Just go to the official iCloud web page and log in your iCloud account, you will see all your Apple device currently logged in, the you can choose to erase, lock or ring, I am not sure of that locate tho, all these happened when the person connects to network, so if you have personal info on there, I suggest you lock it, e go pain the guy well.

It’s linked to your iCloud account just like google playstore too,my purchase and downloads since 2013 are all there.
