Politics / S' East Devt Commission Bill Initiated By Oduah, not Ben Kalu–civil Rights Group by Naijadaily: 11:18am On Sep 13
Civil Liberties Parliamentary Advocacy Centre ,CLPAC a non-governmental legislative and civil society advocacy organisation has stated that it is erroneous to ascribe the recently signed South East Development Commission (SEDC) Bill to the Deputy Speaker of the House of Representatives, Hon. Benjamin Kalu.

Giving a historical genesis of the SEDC , the organisation through a press statement issued on Thursday by its publicity secretary Arc. Sixtus Udemba in Abuja informed that the SEDC Bill was conceived in the 8th Senate by Senator Stella Oduah ( Anambra North ) and merged with a similar Bill sponsored by Senator Samuel Anyanwu (Imo East ) when it was introduced to the floor of the Red Chambers on June 22 2016.

He clarified that as at 2016 of the 8th Assembly when the Bill was initiated, Hon Benjamin Kalu was not holding any political office not until June 2019 when he resumed as an elected member of the House of Representatives.

Making references to the archives of Order paper Nigeria, the Senate's Order Paper 2016 (SB. 303) and Newspapers publications of June 17, 2017 Sixtus pointed out that the Bill was first read on the floor of the 8th Senate led by former Senate President Bukola Saraki on Wednesday, 22nd June 2016 and scaled the second reading on the 7th June 2017.

It read; "On December 12, 2018 the Senate passed the Bill and one week to the expiration of the 8th Assembly the House of Representatives on 28th May 2019, passed the Bill.

"At the level of the 8th House of Representatives the same bill was sponsored by former Deputy Minority Leader Hon.Chukwuma Onyema (Anambra,Ogbaru).

The statement noted that after much debate by members, the Deputy Speaker, Yussuff Lassun (APC-Osun) who presided over the day's plenary, put the matter to vote and the majority voted in favour of the bill.

Urging the General Public, 10th National Assembly and the Media not to distort history, the organisation noted that it is pertinent to set the records straight by giving credit to Stella Oduah who conceived the Bill in the and solely reintroduced , championed its passage in the 9th Assembly with the support of other Senators but was not assented into law by former President Mohammadu Buhari.

Sixtus emphasised that the input of the Deputy Speaker was as a result his status being Most ranked Reps Member from the Southeast and was thus named as the Bill's sponsor when it was reintroduced in the 10th Assembly as a matter of privilege and respect.

He noted that though CLPAC acknowledges Hon Benjamin Kalu's contributions it will however be a grave error to solely abrogate the Bill's establishment and advocacy to the Deputy Speaker.

He urged Deputy Speaker's loyalists not to thwart the course of history but give respective accolades not only to Ben Kalu but to President Tinubu, its Pioneer Stella Oduah, Samuel Anyanwu and other Lawmakers who played significant roles.

According to Sixtus it is a common practice for Lawmakers to reintroduce Bills which were passed but failed to receive presidential assent.

He explained further; "It would be wrong to give entire credit to a Lawmaker who reintroduced a bill rather than the original sponsor, an example is the already passed Nigerian Peace Corps Bill pending before the President".

"The creation of the SEDC was a promise made by President Tinubu during his Presidential campaign in 2023 , when he paid a courtesy visit to the then Enugu state governor, Ifeanyi Ugwuanyi and a brief meeting was held at the government house".

"The Governor raised the issue of marginalization of the Southeast and President Tinubu pledged to set up a Development Commission if he is eventually elected into office".

"It appears as if Hon Benjamin Kalu is in contest with taking the Glory of President Tinubu’s achievements whose administration have realised the establishment of SEDC and similar commissions such as the North West Development Commission (NWDC)".

He maintained that the success of the bill is Fulfillment of President Tinubu’s campaign Promise to establish a commission to develop the South-East as well as the collective efforts of not only Lawmakers from the Southeast but other Parliamentarians from other Geo Political zones starting from the 8th, 9th and 10th Assemblies.

Sixtus added that the now signed SEDC Bill Sixtus had already received all necessary legislative inputs by the members of upper and lower chambers of the 9th Assembly and was assiduously passed by the Senate presided by the then Senate President Ahmad Lawan.

The statement read partly; "It is imperative to orient Nigerians that this was not the Brainchild of Benjamin Kalu contrary to what he has been telling South easterners and Nigerians at large.

"As a Legislative , Civil Society and Policy Advocacy organisation we owe it a duty to set the records straight that realisation of the SEDC was through the cooperation of the entire members of the National Assembly. It was not just Lawmakers of the South East caucus but other Lawmakers and the most Credit should be given to President Tinubu and of course Senator Stella Oduah for initiating the Bill as well as Senator Samuel Anyanwu for championing it's course".

Recall that the bill, was is co-sponsored by the then Chairman, Senate Committee Cooperation and Integration, Stella Oduah (PDP, Anambra North) and her counterpart in Ethics, Privileges and Public Petitions Committee, Samuel Anyanwu (PDP, Imo East), it passed through First Reading in June 2017 and scaled through Second Reading the following month.

Politics / Change Humanitarian Affairs Min To Social Security Agency - Nwoko Tells Tinubu by Naijadaily: 7:40am On Aug 27
The lawmaker representing Delta North Senatorial District, Senator Ned Munir Nwoko, has called on President Bola Tinubu to replace the humanitarian affairs ministry with the national social security agency under the office of the president.

Sen Nwoko made the call in an open letter to the president.

The letter issued on Tuesday, August 26, was titled: ‘Reimagining Nigeria’s Social Safety Net: A Call to Replace the Ministry of Humanitarian Affairs with the National Social Security Agency under the Office of the President.’

Nigeria, according to the lawmaker, stands at a pivotal crossroads with the pervasive issues of poverty and the societal decay it perpetuates, reaching a level of urgency that can no longer be ignored.

He said: “Your Excellency, in the face of these challenges, it is imperative that we reassess our approach to social welfare in Nigeria. The current framework, embodied by the Ministry of Humanitarian Affairs, has not only fallen short of addressing these issues but has also perpetuated a cycle of dependency and poverty. This ministry, while well-intentioned, has proven to be a temporary bandage on a deep and festering wound. This approach does not respect the inherent dignity of our people. It treats them as dependents rather than as citizens with rights.

“Social security should be recognised not as an act of benevolence, but as a fundamental right. It is time to rethink our strategy and implement a transformative change that will pave the way for a more equitable and sustainable future for all Nigerians.

“I respectfully urge you to consider establishing a National Social Security Agency, directly under the Office of the President, to replace the Ministry of Humanitarian Affairs. This agency would target and address the needs of the vulnerable population through a more efficient and sustainable system, one that truly empowers rather than pities, one that upholds the dignity and respect every Nigerian deserves.

A system that ensures citizens feel truly secure, confident that no matter the circumstances, their basic needs for food and shelter will be met, a system that will provide the government with the necessary space to focus on other critical aspects of governance, free from unprovoked backlash due to perceived neglect or lack of support.”

Shedding light on those he considered vulnerable, Sen Nwoko said: “When we speak of the vulnerable, we must recognise them for who they truly are: our elderly who have served this country, now left without the security of a pension; our disabled who are daily fighting for a life of dignity in a society that overlooks their needs; our widows and orphans, left without a breadwinner and struggling to survive; the unemployed who seek work but find only closed doors; and those who have suffered unimaginable loss—whether through accidents, violence, or abandonment—and are now forgotten by the system that should protect them.

“These are the faces of Nigeria’s vulnerable population, and it is our moral obligation to ensure that they are not just seen but also supported with the dignity and respect they deserve.”

Politics / Anti-Tinubu comment: Ndume Escapes Suspension After Removal As Chief Whip by Naijadaily: 3:15pm On Jul 17
Kenneth Udeh, Abuja

Following his removal as the Chief whip of the 10th senate Borno South Lawmaker Ali Ndume on Wednesday also escaped being suspended from the Red Chambers.

Ndume was stripped from his position and replaced with Borno North Lawmaker, Tahir Monguno.

The Senators took the decision over a statement Ndume made in recent interview in which he said that the president was not in the picture of what is happening outside the Villa, alleging that the president has been sidelined and caged.

The Lawmakers via voice votes further relieved Ndume from his position as the Deputy Chairman of the Senate Committee on Appropriation and announced that the Lawmaker will henceforth chair the Committee on Tourism.

Shortly after ratifying his ejection and replacement with his Borno state counterpart Senator Tahir Monguno from Borno North, a point of order was raised by Ekiti North Senator Fasuyi Cyril in which he called the attention of the Senators to a statement made by Ndume during the said interview in which he referred to the Lawmakers as "Cleptomaniacs".

Cyril in his address urged the Senate to take punitive measures against Ndume over the said comment.

President of the Senate Godswill Akpabio subjected the motion into question before the Senators if the matter be referred to the Senate Committee on Ethics, Privileges, and Public Petitions which was however rejected by majorly Pro Tinubu Senators and voted that punishment be metted immediately on Ndume.

The lawmakers went into the closed-door session at about 1:35 p.m. after the Senate Leader, Opeyemi Bamidele, moved a motion to that effect.

At about 2:15 pm the Senate resumsd session and kept mum on Ndume's matter. Akpabio in his comment said that the Lawmakers discussed issues of National importance during their closed session and proceeded with the business of the day.

Politics / Abia 2027: "Sen Orji Kalu Remains an invaluable Asset to us", Says Abia APC by Naijadaily: 5:49pm On Jun 20
The Leadership of the All Progressives Congress in Abia State have described Abia-North Senator Orji Kalu as a "Priceless Asset" to the party.

The party made the declaration through its state chairman Dr. Kingsley Ononogbu on Thursday during a "unification" party meeting held at Camp Neya, Igbere, home of Kalu who also presides as the Chairman Senate Committee on Privatisation and Commercialisation.

The meeting which was hosted by Senator Kalu had in attendance Local Government and ward executives including loyalists of the party's 2023 Governorship candidate, Ikechi Emenike.

The state party chairman highlighted the indelible impacts of the former Abia Governor in moving the party forward which he described as "indispensable".

Ononogbu explained that Kalu's influence has ensured that the party remains a force to reckon with in the state specifically narrating the comforting fatherly role Kalu played when he made up his mind to resign his Chairmanship position due to infractions within the party.

Ononogbu recalled how Senator Kalu encouraged him to remain resolute and resolve all issues, this is just as he declared Kalu's home the fortress of the party in Abia State.

Addressing a gathering of Local government and ward executives, Ononogbu bemoaned how lack of unity among the stakeholders has caused the party losses especially in the last general elections.

He urged the members to unite; “ I have been working with Senator Orji Uzor Kalu and he has been very supportive to the party.

"I am specially happy for this meeting because it’s the right thing to do for our party as brothers and sisters. Not being together as a party has caused us a lot and it’s time we realize we can achieve more with unity".

"Myself , Senator Orji Uzor Kalu, Hon Benjamin Kalu and Minister are all from Abia North, Bende to be precise and We have all we need to make Abia APC stronger . If Abia North is not strengthened in unity, it won’t be good for the state.

"Let me say this publicly for the first time to thank Senator Orji Uzor Kalu for his guidance. When I first came on board there were a lot of troubles from different stakeholders which made me want to quit, Senator Kalu was the one who told me that I cannot quit. "He discouraged me from resigning and insisted I remain chairman.

"Most of our foot soldiers are the cause of the problems, the go round spreading rumours, they meet us separately and tell us rumours that will pitch us against one another.

"I have been seeking his opinion, there was no time he turned his back on me and a lot has been achieved. Let me put it on record that Ikechi Emenike has always told me that Senator Orji Kalu remains the only two time Governor of our party and no matter the dispute he cannot be ignored.

Another appeal by the Chairman was for the party leaders to work in Unity so that we can win other Senatorial zones and the Governorship seat for our party in 2027.

Ononogbu called on the leaders;

"We are going to work together as a starting point because, 'I am a builder not a spoiler', when I became chairman I was told that there are different groups but I made sure I identified with all of them.

"We should gradually create a template that will make us work together until Congress comes then everyone can male their choices and we have achieved that unity.

"If we work together we can take over Abia-Central and Abia-South and if we get it right we can win any election. "These quarrels have not gotten us anywhere,We have to come together so we don't lose again.

Former Party Chairman of the party in the state Chief Donatus Nwankpa declared that the APC is longer factionalised in Abia. Nwankpa who currently serves as the National Welfare Secretary of the ruling Party urged the Ononogbu not to align with any faction but rather reach out to all stakeholders of the party.

Nwankpa expressed confidence in Ononogbu; "There are no more factions in Abia APC, I advise the Chairman to reach out to all the leaders, you have the courage and capacity. One tree cannot make a forest. When other leaders invite you make sure you attend and don't discriminate.

Nwankpa also commended Kalu’s representation at the Senate; "Senator Orji Uzor Kalu is the most performing Senator. He is a grassroots and charismatic Senator. If APC does not produce the governor in 2027 we have failed. In my tenure I produced APC Senators , House of Representatives Members and House of Assembly members, now the current Chairman is supposed to produce the next APC Governor of this state.

"Leadership is not imposed but earned. I have not come to praise you but don't allow anyone to spoil your administration because you are a good man. Carry this message of unity to all the 17 LGAS OF Abia.

In his remark Senator Kalu directed that henceforth loyalists of different stakeholders are to participate in any Political meeting he summons.

Kalu also enjoined all stakeholders to obey the directives of Ononogbu;

"Nobody should disobey what the chairman has said , when you get to various wards make sure you hold meetings".

"Whenever you call for meetings ensure that all the factions attend and make sure you invite the party chairman. You have heard from the Party Chairman and the National Welfare officer you must seek peace.

Kalu also lamented the exclusion of Abia APC members from the recent board announcements due to disagreements within them.

He said; "The list of Board appointments was supposed to come from the office of the state party chairman, but different factions were submitting names at Abuja and the names were turned down.

"I have always said that I don't belong to any faction as from today anytime I call for meetings both factions must attend and they will be treated equally.

Kalu also urged members of OUK Movement and Reality Organisation to work in synergy with the party chairman.

"OUK movement is the largest political group In Abia and we also have a reality organisation and we have never rigged any election. We won in all wards and my advice to you all is to listen to the Chairman, he is a true democrat and understands the business of Politics, Kalu stressed.

Politics / Ekwunife Distances Self from Deputy Governorship Ambition Rumours by Naijadaily: 3:23pm On Jun 19
Ahead of the 2025 governorship election in Anambra State, Senator Uche Ekwunife, who represented the Anambra Central Senatorial zone, has dismissed speculations circulating within political circles that she is running for the office of Deputy Governor.

Senator Ekwunife, who is also Director General of the South East Governors’ Forum, said that, though she remains an APC stalwart, she will not be running for Deputy Governor in 2025.

She insisted that the rumour was unfounded, adding that she would not be on the ballot as Deputy Governor, as no one runs to be a deputy governor. The position, she said, is often a prerogative of the party and whoever becomes the party’s candidate.

“As the DG of the South East Governors’ Forum, I am focused on my job. I intend to devote my time to the service and to the cause of the South East Governors, which is to build strong economic, political, and regional cooperation for the South East.”

She commended the South East Governors for their cohesion and willingness to change the narrative of the South-East for good.

“Top on the agenda of the governors are ongoing conversations around maintaining law and order, energy supply, modern transportation, and infrastructure to connect the major cities in the South-East through rail transport, etc.,” she said.

Your point doesn't add up, first question you should ask is , what is the primary responsibility of Senator just like the name implies , they are to make only Laws and legislate over the activities of the Executive.

Any other thing apart from that is just borne out of passion and interest .

2nd question is how many other Lawmakers have done such, some have spent years at the Senate but have not even given ordinary pencil to their constituents.

3rdly, what's the role of Governors in their states and of course the failed Local Government system, these Senators are just trying go augment the lapses, besides some of these photos were taken during construction stages, the projects have been completed to perfection.

SoNature:

My point is that these senators should stop building pig houses in the name of classroom blocks. Our world has moved. You cannot budget 300 million for a project and end up giving 20 million to a contractor and expect the best. Please let's stop defending mediocrity.

You're not well informed, do you know how many years Gbajabiamila has spent in the House of Representatives even before becoming speaker ?? Can you compare the amount of funds available to a Reps member who spent donkey years the later speaker for four years... with just a year Jarigbe has done absolutely well.

SoNature:
Imagine the kind of classroom blocks senators are building in 21st century. I thought I would see very beautiful pictures when I saw transform.

These senators should be taking classes from Femi Gbaja on what decent infrastructural projects should look like. The world is upgrading its infrastructure and Nigeria cannot continue to exist in isolation.

Pix: See what your colleagues in a lower legislative house did in his constituency.

This is very commendable, he has no doubt surpassed the expectations of constituents being a first time Senator. When compared to other Senators, Jarigbe remains the best.
