An Islamic Sharia court in Nigeria has ordered the detention of the country's most married man for contempt after he failed to follow a court order to divorce all but four of his 86 wives, a court official said Tuesday.

Muhammadu Bello Masaba, 84, appeared before a Sharia court in central Nigeria's Niger state on Monday after his arrest by the police in his home town Bidda, court clerk Usman Egiworo told AFP.

"He was arraigned in the afternoon and charged with incendiary contempt of religious laws and contracting unlawful marriage to 86 wives contrary to sections , of the sharia penal code," Egiworo said.

Masaba pleaded innocent to the charges insisting "he never contracted any unlawful marriage". Islamic law allows men to marry up to four wives.

Judge Abdulkadir Imam ordered that he be remanded in prison until October 6 when the prosecution is expected to present its evidence against him, the court clerk said.

Egiworo said the court refused oral bail application from Masaba's lawyer Shehu Jibrin who argued that locking away the polygamist would leave his 170 children with no-one to fend for them.

Masaba came to the limelight two months ago when he admitted to having 86 wives in media.

The revelation attracted sharp criticism and indignation from Islamic clerics with the Jama'atu Nasril Islam (JNI), the Nigerian Muslim umbrella body slamming a fatwa or death sentence on Masaba.

Two weeks ago, Masaba agreed to divorce 82 of the wives and keep four, following an ultimatum issued by the influential traditional chief of his home town Bidda to either get rid of his excess wives or quit the town.

Since the return of Nigeria to civil rule in 1999 a dozen predominantly Muslim states in the north have re-introduced a version of the Islamic Sharia legal system.

Nigerian government forces have launched full scale attack on militant camps in the country's southeastern Rivers State, the Movement for the Emancipation of the Niger Delta (MEND), an active militant group operating in the region, said in a statement received here on Saturday.

"At about 0900 Hrs today, September 13, 2008, the armed forces of Nigeria began a full scale aerial and marine offensive on the MEND positions and neighboring Ijaw communities in Rivers State with helicopter gunships, jet fighters and over 20 gun boats and landing crafts filled with heavily armed soldiers mainly from the northern axis of Nigeria," said the statement.

"All MEND positions in the Niger delta will respond to this unprovoked attack coming at a time the government is canvassing the so-called Niger Delta Ministry to hoodwink the people," it said.

The statement also revealed that civilians near the camps were under attacks from government forces.

Oil companies are warned to move out their workers within the next 24 hours, "because a hurricane is about to sweep through oil installations in the entire Niger Delta region."

Nigerian President Umaru Yar'Adua Wednesday reshuffled his cabinet and created a new Ministry of Niger Delta, vowing to promote development and peace in the country's oil-producing area.

Since the beginning of 2006, militant groups emerged in Niger Delta region, fighting for more local control of natural resources, especially oil, through way of kidnapping oil workers and attacks on oil facilities.

More than 200 foreigners have been kidnapped and a string of attacks on oil pipelines, wells and terminals have been registered by now, which have led to about 25 percent oil production drop compared with the country's peak oil output of 2.6 million barrels per day.

Can we have the likes of Barack Obama or Hillary Clinton in Nigeria? I do not think it is easy to have their likes to emerge in Nigeria's political terrain. If the likes of Bill Clinton were to be in Nigeria, they must make sure by hook or crook that his wife becomes the party's flag bearer. He must bulldoze his way through. Over here, many have put their wives on different platforms by reason of their political clouts and muscle when they were only rookies in politics. If Obama was to be a Nigerian, his ethnic group must be the first criteria to be put into consideration. They would have to check whether he is from the North or South and not whether he is sound and qualified. He must have to be somebody's political or biological son to even emerge from his ward in the primaries.Hillary Clinton, a woman, was a serious contender even to the very last point. Would such have happened in the Nigerian political terrain? Certainly not. The Nigerian political terrain is not gender-friendly. Women over here are only considered good enough for minor political positions. The men are of the opinion that women have no business being in politics

The World Bank has rated Nigeria 118 out of 150 countries polled on ease of doing business generally.
The rating is based on the International Finance Corpo-ration (IFC) report released yesterday in Washington DC and entitled “Doing Business in 2009”.
In the report, Nigeria is classified as a low income nation with $930 as Gross National Income (GNI) per capita.
The rating was arrived at from the average of a list of factors such as ease of starting and closing business, property registration and paying taxes.
Others are licensing process, getting credits, employing workers, cross-border trading, enforcing contracts and protection of investment.
Nigeria’s current ranking means the country has dipped further from its 109 in 2006, 108 in 2007 and 114 in 2008.
Following the report, the implication is that Nigeria is yet to carry out enough reforms as to ease off doing business in the country.
Three of the world’s top ten reformers in 2008 namely Senegal, Burkina Faso and Botswana are African.
The report, however, noted that Nigeria upgraded facilities at its Apapa Port in Lagos and thereby sped up her import and export process.
“Senegal made it easier to start a business, register property, and trade across borders,” the report noted, adding, “Burkina Faso introduced a new labour code and reforms for registering property, dealing with construction permits, and paying taxes.
“Botswana cut the time to start a business, facilitated trade, and strengthened investor protections. Post-conflict countries, Liberia and Sierra Leone, along with Rwanda were among the regions’ most active reformers of business regulations.”
The report puts Singapore in the first position.
The Asian nation is followed by New Zealand, United States, Hong Kong China in the second, third and fourth positions, respectively.
Mauritius is first in Africa and 24th in global ranking.
According to the report, Mauritius is an “inspiration for reform and good practices to other economies across Africa.”
Mauritius is followed by South Africa, which occupies the 32nd position in the global ranking.
At 38th position globally, Botswana is third in the continent.
Namibia was ranked 51, Kenya 82, China 83, Ghana 87, Uganda 111, Egypt 114, and Ethiopia 116.
Leading from the bottom is Bolivia at 150th position, followed by Senegal 149, Burkina Faso 148 and Sudan 147.
Meanwhile, World Bank President Robert Zoellick has said adherence to the rule of law, fighting corruption and ensuring transparency will create the right climate for investment in Nigeria.
Zoellick told the News Agency of Nigeria (NAN) on the sideline of the Third High Level Forum in Accra, that Nigeria had “great potential” for growth.
“Nigeria is a country with great natural resources and part of the other resources is the rule of law, the anti-corruption, the transparency procedures that help create a better investment climate, '' he said.
The World Bank president said creating the right investment climate would require change on the part of donors and their partners, adding that the private sector must be given an upper hand in promoting investments.
He said: “Another aspect is in connecting the private business sectors and this is another area we are trying to work out with the International Finance Corporation.
“Much of the global trade system now has global sourcing. Let’s take agriculture for instance, you can get good product now in West Africa but the product has to meet what they call sanitary standards for the U.S. and Europe, '' he said.
Zoellick said negative reports on Africa had misrepresented the reality of 5.9 per cent to 8.1 per cent growth in the continent in the past 10 years.

KHARTOUM, Wednesday - The chairman of the African Union, Tanzania’s President Jakaya Kikwete, has declared that the AU Peace and Security Council will take the responsibility of handling attempts to halt the International Criminal Court’s dispute with Sudan at the UN.

In a joint press conference he held with Sudan’s President Omar Hassan al-Bashir yesterday in conclusion of his talks in Khartoum, President Kikwete said that Nigerian and Tanzanian ambassadors in New York, are currently seeking ways to halt the ICC’s plans to charge President Bashir.

The ICC accuses President Bashir of genocide in Darfur.

President Kikwete affirmed that the AU and UN will work with the government of Sudan to realise peace and justice in Darfur and to handle the humanitarian crisis in the region.

President Kikwete expressed his appreciation for the commitment made by Sudan and President al-Bashir personally to endeavour to solve the issue of Darfur, stressing that the UN does not undermine the importance of justice in Darfur and that the AU believes that it’s an important issue, but priority should be given to peace, humanitarian issues, protection of lives and alleviation of suffering in the western Sudan region.

He affirmed that the AU is trying to secure its previous stance through AU Peace and Security Council to freeze the ICC plans and through UN to secure this stance.

Also, he affirmed that the difficulties facing deployment of the hybrid forces will be discussed with the AU and UN, surmounting the stance of the government of Sudan and its commitment to protect the humanitarian convoys and humanitarian workers.

President Kikwete said that his talks with the officials of the government of Sudan and the chief of the joint mission focused on the peace process in Darfur and the difficulties that face deployment of the hybrid forces in Darfur.

For his part, President al-Bashir said that security and stability in Sudan are crucial for Africa, pointing out the efforts made by the government to realise peace at all levels, affirming that his talks with the chairman of the AU have been comprehensive, productive and constructive and forms a framework for solution of issues.

President al-Bashir added that President Kikwete would participate in the activities of the UN general assembly, and would meet with a number of leaders and “we are quite convinced that he would express our stance clearly and would support Sudan.” (Suna)

ABUJA, Sept 10 (Reuters) - Nigeria's cabinet approved a new ministry for the oil-producing Niger Delta on Wednesday and the demerging of the Energy Ministry into separate portfolios for petroleum and power. The changes were part of a broad restructuring by President Umaru Yar'Adua after 16 months at the helm of Africa's top oil producer and were the latest sign of him shaking off the influence of his predecessor Olusegun Obasanjo.

"The cabinet has approved the restructuring of the ministries by demerging those that were merged by the previous administration," Mahmud Yayale Ahmed, secretary to the government of the federation (SGF), told reporters in the capital Abuja after a cabinet meeting.

The changes also included the reintroduction of the ministry for police affairs and the separation of some ministries merged by the last administration such as transport and aviation. LAGOS, Sept 9 (Reuters) - Unidentified gunmen in Nigeria's oil-producing Niger Delta hijacked an oil industry supply vessel with five foreign workers and eight Nigerians on board on Tuesday, a private security contractor said.

The contractor said the vessel, H.D. Blue Ocean, was attacked at about 2:30 p.m. (1330 GMT) at the entrance of the Sambreiro River in the delta, a vast network of mangrove creeks which is home to Africa's biggest oil industry.

Nigerian military officials were not immediately able to confirm the attack. The nationalities of the foreigners on board were not immediately known.

Insecurity in the Niger Delta surged in early 2006 when militants, who say they are fighting for more local control of the impoverished region's oil wealth, started blowing up oil pipelines and kidnapping foreign workers.

Criminal gangs have taken advantage of the breakdown in law and order and the instability has become as much about control of a lucrative trade in stolen oil and abductions for ransom as about political struggle.

Gunmen attacked a vessel operated by the local unit of Italian energy group Eni <ENI.MI> close to Sambreiro early on Sunday, killing one crew member and abducting another for ransom, the army said.

That attack came barely three weeks after gunmen hijacked a supply vessel belonging to oil services company West Africa Offshore with eight Nigerian crew members as it returned from the Agbami offshore field operated by U.S. firm Chevron <CVX.N>. (Reporting by Nick Tattersall; editing by Sami Aboud

BANGKOK, Thailand - Thailand's prime minister was forced out of office Tuesday along with his Cabinet after a court ruled that he had broken a conflict-of-interest law by hosting TV cooking shows.

Samak Sundaravej's party later unanimously agreed to re-nominate him as a candidate for prime minister, indicating that Thailand is still not free from its deep political crisis that has virtually paralyzed the government, spooked the financial markets and scared away tourists.

"The defendant has violated Article 267 of the constitution, and his position as prime minister has ended," said the head of the nine-judge panel, Chat Chonlaworn.

The rest of the Cabinet will stay in as a caretaker government until a new prime minister is chosen. The senior deputy prime minister, Somchai Wongsawat, meanwhile assumes the prime minister's duties. He is the brother-in-law of former Prime Minister Thaksin Shinawatra.

Parliament will meet Friday to vote on a new prime minister, and all parties can nominate candidates.

Tuesday's judgment, broadcast live on television and radio, was greeted with loud cheers and claps from Samak's opponents who have occupied his office compound since Aug. 26 to demand his resignation.

Samak, 73, a self-proclaimed foodie, hosted a popular television cooking show — "Tasting and Complaining" — for seven years before becoming prime minister. But he also made several appearances after taking office, breaking a constitutional prohibition on private employment while in office.

"His employment at the company can be considered an employment," said Chat. He said Samak gave "conflicting testimony" and that there was an attempt to fabricate evidence "to hide his actions."

Before the court began its session, Samak had said he would honor the verdict. He was not immediately available for comment.

Samak had claimed that he was not an employee of the company that made the show and only received payment for his transportation and the ingredients used for cooking.

The verdict provided a new twist to Thailand's political uncertainty that began in early 2006 when a group of royalists, urban residents and union activists, calling themselves the People's Alliance for Democracy, started demonstrating against Thaksin, accusing the then-prime minister of corruption.

The relentless demonstrations, led by media tycoon Sondhi Limthongkul and four others, led to a military coup that ousted Thaksin. The junta called elections in December 2007, which were won by a coalition of Samak's People's Power Party and five other parties.

It triggered a fresh round of demonstrations by the alliance, which accuses Samak of being a proxy for Thaksin, who has fled to Britain to avoid facing corruption charges.

Samak had refused to resign or call fresh elections, and many believed the court ruling could give him an opportunity to make a graceful exit without losing face.

Kuthep Saikrajang, the spokesman of Samak's party, said its members unanimously agreed to re-nominate Samak in Parliament as their candidate for the prime minister's post. But the final decision depends on Samak as well on other parties in the ruling coalition, he said.

It is not clear whether this would again violate the Constitution, and such a move could also inflame supporters of the People's Alliance for Democracy.

There also was no sign that the alliance supporters would now vacate the Government House compound.

"Samak was ousted by the court but there is no guarantee he will not return in the next few day. So our protest will continue for the time being," said alliance spokesman Suriyasai Katasila.

Samak is also facing other legal problems — the Election Commission has recommended that his party be dissolved for vote fraud, and he faces a defamation suit and three possible corruption cases.

Analysts were doubtful if Tuesday's ruling would end Thailand's political deadlock.

"It adds more color to the ongoing conflict but is not significant enough to change anything. The confrontation will go on with no end in sight," said Chaiwat Kamchoo, a political science lecturer at Bangkok's Chulalongkorn University.

WASHINGTON - U.S. officials think North Korea's unpredictable dictator may be gravely ill.

A U.S. intelligence official says there is reason to believe Kim Jong Il is sick after he failed to show up at a North Korean national celebration on Tuesday.

A U.S. intelligence official says it is possible that Kim has suffered a stroke. That official and another U.S. source spoke on condition of anonymity to describe sensitive intelligence gathering.

Kim has not been seen in public for a month and U.S. officials were closely watching Tuesday's military parade for signs to the leader's health.

North Koreans call Kim the "Dear Leader" and he holds absolute power in the Stalinist regime.

Etisalat, the main telecoms operator in the United Arab Emirates, said Tuesday it was ready to roll out Nigeria's fifth mobile telephone network.

"I am happy to announce that Etisalat Nigeria is indeed on track in its quest to build and deliver a truly robust and stable network," chairman Hakeem Bello-Osagie said in a statement.

"It has become crucial for Etisalat Nigeria to ensure that, as Nigerians join the 64-million-strong Etisalat family across the Middle East, Africa and Asia, they experience first-hand the innovative service delivery and creative product development that have become the hallmark of Etisalat's quality."

He said operations will begin with a 0809 number prefix.

Etisalat won the 400 million dollar (282 million euro) licence to operate telecoms services in Nigeria -- Africa's most populous nation and its biggest cellphone market -- last year.

Four other telecom operators -- including South Africa's MTN, the market leader -- have a combined subscriber base of around 60 million
