its still in the context. ESN was set up to fight herdsmen menace. They metamorphosed to UGM and destroyed virtually all police station in the East. What effort have they made to curb the herdsmen menace? Who do you want to fight the herdsmen? Is it the police you have chased away?

Is it the ESN that the Army have clamped down, tagging them hoodlums or the innocent young men who are harassed just for being in these areas that would still operate in hunting down killer herdsmen? Are the ESN allowed to operate? The soldiers that are parading here and there should do the job.... since they are meant to be in the communities and not on the battlefields. How many herdsmen have ever been arrested and or prosecuted for any offense?

Of course, people love their lives, hence the low turnout.
