Enugu Green Smart School: Pupils Attend Classes Amid Flooded Compound, Unfinished Structures, Poor Sanitation

An investigation by SaharaReporters has raised concerns about the state of facilities at the Green Smart School in Emene, Enugu State, with photographs and accounts from sources indicating that some parts of the school may remain incomplete despite pupils attending classes there.Read Daily News

Photographs obtained by the publication show sections of the school compound covered with weeds, scattered refuse and construction debris visible around the buildings.


The images also show bamboo scaffolding and wooden ladders leaning against exterior walls, while some sections of the perimeter fencing appear unfinished.

Another photograph shows a damaged concrete structure protruding from the ground. The investigation raised concerns about the condition of the school's drainage and sanitation facilities.



The findings have prompted questions about the completion of the project and the adequacy of the facilities available to pupils at the school.




Concerns Over Sanitation and Access

Sources familiar with the situation at the Emene campus told SaharaReporters that pupils face difficulties accessing parts of the school compound, particularly during the raining season, when some areas reportedly become muddy.Read Daily News

One source described the condition of the premises, saying, "The compound is waterlogged, even at the entrance."

The source added that blocks and wooden planks had been placed along some routes to enable pupils to access their classrooms.

"We put blocks and wooden planks that pupils use to access their classes. It is terrible, especially when it rains. The whole environment is flooded," the source said.

The source also alleged that some construction work had continued after pupils began using the facility.



"The roof got blown out a few weeks ago and was just completed. Some parts of the structure have windows that have not been fixed. I don't really know why pupils were moved into the structure without first completing the project," the source said.

The investigation also raised concerns about the availability of functional toilets at the school.

According to sources who spoke to SaharaReporters, pupils at the Emene campus have had to relieve themselves around the school buildings because of the reported lack of functional toilet facilities.Read Daily News

The sources further alleged that the school's sewage infrastructure had developed problems before being put into use.

The condition of the sanitation facilities and the reported flooding raise questions about the suitability of the school's environment for pupils.



Questions Over Project Funding and Contractors

The investigation also raised questions about the management of funds allocated to the Green Smart School projects across Enugu State.

Concerns have been raised over the alleged disbursement of funds through local government accounts and the selection of contractors for the projects.

The school projects have also been linked to the earlier contractual dispute between the Enugu State Government and Sujimoto Construction, a real estate development company initially associated with the initiative.

The dispute involved disagreements over contractual obligations, project delivery and finances.

The circumstances surrounding the subsequent allocation of construction work to other contractors, including the procurement process and the standards used to assess their work, remain issues requiring clarification.



Questions Over the Implementation of the Smart Schools Initiative

The Green Smart School initiative was introduced as part of efforts to improve basic education infrastructure in Enugu State through the development of modern school facilities.

However, the conditions found by SaharaReporters at the Emene campus have raised questions about the pace of construction, the availability of basic amenities and the readiness of the facility for use by pupils.Read Daily News


Further clarification from the Enugu State Government and the agencies responsible for implementing the initiative would help establish the project's completion status, the condition of its sanitation and drainage systems, and the measures being taken to address the concerns raised.

The government would also need to clarify the contracts awarded for the project, the funds disbursed and the quality-control measures in place to ensure that the facilities meet the required standards.


However, Enugu State Commissioner for Information and Communication, Dr Malachy Agbo, had not responded to requests for comment on the project at the time of publication. SaharaReporters called his mobile phone and sent him a message with questions, but received no reply.Read Daily News

Also, attempts to reach the Commissioner for Education, Prof. Ndubueze Mbah, for comment on why pupils were moved into an unfinished building despite having an existing school facility were unsuccessful. He did not answer his calls.

As of the time this report was filed, he had not responded to a text message requesting his reaction.
