INEC Voter Registration: Eyewitness Accounts by Drfinn: 9:19pm On Jan 15, 2011
The much awaited INEC REGISTRATION started today nationwide. Share your experiences/observations here.

I am a serving corper in Yobe state. INEC materials arrived late. However, I was able to register 6 persons.

Most corpers weren't that fortunate cos they were driven in old fashioned trucks to various locations/LGAs/districts across the state.

The most problematic and time consuming in the process is d finger printer scanner. However, across the country there have bin report of faulty batteries and nonresponding systems among others. Kindly share your observations from your location/area.
Re: INEC Voter Registration: Eyewitness Accounts by NewsMonste(m): 9:28pm On Jan 15, 2011
I just hope that the DDC machines are not too complicated and the training of corps members was adequate. It has just been learnt that some of them are complaining about the conditions in which they are registering people - under the sun without any shades and having to sit from 8AM to 5 PM.

Maybe INEC thinks with the allowances they are paying them, such suffering is justified. They should please correct this.
Re: INEC Voter Registration: Eyewitness Accounts by zibe(m): 9:31pm On Jan 15, 2011
I've not registered yet but from what I'm watching on the news, its kinda going bad in some parts of lagos. Talk about system being down and even the thumb print stuff not working, thereby making people to wait for hours. Way too bad even for registration. Smh
Re: INEC Voter Registration: Eyewitness Accounts by NewsMonste(m): 9:49pm On Jan 15, 2011
Information we are receiving is that the machines are really working because many each center is recording some registration, only that it takes about two hours to register five persons in some locations at Asokoro, Abuja.

They are technical issues, which shows that preparations for the registration was poor but INEC pretended it was ahead of schedule in preparations, just to sustain the confidence of the public. Nigerian leaders should learn that deception in whatever manner is bad for governance, and so it is with this exercise. If they had opened up about their deficiencies, this would have probably been addressed in time.

Anyways we are hopeful that we still have time to correct whatever inadequacies.

@NewsMonste

You just condenmed SR in my post for highlighting the current failures. From all indications I seriously doubt INEC were prepared for this, despite the hugh amount of money spent. This is really not good. i know it is early days, but the signs were written on the wall clearly for everyone to see, with the shamble of the recently concluded Delta elections.

I am even hearing about the same failures that existed when we registered in 2007.

If you want to get things right, it must be from the get go

I went out at about 10am here in Jos, from Rukuba Rd. through Gada-biu to PRTV station, I did not see any Reg Center. There is an ECWA prymary school very close to my place(the only one n the area) nothing was happening there! Maybe things will change today.
Re: INEC Voter Registration: Eyewitness Accounts by Nobody: 12:32pm On Jan 16, 2011
You would have thought i was an INEC staff yesterday. Hmmm, waited till 1pm before there arrived. Machine not working, helped them look for where to charge, pinter not connecting, came back home at 6pm, not registered, will go and try today
Re: INEC Voter Registration: Eyewitness Accounts by watergate(m): 12:48pm On Jan 16, 2011
Shambolic is an understatement, Spent the greater part of yesterday looking for a centre to register and while the ad-hoc staffs were there early, the machine failed to show up as at the time of returning to my home!!!!!!!!!!! And now to be honest, my interest is wanning, embarassed sad

Despite d inhumanly climatic conditions up north,i set out at d aproved time(8am.Howeva,i was shockd (wen i got 2 my RACO 2 pick my DDC machine),2 find out dat d laptop n batteries wer nt chargd due 2 faulty generator(i pass my neighbor gen).
I summond courage n wnt 2 my polling unit-2 b candid d turnout ws impressive.due 2 low battery,we wernt able 2 print out n issue registrants their cards-we ingenously decided 2 kip registering n taking stock so by 2mrw wen everytins ok,we cn issue dm cards.
Although d fingerprint scanner stil limits our efficieny,we culd boycout it-we r considerin do 'special enrollment' 4 those whose fingers culdnt b scannd hopefuli by nxt wk,
Al in al,despite d logistics problems bin encounterd at various centres, its worthnoting dat d exercise has commencd.i adjourn al 2 try n get registerd!
Re: INEC Voter Registration: Eyewitness Accounts by Aare1(m): 4:49pm On Jan 16, 2011
The process here in adamawa leaves much to be desired, from non-availability of machines to oda issues like d̶̲̥̅̊ inconclusive training of corpers meant to carry out d̶̲̥̅̊ process and the almighty faulty fingerprint scanner.

Corpers also have to contend with the disorganization @ INEC which has caused a lot of them travelling to far off local govt's only to be told that by the resident electoral officer that he has no record of them being posted there, thus they have to return to yola to receive further instructions (I am a victim). The EO's are also using indigenes in place of corpers so that they can get a share of their salaries. I saw yesterday a polling unit where the ARO 1 who is incharge of the ddc machine is stark illiterate wit no knowledge of hw to use a computer and as I speak there are corpers in that LG who have not been posted anywhere, but the EO still insists on not using them.

As I write this I am inside the INEC HQ in yola and about 200 ddc machines are just arriving from God knowswhere, but my point is why are they just getting here 2 days after they should have been put to use. Wanted to take a pic but to many guys wit guns around so I took the pic ‎U̶̲̥̅̊ see codedly but I think the new cartons stacked on top of each oda are obvious. The empty cartons ‎U̶̲̥̅̊ see hv just been opened and d̶̲̥̅̊ briefcase with d̶̲̥̅̊ ddc machine inside removed.
Re: INEC Voter Registration: Eyewitness Accounts by maclatunji: 5:37pm On Jan 16, 2011
It takes about 2 days to register a single person. Why? INEC wants your ten fingerprints captured. So, if the scanner captures 9 fingers and fails to register the last one you can not have your voter's card. Some people can't even have a single finger scanned by the scaner. This is the fact here in my area in Lagos.
Re: INEC Voter Registration: Eyewitness Accounts by Afam4eva(m): 5:46pm On Jan 16, 2011
Is Laptop not what those Inec guys call DDC machine. Nigeria with big names.
Re: INEC Voter Registration: Eyewitness Accounts by Nsiman(m): 6:37pm On Jan 16, 2011
I think the time consumming aspect depends on the ddc machine user and may be type. Infact where i registered 2day, it didn't take me 10mins including printing my card. Tho the challenging aspect is the batteries, there they have just 1 spare battery and once it runs down, it seems it has dev'lop fault. I give it to him, the guy knws how to operate.
Re: INEC Voter Registration: Eyewitness Accounts by mustafar1: 8:44pm On Jan 16, 2011
The scanner issue is all over and its what is causing delays. Spent 2 hours today but eventually got registered.
Re: INEC Voter Registration: Eyewitness Accounts by NewsMonste(m): 9:40pm On Jan 16, 2011
Our sources around Nigeria inform us that the major problems have to do with the following:
- the attitude of some of the corps members
- inefficiency of some of the corps members in the handling of the machines.
- acquisition of good but low capacity equipment by INEC, especially the external memory devices
- poor supervision of the entire exercise by INEC officials
- lack of punctuality by registration officers

Re: INEC Voter Registration: Eyewitness Accounts by NewsMonste(m): 11:16pm On Jan 16, 2011
@ Sochan
My criticism of SR was more to do with its partisanship, tone and blatant condemnation of every programme as far as it is by government. Nobody is ignorant of the fact that we have a set of imbeciles occupying strategic places in the country, but then we shouldn't throw away our sense of reasoning on issues and should commend what needs to be commended while condemning what needs to be condemned.

I condemn this handling of the voters registration because am trying to help while praying that they get it right. However, for SR they hope they never get it right so that they can continue to reap from public anger. Am being sincere here dear friend.

Please explain how any of these factors ensures it takes over 30 mins to register ONE person in some areas. Explain why the fingerprint sensor is so poor that it can take multiple tries to get it to work.

MTN, Glo and Airtel have been registering their subscribers for a while now and they do it far more efficiently. The difference is probably due to the equipment used. I don't know why INEC went with Zinox computers (overpriced, underpowered hardware) and chinese equipment.

Re: INEC Voter Registration: Eyewitness Accounts by Nobody: 9:27am On Jan 17, 2011
Got damn lucky yesterday. grin

While returning from church yesterday and still contemplating on how am going to do the registration, I saw some guys looking for where to set up their equipment and I quickly dashed out of my car and helped them in setting up.

I was compensated for my effort and got registered first!, spent just about 7 minutes because my finger prints are perfectly clean tongue grin.

As at the time I left there, the process was going on smoothly.

The ddc machine is made up of: a laptop, a snapper on a stand, finger print scanner and a printer. I think the hick ups depends on the inefficiency of users. At 3pm yesterday where i registered those guys has registered 40 pple just yesterday only but only battery run down was their major problem
Re: INEC Voter Registration: Eyewitness Accounts by Nsiman(m): 9:43am On Jan 17, 2011

Nsiman:

The laptop is Zinox. I think Haier makes the printer or the fingerprint sensor.

The DDC machines were purchased at a cost of $1770.
Using market prices,
Laptop = $700
printer = $70
webcam = $60

Fingerprint scanner = $100

Total cost of the hardware being used should never be more than $1000. People don chop with this DDC contract.

Total

I got registered yesterday and luckily i had no problem with the scanner.  My ID wasn't clear though, you can only see 2 back dots (eyes). The speed and the queue policies discourage loads from getting registered.

The finger Print scanner is a mess. It takes multiple tries to get a finger scanned and the ten fingers have to be scanned, slowing down the whole thing. Many who got registered before me had problems with the scanner. Some were told to wait or comeback later to complete registration. Manual labour hardens the hand, making fingerprints more difficult to capture. Inec, knowing the demographics of Nigeria, should have gotten more sensitive scanners or even scanners that can capture the whole hand @ a time.

Apparently you cannot just show up and join the queue you have to be there when the booth opens up for the day and get a number, they have limited numbers daily, and once the last is given out everybody else would have to come the next day. Lots don't know this and they join the queue only to be told after some time on it that numbers for the day are finished.

As @ 2pm yesterday, the booth had only registered 7 ppl, @ this rate, an extension would be needed to get even half of the ppl registered.  Couldn't find any youths @ the booths, wats going on people, we are clamouring and asking for change, but we are not willing to sacrifice a day to be part of that change. Words can only go so far. Actions are the true measures of patriotism.
