A camera was used to record the computer screen where the CCTV footage was being played.

This often happens when the person recording wants to focus on something on the screen that wasn't previously considered important.

This enables them to follow that thing, zoom in, pan, etc.

Obviously the quality of such a recording will not be the same as the quality of the video on the computer.

Only mental illness will lead a person to believe that it will be the same.
