The Academic Staff Union of Universities,ASUU says it has reached an agreement with the Federal Government on new payment system for universities. ASUU National President, Professor Biodun Ogunyemi made this known to newsmen on Tuesday in Abuja. Ogunyemi said the federal government has accepted the University Transparency and Accountability Solution,UTAS,an alternative software being recommended by the union for the financial administration of the University’s Federal Government staff monthly payroll and accounting processes. According to him, the federal government had also pledged that when fully developed,UTAS will be subjected to integrity tests in order to verify its efficacy . Ogunyemi disclosed that the Union had given a time frame of 18 months to the government to develop,test and deploy UTAS in keeping with the promise adding that UTAS is now ready for the integrity tests required by government. The Lagos State House of Assembly has summoned the Chief of Staff (CoS) to the state Governor, Babajide Sanwo-Olu, Mr. Tayo Ayinde; the state Commissioner for Economic Planning and Budget, and the Commissioner for Special Duties and management of the Lagos State Security Trust Fund (LSSTF) over the whereabouts of the three helicopters belonging to the state government. The national body of the Academic Staff Union of Universities, ASUU, has said that some of its members in seven universities across the country, were denied salaries for the month of February and March, as a result of the IPPIS reform. In a statement signed by its President, Prof. Biodun Ogunyemi, members of the association had suffered substantial cuts in salaries. He said in seven universities, none of their member was paid. The News Digest gathered that the seven universities include Abubakar Tafawa Balewa University (ATBU), Nnamdi Azikwe University, University of Maiduguri (UNIMAID), Federal University Dutse, University of Agriculture Umudike, and University of Nigeria, Nsukka (UNN). Ogunyemi, futher criticized the IIPIS initiative, saying the process is alien to the association and unacceptable to the union, as it does not conform to the working system of universities in Nigeria. “IPPIS is allien to the workings of the University system. Therefore, we were not surprised that the paid salaries were fraught with irregularities such as ommission of names, extraneous deductions, non-remittance of deductions, non-accommodation of academics on sabbatical and study leaves, together with sudden termination of contract appointments. “The national leadership will leave no stone unturned to redress all the injustices associated with the payment of the withheld February and March 2020 salaries,” he said. ASUU has also refuted the claim that IPPIS was the reason they had embarked on industrial action, which has lasted for seven weeks. “Meanwhile, let us all remember that the dispute over IPPIS was not the main issue over which the union declared the current industrial action. Government introduced matters of salary seizure and IPPIS enrollment to divert attention from its failure to meaningfully address our demands for revertilization fund, earned academic allowances, visitation to universities, funding and governance issues in state universities, and conclusion of the renogotiation of the 2019 FGN-ASUU memorandum of action,” its President maintained. AWKA- The Nnamdi Azikiwe University, Awka has announced a break through in the cure of novel Coronavirus by its Department of Pharmacy. Prof Ikemefuna C. Uzochukwu, Principal Investigator, COVID-19 Drug Design, Discovery and Development Project, School of Pharmacy of the University said his group identified nine existing drugs, 14 phytochemicals from natural products and 3 N-acetyl glucosamine analogs with good binding affinities to two important COVID-19 proteins (glycoprotein S and protease) using computer-aided drug design tools. These, Uzochukwu said may be potential inhibitors and possible drug or lead candidates for the treatment and prophylaxis of Covid-19. On whether there is any prospect for the findings, he said his group found existing (approved) drugs that could be used for pre-and post-exposure chemoprophylaxis and treatment of Covid-19. “The identified phytochemicals performed better than the existing drugs and could be developed as well for pre-and post-exposure chemoprophylaxis and treatment of Covid-19.” Uzochukwu, however, said that the next step is for the group to do in vitro validation studies as well as Phase 2 clinical trials for identified existing drugs. He called for funding and technical support both from partners and collaborators to progress the drug development because so far, according to him, the group have been self-funded up-to-date. The National President of the Academic Staff Union of Universities, ASUU, Prof. Biodun Ogunyemi, has said the union is hopeful of government waiving the submission of Biometric Verification Numbers, BVN, of members before their withheld February and March 2020 salaries are paid. In a telephone chat with our correspondent on Monday night, the ASUU boss said the union would continue to pursue issues that would improve the education sector in the country. “We are in contact with the representatives of the Federal government. We are in touch with the Ministers of Labour and Education, even though it is through the phone because of the situation in the country. None of our members has been paid their withheld salaries. “It is said that a labourer is worth his wages and we are due for our wages. We have our reasons for opposing some policies of the government. Our opposition is based on the non-workability of the policies,” he said. Ogunyemi expressed the hope that ASUU’s confidence in the government doing the right thing would not be dashed. The Academic Staff Union of Universities ASUU, says it is yet to receive the payment of two months salaries that was withheld. The Union says, as at 24th of April when the Presidential directive on the payment of it’s salary elapsed, none of it members was yet to receive their pay. The President of ASUU, Professor Biodun Ogunyemi, made these known while responding to issues on the withheld salaries of it members, during a telephone interview with Voice of Nigeria Education Correspondent. Professor Ogunyemi applauds President Muhammadu Buhari for his intervention in addressing the issue, saying the President had addressed the matter decisively. Letter of Protest The ASUU President also disclosed that the Union would protest the non compliance of the directive as it would write a letter of protest to the Minister of Finance and other Stakeholders on the deliberate effort by the Integrated Payroll and Personnel Information System IPPIS, to “derail” the process of paying their salaries. According to ASUU President, “We thank President Muhammadu Buhari for addressing this issue decisively, what we heard is that our members should be paid not later than 24th of April and the agency responsible has failed. “If the agencies responsible refuses to carry out the directive ,we are doing a letter of protest to the Minister affiliated and to other quarters that should be aware of this deliberate effort by IPPIS to derail this process of paying the salary to those who have been unjustly deprived. “ASUU is not rejecting the payment of salary as directed, what ASUU is rejecting is the condition attached to the payment.” The ASUU President said the Union understood from the President’s directive that it’s pay should be released immediately without further condition. “From our understanding of what the President said, there should be no condition, We also know that the President directed the Minister of Finance to device any means that the salary with held be paid latest 24th of April, So there is no way Mr President could have said gather BVN of scattered lecturers within 3days ” “Our members are not on campus for them to fill forms at bursary ,some of these lecturers are at their villages where they don’t even have internet services to fill any form online, there the agency is sending forms to them asking them to supply information that is part of IPPIS form” “We see the condition as a way of putting a wedge on the way, it is a way of ensuring that the directive is not carried out and our members are not happy with it , now some agents have found a way of bringing in IPPIS form and that is what we are rejecting,” Professor Ogunyemi explained. Necessary Documents The ASUU President said the universities already have necessary documents that could facilitate the pay as directed. “The universities have all the information they need to pay our members their withheld salaries. “There is no way the issue of BVN could have been addressed in two days because our members have traveled to different locations all across the country which means the bureaucrats are still seeking for a way to force us into IPPIS, our BVN is requested from us, now the BVN form is attached to the IPPIS firm, they are requesting for BVN from our members and they expect it to be supplied on the IPPIS form.” He stressed that it was not possible for it members to fill online payment forms within three days for them to receive their pay. Professor Ogunyemi stated that the President had considered these before instructing the immediate release of their withheld pay. “So our members could easily see the link between the IPPIS and the BVN request, the introduction of BVN or the IPPIS form are not part of conditions we thought should go with the payment of our withheld salaries. “Our perspective is that under this lockdown our members have moved to different location ,we believe Mr President had fathomed this into account in directing that they release the salary immediately. “Our universities have been paying salary without using BVN , why is it a condition now? “We engaged one of the officials who said the BVN was requested because people could have changed banks and we thought what period of time during this lockdown that people possibly had changed banks,” he lamented. The Federal Government says its insistence on members of the Academic Staff Union of Universities (ASUU) producing their Bank Verification Number (BVN) for the payment of their withheld two months will expose those with multiple jobs. ASUU members, who are currently on an indefinite strike, on Wednesday rejected the demand by the Federal Government to produce their BVN before the payment of their February and March salaries. President Muhammadu Buhari had on Tuesday approved the payment of the withheld two months salaries of ASUU members who refused to enrol on the Integrated Payment Payroll Information System (IPPIS). In a swift reaction, ASUU explained that the Federal Government does not require lecturers’ BVN to pay the two months withheld salaries. The Federal Government through the Permanent Secretary, Federal Ministry of Education, Mr Sonny Echono told Daily Sun that the affected ASUU members were not asked to enrol in the IPPIS before being paid their February and March salaries. Echono explained that the affected lecturers were only asked to provide their BVN to their vice-chancellors, adding ”truth is finally coming out. Why are they afraid of BVN? Because all payments to a single lecturer through multiple accounts with different universities will be linked and traced through BVN. “Those working in three, four or five universities and still claiming allowances for excess workload in their parent university will be exposed. This is the crux of the matter. It is about transparency and accountability period. Ask them about moonlighting by their members and draw your own conclusions.” ASUU Lagos Zone Coordinator Prof Olusiji Sowande confirmed that VCs of the concerned federal universities were directed to collect BVN from ASUU members who have not been paid the February and March. According to him, the salaries of lecturers in federal universities are usually paid without BVN and he wondered why the government is demanding for it, stating that the intention is to gather information about lecturers that rejected the IPPIS. Some of the vice-chancellors confirmed to our correspondent the directive to demand lecturers’ BVN and also acknowledged the opposition of ASUU to the use of BVN to pay the withheld two months’ salaries. ASUU University of Lagos chapter in a circular to members said information from some branches indicated that the payment is conditioned upon filling of IPPIS form and submission of BVN. “Our union’s opposition to the obnoxious and retrogressive IPPIS enrollment for which we have been vindicated still stands. Popular Nollywood actor Kingsley Abasili who is also known as Pete Edochie's lookalike has queried Nigerian government on issues surrounding the ASUU strike and non payment of lecturers' salaries since February amid the corona virus pandemic. The actor took to his social media handle to ask the Nigerian president why he is keeping silent on the issue. Recall that the Academic Staff Union of Universities (ASUU) embarked on an indefinite strike after a two weeks warning strike which was immediately followed by the closure of tertiary institutions by the federal government due to the corona virus pandemic. The strike is said to be as a result of non payment of lecturers February 2020 salary following their opposing the IPPIS registration and their refusal to get enrolled on the platform. Following the recent killing of husbands by their wives, Nollywood actor Kingsley Abasili who is also popularly known for his striking resemblance with the legend Pete Edochie, took to his social media handle to advice men not to marry a woman that is extremely religious to avoid facing same situation as men that has been killed by their spouses. According to Kingsley, extremely religious women have the tendency of killing their husbands at any slightest suspicion of cheating. He wrote: "It is not advisable to marry a woman that is extremely religious. They are mostly the ones with the likelihood of killing their husbands at any slightest suspicion."
