Dangote Sets Another Record as Refinery's Electricity Surpasses Nigeria’s Eleven Years Capacity

Nigeria added barely 760 megawatts of power to the national grid in eleven years; in contrast, the Dangote refinery doubled that amount and produced 1,500 megawatts in a shorter amount of time. Nigeria has the capacity to generate 13,000 MW of power.

UGC Data obtained from the Nigeria Electricity System Operator demonstrated that, as of June 12, 2024, the average generation of 4,160 MW had increased by 22% from an average of 3,400 MW in November 2013 to the Distribution Companies (Discos) delivery to the Generation Companies (Gencos) via the Transmission Company of Nigeria (TCN).

But following construction in 2018, Dangote's oil refinery generated 1,500 MW of power—more than the entire country's grid expansion accomplished in more than ten years.

Aliko Dangote said at the Afreximbank Annual Meetings and AfriCaribbean Trade & Investment Forum in Nassau, The Bahamas, “We don’t put pressure on the grid. We produce about 1,500 megawatts of power for self-consumption.”

Situation calls for worry BusinessDay reported that this scenario has sparked worries about Nigeria's electricity sector's sluggish growth, even in the face of billion-dollar investments and an 11-year-old privatisation process. Charles Akinbobola, a senior energy analyst at Sofidam Capital, said, “The government and some operators in the sector may say there has been some form of growth since 2013, but in actual terms, how many people are benefiting from the privatised power sector? most conglomerates are generating their power.

“The challenge of the power sector has not entirely been the scarcity of funds, several trillions of naira have been pumped into that industry. The sector has been plagued by the shortcomings of its managers.” Nigeria needs to do more Nigeria has the capacity to generate 13,000 MW of power, while South Africa, with a comparable economy and 25% of the world's population, can produce about 58,095 MW. Yet, Nigeria's aging power infrastructure only supplies approximately 4,000 megawatts of electricity to its 200 million inhabitants, or about the same amount as Edinburgh, home to 548,000 people, does.

Despite Nigeria's transmission capacity increasing by 20% to an average of 4,200mw since 2013, BusinessDay analysis reveals that the country's population has expanded by 57% during the same period, from 131 million to 206 million, based on the most recent World Bank figures. Nigeria appears to be traveling at a snail's pace, but other African nations are advancing quickly.

For example, between December 2015 and December 2018, Egypt, a country of 114 million people, added 28,229 million MW to its national system, bringing its total installed capacity to 58,818 MW. This was accomplished, according to the International Trade Administration of the US Department of Commerce, through a fast-track initiative that installed 3,636 MW of power in 8.5 months at a cost of $2.7 billion.

In March 2015, Egypt signed a second contract with Siemens for the construction of three mega combined power cycle stations, adding 14,400mw in 2.5 years. Data from Ghana's energy agency show that between 2000 and 2020, the country's capacity to generate electricity expanded at an annual rate of 6.4%, from 1,358 MW to 4,695 MW.

FG gives orders to reduce electricity supply The Nigerian Electricity Regulatory Commission (NERC) is set to enhance power supply to domestic consumers following its orders directing the System Operator (SO) to cap supplies to international customers by 6 per cent of domestic supplies. The affected countries include Togo, Benin Republic and the Niger Republic. The development comes amid a high level of indebtedness and non-remittance of electricity bills supplied to the countries over the years.

The Peoples Redemption Party (PRP) says President Bola Tinubu’s reforms have pushed the nation’s “misery index to an unprecedented level”.

In a statement on Thursday, Falalu Bello, PRP national chairman, faulted the government’s continuous use of Bretton Woods institutions’ economic policy prescriptions despite their “monumental failures in the past”.

The Bretton Woods institutions are the World Bank and the International Monetary Fund (IMF).

Bello said the challenges faced by the country could have been addressed using unconventional and orthodox policies without resorting to Bretton Wood’s economic policies.

“Removal of subsidies on fuel, electricity, etc., devaluation of our currency, increases in interest rates, etc.—all International Monetary Fund (IMF) and World Bank (WB) economic policies have combined to push the nation’s misery index to an unprecedented level,” the statement reads.

“Headline inflation is inching up to 40% and rising, poverty levels are exacerbating, unemployment and underemployment levels are increasing because of low capacity utilization and factory closures, taxes are being increased, and notwithstanding these developments, so are interest rates! How realistic, humane, and sensible are these actions by the government?

“Our party, the Peoples Redemption Party (PRP), views these developments with contempt, as it appears that our leadership is either aloof to the suffering of the common man or they are following someone’s script to impoverish Nigerians.

“A democratically elected government should have a sense of duty, honour, and care of the electorate that brought it to power. We see none of these in our leadership today.

“Indeed, even the Western world’s institutions have come out recently to advise the Nigerian government that the policies being pursued and implemented wouldn’t take us to Eldorado or out of our woods!

“Yet President Tinubu, his ministry of finance, his Central Bank, and his economic team are so fixated on the path of self-destruction of our economy using archaic IMF/World Bank models and methodologies.”

Bello lamented that the government’s refusal to explore alternative economic policies has worsened the suffering of Nigerians.

“We urge the government of President Tinubu to wake up from its slumber on the occasion of the 25th anniversary of civilian rule in Nigeria as well as the Eid-el-Kabir celebrations,” he said.

The World Bank says its $750 million loan to Nigeria will support the federal government’s policy reforms.

World Bank made this known in the programme appraisal document — dated May 17, 2024 — on the proposed loan disbursement to Nigeria.

On June 13, Wale Edun, the minister of finance and coordinating minister of the economy, announced the approval of two financial support packages by the World Bank valued at $2.25 billion.

The loan consists of $1.5 billion for Nigeria’s reforms for economic stabilisation to enable transformation (RESET) development policy financing program (DPF) and $750 million for Nigeria’s accelerating resource mobilisation reforms (ARMOR) program-for-results (PforR).

In the programme appraisal document, the World Bank said the ARMOR programme contains revenue policy measures such as raising pro-health taxes on tobacco, and alcohol.

The Bretton Woods institution also said the programme contains the introduction of taxes on online betting and gambling, as well as new excise on telecommunication services.

Also, green taxes in the form of excises on vehicles and single-use plastics, as well as the implementation of an electronic money transfer levy were included in the programme.

The World Bank also said the presidential committee on fiscal policy and tax reforms has recommended more structural reform of the value-added tax (VAT) regime.

According to the World Bank, the disbursements under the proposed ARMOR programme will be through nine disbursement-linked indicators (DLIs) structured around the programme’s three result areas.

DLI, also referred to as performance-based financing, is a modality under which funds are disbursed by an investor or donor to a recipient upon the achievement of a predetermined set of conditions.

The World Bank said the DLIs support increased revenues from value-added tax and reduced forgone revenue — which will support phasing out the exemption of interest income from corporate bonds and pioneer status tax incentive scheme.

The Bretton Woods institution also supports increased revenue from pro-health and green taxes — which supports increasing the excise rates on tobacco, and alcoholic products, as well as online betting and gambling services — increased on-time online e-filing and e-payments, enhanced VAT voluntary compliance, improved tax audits, increased compliant trade flows, increased customs revenues through better risk management and enhanced post-clearance audits (PCAs), and enhanced transparency and increased oil revenue flows.

Nigeria seeks 18-month extension on World Bank’s $800 million palliative loan amid economic challenges


In response to escalating inflation and economic difficulties, the Nigerian government has requested an 18-month extension for the World Bank’s $800 million palliative loan, aimed at enhancing the country’s social safety net programs.

The extension, if approved, would move the project’s closing date from June 30, 2024, to December 31, 2025.

The government stated that since its inception, the loan has benefitted approximately three million poor and vulnerable households.

It said beneficiaries include 700,000 households from rural areas and 2.5 million from urban areas, covering 1,652 urban wards.

Nigeria is battling high inflation, which peaked at 33.2% in early 2024, driven by subsidy removals and exchange rate depreciation.

The project aims to realign timelines and enhance the National Social Safety Net Program-Scale Up.

The government seeks approval to restructure the project’s national steering committee, moving the chairmanship from the Minister of Humanitarian Affairs and Poverty Alleviation to the Minister of Finance, amidst a probe into alleged mismanagement of the scheme.

As of now, 39.38% of the loan has been released, with a pending balance of approximately $485 million.

The loan includes various charges: a maximum commitment charge rate of 0.5% per annum on the Unwithdrawn Financing Balance, a service charge of 0.75% per annum on the withdrawn credit balance, and an interest charge of 1.25% per annum on the withdrawn credit balance.

Payment terms include initial and increasing percentages of the principal amount over time.

The planned extension aims to distribute N75,000 in temporary cash transfers to each of the 15 million targeted households, spread over three months.

Newsng gathered that a digital payment delivery mechanism is in place to facilitate direct transfers to beneficiaries’ accounts or wallets.

Similarly, integration of the National Social Register with the National Identification Number is underway to strengthen the targeting system.

On its part, the World Bank has initiated the preparation of a Security Risk Assessment and Management Plan due to recorded security incidents involving project staff.

Additionally, measures are being taken to improve contract management and procurement practices, with ongoing support from the World Bank to enhance financial management.

Recall that the World Bank and the Federal Government of Nigeria recently unveiled ambitious plans under its Sustainable Power and Irrigation Project for Nigeria (SPIN), aiming to achieve a target of 10,000 megawatts (MW).

The announcement was made by Minister of Power, Chief Adebayo Adelabu, during the African High-Level Roundtable on Sustainable Hydropower in the African Renewable Energy Mix of the 21st Century held in Abuja.

The minister stated that SPIN seeks to unlock an additional 10GW combined capacity from various sources, including existing dams with provisions for hydropower, partially incomplete dams, greenfield projects, and multipurpose dams that can be modified or retrofitted.

Based on jurisdictions, it's the jurisdiction of the State High Court to entertain this matter, because Kano emirates are purely based on Kano State laws, and have not been determined to violate the federal constitution.

From my understanding, the Federal High Court can only intervene in limited situations, for example, if the constitutional rights of the dethroned emir is violated, or when the Kano emirate laws violate the federal constitution

Also from my understanding, the Federal High Court is not a higher authority to the State High Court, they have separate jurisdictions. If the State High Court sets aside the ruling of a Federal High Court because it considers the matter to be a state matter and not federal, this order will be respected until the determination of a higher court, in this case, the Court of Appeal.
This is Nigeria where laws, jurisdictions and judgements are fluid......
