Resign, install this new deputy as governor and move to senate in 2027. He was a former senator and thus qualifies for senate president.

I understand he too wants to resign so he can contest for Senate in the 2027 elections, since the Imo governorship elections are now off cycle. Hence why he wants to appoint his anointed successor as deputy governor now, to take over when he resigns. He probably feels a woman being governor after he leaves wont sit well with the people.
