It seems their immigration policy to identify these guys migrating to India for drug business has failed so I will suggest to the Indian govt to sponsor a SE-focused media campaign against drug trafficking to India and name and shame these guys in their state/LGA/villages since most of the criminals are from the SE. It can actually help in public enlightenment and reduce the menace.

I think Italy did something close to that in Edo state then to reduce crime of human trafficking of young Edo girls to Italy.
