17th September when resumption should be October 4th, that's too close. There's usually 4weeks notice period for new intake to enable them resign from their job with quite good notice period

I don't think his sending a mail will affect his chances or anything. It's usually normal practice to send a mail to the firm you interviewed with if you don't get feedback after a while.
But like has been said, it's a general something. They'll get back to us when they'll get back to us. But his sending it might give us a chance to understand, to a little extent, what is actually going on.
So either ways...

Yeah, but they are using a template. Preparing employment documents is no issue at all. They are not reinventing the wheel entirely. In this era of tech, that will never be a problem. Plus, PWC is always at the top of their game, I’m sure they are better than I even know. I guess the delays will rather be around the criteria surrounding the eventual recruitment.
