Background

Salihu Tanko Yakasai (Peacock @dawisu) was the special adviser on new media to Governor Abdullahi Umar Ganduje of Kano. Like his father Tanko Yakasai (who was Shagari's presidential liaison to the National Assembly), he is very outspoken. He doesn't hesitate to speak his mind. This has often gotten him into trouble (just like his father often got into trouble).


He annoyed some Kanawa because he defended his boss, Abdullahi Ganduje during the dollargate scandal.

He also annoyed some Kanawa because of his criticism and mocking of the former Emir of Kano, Muhammad Sanusi II, when the Emir had problems with Governor Ganduje.


He was suspended from office in October 2020 for criticising President Buhari over the End SARS protest.

He was reinstated a few weeks later.

However, he was sacked in February 2021 and detained by the DSS for criticising President Buhari again and asking him to resign after some school children were kidnapped by bandits.

As a Northerner, I'm disheartened to see that many competent individuals who could effectively represent our region's interests often shy away from doing so. And many of those who do speak on our behalf often lack the requisite expertise, inadvertently ridiculing us in the process.

The Tax Reform Bill demands a more thoughtful approach from Northern stakeholders. Merely rejecting the bill without providing clear, informed reasoning is insufficient. It's essential to articulate a well-structured position, highlighting areas of agreement, disagreement, and proposed alternatives.

This entails clearly outlining what aspects of the bill are acceptable, what needs revision, and what should be added to ensure the bill benefits the North and Nigeria as a whole. By presenting a coherent, data-driven argument, Northern stakeholders can engage constructively with proponents of the bill and contribute meaningfully to the bill's refinement.

I haven't seen a detailed position from the Northern Governors Forum or that of Arewa Consultative Forum, Council of Ulamas, Tax experts and the likes.

It's time for Arewa to adopt a more mature, solutions-oriented approach, moving beyond mere opposition and instead, providing actionable recommendations that can inform the bill's development, since there are a lot of things contained in the bill that are for the good of the country.

1) He said that he promised Nigerians that they would organise friendly matches for every FIFA window and this is one of such matches. He says that they are working on organising another match during the next window in order to prepare the Falcons for WAFCON.

2) He said that some home based players were discovered during the friendlies with Algeria and then they were introduced into this match against France. He is promising that there will be more grade A friendlies, so that the Falcons can compete against the best in the world before WAFCON.

3) He wants more investment in female football and he is looking at how to make it mandatory that all our clubs have female teams. He said that this is what is happening in other parts of the world and he wants it to happen in Nigeria.

My question about this tax reform which nobody has answered is " is it true that taxes will be collected from the states of consumption and remitted to the state where the business is headquartered ?

Eg , if I recharge my Gotv , the vat will go to Lagos which hosts the company headquarter instead of Enugu where I base ?
What you said is exactly what is happening right now. Right now VAT is remitted to the state that hosts the headquarters of the company.

The tax reform bill seeks to change the system so that the tax will go to the place where the good or service is actually consumed.

This is a very simple explanation about the tax reform. Zach Adedeji is chairman of FIRS.

He says that people are confused because of the derivation principle in the oil sector, but that the derivation principle in the oil sector is a bit different from derivation in VAT.

He says that 3 states, Lagos, FCT and Rivers, get over 70% of VAT in Nigeria, but he knows that 70% of economic activities in Nigeria do not take place in those 3 states.

He says that Lagos alone takes 42% of VAT, Rivers takes 16%, Oyo State takes 5.2%, FCT takes 9%. He said that the 3 states, Lagos, Rivers and FCT are taking more than 70% because those are the places where the head offices of those companies are.

He said that derivation principle in the oil industry means that they would consider where the oil is produced, because it is oil and gas that is sold, but VAT is a consumption tax, so it should be about where the product is consumed, not where it is made. Where is the bank transaction taking place, where did the phone call take place, etc.


He said that we know that 70% of consumption are not happening in those 3 states (it's just that that's where their head offices are). He said that there's no way that other states (apart from the 3 states) will benefit, no matter what formula you use, so they want to correct that principle and that is the bill that they are presenting.

He said that MTN contributed the highest VAT, but because MTN headquarters is in Lagos, all the derivation is going to Lagos. (It should be about where the phone call was made, not where MTN headquarters is located).

He said that, based on the current structure, Borno are collecting .32%. That is less than half of a percentage. That is what they collect today. Bauchi is collecting .4% today on the existing structure. He said thar when he sees Lagos collecting 42%, and he signs this, he doesn't feel like a Nigerian, because this is not what Nigeria represents. Nigeria is fair as a nation and that's why, in the wisdom of the committee and the president, irrespective of the way it would be, they decided that let's change this structure and that is what they brought.
