The ruling All Progressives Congress has described as illegal the visa granted by the United States to Atiku Abubakar, Nigeria’s main opposition presidential candidate. Mr Abubakar entered the U.S. on Thursday, his first in 12 years, on a trip billed for meetings with Nigerian business elite in Washington D.C. and a stop at the U.S. Chamber of Commerce for off-record briefing on Nigeria’s economic matters. Both the politician and his supporters in the Peoples Democratic Party see the journey as a major political victory. But Mr Abubakar’s “entry and presence in the USA is a mockery of President Bush Proclamation 7750 which affirms the denial of US visa to foreign officials involved with corruption and other supporting legislations by the Congress,” the APC U.S. chapter said in a statement Thursday night. “APC believes” that Mr Abubakar “should be held accountable for his involvement in money laundering.” The statement, signed by Ronke Ekwensi, national secretary of APC U.S. chapter, contained many defamatory comments, including the outright description of Mr Abubakar as “a thief” wearing the “cloak of corruption,” even though Mr Abubakar has not been charged to court of any such crime. Mr Abubakar has been taunted for years by critics over his inability to enter the U.S. since leaving office as Nigeria’s vice-president in 2007. The stalemate, which Mr Abubakar himself expressed strong concerns about, was the source of many speculations, especially claim that the politician was being denied visa because he had been found wanting in a series of corrupt deals. But while Mr Abubakar has been investigated by the U.S. authorities, including the country’s Senate, and was a suspect in a bribery scandal that sent a former U.S. federal lawmaker to jail, the Nigerian politician was never convicted of any crime. Before he left as vice-president in 2007, Mr Abubakar was also accused of fraud by the Economic and Financial Crimes Commission, but he was never arraigned in court. In May 2018, PREMIUM TIMES found that Mr Abubakar had sold his mansion in the U.S., a move he attributed to prolonged disuse of the property rather than his inability to enter the country. As the 2019 general elections campaign heats up, Mr Abubakar’s issues with the U.S. authorities were deployed as a critical weapon by the ruling party’s supporters. Although Mr Abubakar argued that his ineligibility for an American visa should not preclude him from becoming Nigeria’s president, he continued to explore chances of travelling to that country, nonetheless. He appeared to have hit a breakthrough when he settled his decade-long rift with former President Olusegun Obasanjo, with whom he had fallen out before they completed their respective tenures as president and vice-president from 1999-2007. Mr Obasanjo was amongst those who said cast the image of Mr Abubakar as a corrupt politician. As recently as August 2018, Mr Obasanjo told PREMIUM TIMES he would never to support his then-estranged lieutenant for president in 2019. But barely two months later, and a few days after Mr Abubakar emerged presidential candidate of the PDP, Mr Obasanjo changed his mind, forgiving the presidential candidate and endorsing him over President Muhammadu Buhari, whom he said he wants out of office for incompetence. Mr Obasanjo said while endorsing Mr Abubakar amidst fanfare at his country home in Abeokuta that he would help the candidate mend fences where necessary. By December, Mr Abubakar was granted a U.S. visa following Mr Obasanjo’s intervention, according to multiple sources familiar with the affair. The ruling APC appeared to have caught wind of Mr Obasanjo’s moves to help Mr Abubakar secure a visa early, issuing a call late November that U.S. government should desist from going along with the plan. Lai Mohammed, the cabinet information minister, said the warning was necessary to let the U.S. recognise that granting Mr Abubakar a visa could weigh heavily on the outcome of the general election. In a statement earlier today, however, Mr Mohammed said the APC was indifferent to Mr Abubakar’s trip to the U.S. He, however, said Mr Abubakar would be grilled over newly-emerged evidence of corruption he allegedly perpetrated. Femi Adesina, presidential spokesman, says the military had admitted losing President Muhammadu Buhari’s certificate. In an interview with The Nation, Adesina was quoted as saying the issue is dead and those still discussing it are “idle”. Buhari had failed to submit his academic certificates to the Independent National Electoral Commission (INEC), claiming it is still with the military. The president’s claim had triggered a controversy on the matter, with some Nigerians insisting he must present his credentials. Adesina, however, said those raising the issue are the opposition parties whose defeat is “imminent” ahead of the 2019 elections. “The certificate saga is a dead issue, only idle people will consider it. It is something that had been laid to rest before the 2015 general elections,” Adesina was quoted as saying. “Those raising the issue are idle and they have run out of ideas. They see defeat staring them in the face and they are desperate to cling to any straw. This issue was resolved before the 2015 election.” He said when Buhari and some of his colleagues joined the military, their original certificates were taken from them. “The military knew where they kept the original certificates of the president. In fact, a former chief of defence Staff, Gen. Alani Akinrinade, corroborated that the military collected the original certificates of all its officers,” he added. “The military already said they lost the certificates. But does it mean that it did not exist that the president went to school, sat for examinations and passed; attended military courses and War College? “It does not change the fact that the president rose through the ranks to become a major-general in the Nigerian army and a military head of state. “Didn’t those opposed to president Buhari go to court over his certificate and lost before? They will still lose this time around. The Buhari Support Organisation (BSO), South-East Geopolitical Zone, has faulted the Minister of Power, Works and Housing, Mr. Babatunde Fashola over his stand that the South-West would produce Nigeria’s President in 2023. Fashola had while speaking at a special Town Hall Meeting on infrastructure organised by the Ministry of Information and Culture and the National Orientation Agency held in Ibadan, Oyo State, called on the people of the South West to support Buhari’s second term bid in order to regain power in 2023. However, the BSO South-East, in a communique issued after its meeting in Enugu, declared that in 2023, it would be the turn of the South East Geopolitical Zone to produce the President of Nigeria. The communique was signed by Rt. Hon. Stanley Ohajuruka and Barrister Godwin Onwusi, the South-East Coordinator and the Ag. Secretary of the BSO, respectively. It read in part, “The caucus of the BSO South East Geopolitical Zone met in Enugu from Saturday to Sunday 28 October, 2018, and after exhaustive and detailed analysis of the zoning and rotation of president convention from Southern Belt to Northern Belt in 1999 to date; came to the inevitable conclusion that it is the turn of the South East to produce President of Nigeria of Igbo extraction. “Our proclamation is hinged on the truism that the rotation convention was introduced in 1999 for equity, justice, peace and unity of our dear country. That the rotation convention is meant to erase the fears of marginalisation of any ethnic nationality, hence implant sense of belonging to all Nigerians.” They recalled how “His Excellency, Dr Alex Ekwueme of blessed memory was shoved aside from a party he co-founded, in order to appease the South West, and His Excellency Ogboniya Onu was also in the same manner shoved aside, hence the commencement of the rotation of president from the South West in 1999. “That in spite the shoddy manner Ekwueme was treated at the Jos Peoples Democratic Party convention and Onu at the defunct All Peoples Party convention at Kaduna, Ndigbo still went ahead to vote along the agreed rotation convention. “It is as well worthy to note that in spite of unintended consequences the zoning convention train progressively moved North in 2007, South South in 2010 and North in 2015. “Taking into consideration that our brothers and sisters of the South West and South South are primary beneficiaries of the zoning convention – 8 & 5 plus years respectively; it behoves on all patriots and people of good conscience to accord the South East our due. “The true position is that since our return to civil rule in 1999, the South East is the only geopolitical zone in the Southern Belt that had not tasted the juicy and cosy ambience of Aso Rock Villa. We are patiently waiting for 2023 for South East to occupy Aso Rock. “Without being immodest anything contrary will regrettably reinforce the view of those who do not cherish the uncommon stride of Nigeria as a giant of Africa. And most importantly will unwittingly reinforce the views of those who both overtly and covertly preach a disintegrated Nigeria. “Accordingly, we shall mobilise Ndigbo both home and abroad, in a Bi-Partisan manner to vote for Buhari in 2019. For Buhari’s victory is surest route to our quest for President in 2023.” On the ongoing debate on restructuring, the BSO reassured Nigerians that “APC and by extension President Buhari is not against restructuring; APC is putting finishing touches to the Malam Nasir Elrufia Committee’s report on restructuring. The Kaduna State Government has selectively varied the 24-hour curfew declared on Sunday in Kaduna metropolis and other parts of the state with immediate effect. According to a statement by Senior Special Assistant to the Governor on Media & Publicity, Samuel Aruwan, the action follows a meeting of the Kaduna State Security Council which received reports and deliberated on the security situation. “Following the review, the Security Council recommended that the curfew in Kasuwan Magani and Kujama is relaxed so that people can move between 6am and 5pm. The curfew in Kasuwan Magani and Kujama remains but will now be enforced from dusk to dawn – from 5pm in the evening to 6am in the morning, till further notice” “The State Security Council determined that threats continue in Kabala West, Kabala Doki, Sabon-Tasha, Narayi and Maraban Rido within Kaduna Metropilis where attacks on places of worship were either attempted overnight or contemplated. Therefore, the Security Council has decided that the 24-hour curfew should remain in these places, and will be vigorously enforced. Any individual that violates will be arrested, and the security agencies directed to engage any hoodlums or unauthorized groups with appropriate force” For the rest of Kaduna metropolis, the Security Council has noted an improvement in the security situation, and therefore decided that a window be provided for residents to be able to restock on essentials” “Therefore, the curfew in the rest of Kaduna Metropolis is relaxed from 1pm to 5pm today to enable all markets, shops and businesses to open and operate. In its UNFPA state of world population report themed “The power of choice: Reproductive rights and the demographic,” the UN agency revealed that 148.8 million Nigerians are under the age of 25.
