COMMUNIQUE ISSUED AT THE END OF THE SUBNATIONAL CONSULTATIONS AND ENGAGEMENT WITH THE PRESIDENTIAL TAX REFORM COMMITTEE.
We, members of the Nigeria Governors’ Forum (@NGFSecretariat) and presidential tax reform committee, convened on the 16th of January 2025 to deliberate on critical national issues, including the reform of Nigeria’s fiscal policies and tax system, and arrived at the following resolutions:
1. The Forum reiterated its strong support for the comprehensive reform of Nigeria’s archaic tax laws. Members acknowledged the importance of modernizing the tax system to enhance fiscal stability and align with global best practices.
2. The Forum endorsed a revised Value Added Tax (VAT) sharing formula to ensure equitable distribution of resources:
•50% based on equality, •30% based on derivation, and •20% based on population.
3. Members agreed that there should be no increase in the VAT rate or reduction in Corporate Income Tax (CIT) at this time, to maintain economic stability. The Forum advocated for the continued exemption of essential goods and agricultural produce from VAT to safeguard the welfare of citizens and promote agricultural productivity.
4. The meeting recommended that there should be no terminal clause for TETFUND, NASENI, and NITDA in the sharing of development levies in the bills.
5. The meeting supports the continuation of the legislative process at the National Assembly that will culminate in the eventual passage of the Tax Reform Bills.

I also extend my heartfelt encouragement to our active-duty military personnel stationed on various frontlines, bravely combating the scourge of insecurity across the country.
Your sacrifices are deeply appreciated.
As we face these challenging times, I urge you to remain steadfast and resolute in your noble mission to secure the future of our nation.
Furthermore, I call on the government to prioritize the welfare of our military personnel by ensuring access to quality healthcare for them and their families, as well as education for their children. These essential measures will inspire greater commitment and reinforce their dedication to building a safer and better Nigeria.
Today, we honor the sacrifices of our Armed Forces and their families with respect and gratitude.
Our Armed Forces have stood firm against external threats, domestic challenges, and growing insecurity. Whether combating terrorism, protecting our boarders, or contributing to peacekeeping missions, their courage and professionalism inspire us all.
Let us also remember the ultimate sacrifice made by those who gave their lives in the service of our nation. These heroes, though no longer with us, have left a legacy in the secure future they helped build. To their families, we acknowledge your loss as a sacrifice shared by the entire nation. Edo State and Nigeria will never forget your loved ones.
As we honor our heroes today and always, we must recommit ourselves to supporting those who serve and their families. In Edo State, we pledge to continue programs that empower veterans and support the widows and orphans of the fallen, ensuring that their sacrifices are honored not only in words but in actions.
Let us look forward with hope, inspired by the courage of our heroes and the promise of a brighter tomorrow. Together, we can create a nation that honors its past and fulfills its potential for future generations.

Today, we gathered in Umuahia to mark the 2025 Armed Forces Remembrance Day. This solemn event served as an important reminder of the immense sacrifices made by our brave servicemen and women who have selflessly defended our nation and upheld the principles of freedom, peace, and justice.
We honour with profound gratitude the courageous servicemen who lost their lives in active duty in different parts of the State over the past year: Staff Sergeant Charles Ugochukwu, Sergeant Bala Abraham, Corporal Ugwu Gideon, Corporal Ikpeama Ikechukwu, Lance Corporal Augustine Emmanuel, and Lance Corporal Owolabi Ojo. We also pay tribute to Sergeant Ojo Godwin, Corporal Aliu Sunday, and Lance Corporal Akhide Sunday.
While we mourn their loss, we also celebrate the values that drove them to serve our fatherland. We must choose valour over fear and stand resolute against the threats posed by extremists and violent criminals. Our cause is just, and we shall prevail in our quest for sovereignty, peace, and stability.
Let us renew our commitment to national values that promote justice, reject corruption, and uphold meritocracy and patriotism. We urge the officers and men of the Nigerian military to exemplify the highest standards of professionalism and ethical conduct, respecting citizens' rights. Our servicemen and women must always uphold the ethos of their profession and the reputation of their institutions.
As a State, we will continue to collaborate closely with the military and security agencies to ensure Abia remains a safe destination for all. I appreciate the unwavering commitment of our security establishments and their partnership in maintaining the safety of our land.
We thank them for their support, and may God bless our Armed Forces and the great state of Abia.
Today, we gather to honour the memories of our fallen heroes who paid the ultimate price in defense of our nation. As we commemorate this Armed Forces Remembrance Day, we are reminded of the sacrifices they made for our freedom and security.
We remember the brave men and women who have served our nation with distinction, and those who continue to serve with valor and dedication. We acknowledge the sacrifices of our gallant men of the Anambra State Vigilante group, who have had to endure the pain of separation, the anxiety of uncertainty, and the grief of loss.
In Anambra State, we are not immune to the security challenges plaguing our nation. The menace of insecurity has threatened our peace, stability, and prosperity. However, as wage this war against the enemies of our collective peace, we must recognize that they are familiar foes who do not deserve any form of support or cover from us.
We are also implementing a comprehensive security strategy that involves community policing, intelligence gathering, and swift response to security threats. Our aim is to create a secure environment that enables our people to live their lives without fear, and to pursue their livelihoods with confidence.
I urge you all to cooperate with our security agencies. They are our friends and allies in the quest for peace and security. Let us continue to support them as they work tirelessly to protect us.
To the families of our fallen heroes, we owe you a debt of gratitude. We will continue to support you and ensure that the sacrifices of your loved ones are not in vain.
