill into law, after the third reading and sent it to the Governor Babatunde Fashola for assent. The bill is tagged: A bill for a law to regulate rights and obligations under tenancy agreement and the relationship between landlord and the tenant including the procedure for the recovery of premises and for other connected purposes in Lagos State. According to the bill, it shall be unlawful for a sitting tenant to offer or pay rent in excess of one year for a yearly tenant in respect of any premises and any person who receives or pays rent in excess of what is prescribed by the law shall be guilty of an offence and shall be liable to a fine of N100,000. The bill further spelt out the rights of parties, which states that the tenant's entitlement to quiet and peaceable enjoyment of the premises which includes privacy, freedom from unreasonable disturbance, noise, pollution and nuisance as well as exclusive possession of the premises, subject to the landlord's restricted right of inspection. The bill consists of 47 sections, including jurisdiction of the courts, obligations of the tenant, obligations of the landlord, length of notice, services of notice, among others. Also, the bill will allow a tenant to enjoy privacy as the landlord must give a written notice in a case where he/she needs to inspect the house being occupied by the tenant. This law shall be applicable to premises let before and after the commencement of the law. |

Men suspected to be soldiers from 424 Army Barracks, Ibereko, Badagry, Lagos, on Tuesday ambushed a police vehicle on the Adaragun end of the Lagos-Badagry Expressway and killed the Divisional Police Officer of Badagry Police Division and the station's Divisional Crime Officer The death of the DPO, whose name was given as Salihu Samuel and his yet-to-be-identified DCO was believed to be a reprisal for the killing of a soldier attached to 424 Army Barracks, who was allegedly shot by a policeman from the Badagry station on Sunday. PUNCH METRO gathered that another policeman, who escaped from the scene died before he could get help, while the fourth one was also said to be receiving treatment at an undisclosed hospital. There are two different versions of the death of the policemen. One said the DPO was called by an unidentified person in the barracks and was asked to come for a peace meeting so that the tension that was generated by the death of the soldier could be doused. The other report had it that some people had intercepted the police radio frequency and announced that three policemen had been shot on the expressway and were critically injured. It was learnt that the DPO and the DCO, who were in their uniforms, subsequently went to the supposed scene to find out the situation of things. PUNCH METRO gathered that when the police vehicle got to the expressway by 11.30 am, some men in mufti forced the vehicle to a halt, dragged the DPO and the DCO out of the vehicle and opened fire on them. An eyewitness, who spoke with our correspondent on the condition of anonymity, said after the senior police officers were killed, the attackers also used a machete to mutilate the DCO's corpse. He said, "It was terrible. People were watching and the soldiers just ignored us and went on with their killings. Two other policemen were shot apart from the DPO and the DCO. "We learnt that one of them died before he could reach hospital, while the other policeman has been admitted in a hospital. Of course, the men were soldiers; they might be in mufti, but we all know them." As at 4.00 pm the body of the DPO and the DCO were still lying on the road. A senior police officer attached to the state police command confided in our correspondent that policemen posted to Badagry had abandoned their duty posts, while those who reside in the area had temporarily relocated. "That is why there was nobody to carry the corpses and there were fears that since the place where the DPO and the DCO were killed was not far from the Army Barracks, any policeman that tried to evacuate the bodies might be shot at or killed,"he said. Another senior police official told our correspondent that the Assistant Inspector General of Police in charge of Zone 2, Mr. Sulaiman Fakai, and the Deputy Commissioner of Police, Operations, Mr. Lateef Junaid, were already on their way to the scene as at 2pm. "The commissioner of police is on the entourage of President Goodluck Jonathan, who is in Lagos. That is why he could not go to Badagry," the officer said. But a source at the barracks told our correspondent that those who carried out the evil act were dissidents. He said the authorities did not have anything to do with it. "The policemen should have been expecting the attack and prevent it. You don't expect the killing of a soldier to go like that," he said. Telephone calls to Army spokesman, Maj. Olaolu Daodu, did not go through because his phone was switched off. Text Messages to the phone were also not replied as at the time of going to the press. The spokesman of the state police command, Mr. Samuel Jinadu, confirmed the killings. He added that the police and the military authorities were resolving the issue. There has been tension in the area since Sunday when a policeman allegedly killed a soldier during an argument at a checkpoint. Meanwhile, the Inspector-General of Police, Mr. Hafiz Ringim, has appealed to the police and soldiers to sheathe their swords. Ringim said continuous hostilities would undermine the cordial relationship between the two sister services. A statement by the Force Public Relations Officer, Olusola Amore, in Abuja on Tuesday, said the IG had ordered an investigation into the case, adding that those involved in the act would be identified, arrested and prosecuted. |
