Where did they mention that a rat did bring down an elephant. The writer was only trying to tell you that rat can pack a lethal dose that can kill an elephant. If it the quantity that can fit into the tip of an arrow can kill an elephant, then the rat can also bring down an elephant since it packs enough quantity similar or even more than the dosage that can fit into the tip of an elephant.
