The elections already recognize the use of card readers.

That section is not exclusive to itself. All the other mentioned parts are all together with that.

If that part about card readers was alone then Buhari would have signed a long time ago. However, the senators think themselves wise and want to insert other things that would promote our democracy as a useless one as anyone would be able to buy himself into power rather than being duely elected into power in a true democracy.
