The Independent National Electoral Commission and the All Progressives Congress are set for a showdown over the submission of the list of candidates for elections in Zamfara State, The PUNCH has learnt.

The deadline for submission of the names of the candidates for presidential and National Assembly election is Thursday (today) and the APC is expected to submit its own list today.

INEC had last week written a letter to the National Chairman of the APC, Adams Oshiomhole, explaining that the party would not be allowed to field any candidate except for the presidential election because the October 7 deadline for the conduct of primaries had lapsed.

However, a Zamfara State High Court had on Tuesday issued an interim order restraining the APC and INEC from disqualifying the party’s candidates from the state for the 2019 elections.

The suit was filed by three executive members of the APC in the state – the Chairman of the party in Gusau Local Government Area, Babangida Abdullahi; his counterpart in Tsafe Local Government Area, Kabiru Chafe, and Sanusi Dan-Alhaji.


Justice Mukhtar issued an order of interim injunction ordering the APC, the party’s North-West zonal chairman and INEC to “maintain the status quo as at the time the plaintiffs filed the suit on October 8, 2018” which was not objected by their counsel.

The judge, thereafter, adjourned the matter till October 23 for hearing to enable the defendants to file their responses to the motion on notice before the court.


Speaking with The PUNCH on Wednesday, however, the Chief Press Secretary to the INEC Chairman, Mr Rotimi Oyekanmi, said the court did not ask INEC to accept the list of candidates from Zamfara State.

He said the court asked all parties to “maintain the status quo” which he said implied that INEC’s decision stood.

Oyekanmi said, “We have seen the court order and it doesn’t change anything. The court said we should maintain the status quo and what is the status quo? The status quo is that as far as INEC is concerned, the deadline for the conduct of primaries elapsed and Zamfara has no list. That is the status quo.


“So, when the hearing begins, they can begin to argue why we should accept any list or not but the status quo is that the deadline elapsed and the APC did not conduct any primaries because submitting a list is different from conducting primaries.”

“You cannot generate a list without conducting primaries. The status quo is that INEC had said there was no conduct of primaries in Zamfara State within the stipulated time frame so the APC cannot submit a list to the INEC. That is the status quo as long as INEC is concerned.”


Attempts to get a reaction from the APC with respect to INEC’s insistence that it would not accept the Party’s nominees from Zamfara State were futile.

Calls to the mobile telephone number of the APC’s National Publicity Secretary, Mallam Lanre Issa-onilu, were neither picked nor returned.

A response to a text message sent to him on the subject was still being awaited as of 7:40 pm.

But APC spokesman had in an interview in Abuja on Monday, said the party was not considering any legal option against INEC over its stand on Zamfara primaries.

Issa-Onilu had said, “It is not yet time for the party to take any legal action. Nothing calls for that; we cannot be reacting to what INEC says in public.”

The All Progressives Congress (APC) National Appeal Committee has upheld and reaffirmed that Senator Shehu Sani remains the party's candidate for Kaduna Central Senatorial District in the 2019 general election.

This was contained in the report of the recommendation of a five-man panel, which was exclusively obtained by SaharaReporters on Wednesday in Abuja.

The committee, which was headed by Professor Oserheimen Osunbor, gave the Senator a clean bill of health, insisting that Sani is the only senatorial candidate from the zone that is duly recognised by the party.

Other members of the committe are: Mike Ugwa (Secretary), Musa Gwadabe, Reuben Famuyibo and Abdulrahman Adamu.

Following the complaints and protest that trailed the conduct of the presidential, governorship and legislative primary elections of the party, Adams Oshiomhole, APC National Chairman inaugurated an appeal committee to look into the various complaints by aggrieved aspirants.

Some of the aspirants accused the party leadership of deliberately delaying the process as a ploy to frustrate aggrieved aspirants and make their petitions belated.

Sani's challenger, Uba Sani, who is also a Special Adviser on Political Affairs to the Kaduna State Governor had earlier approached a court, where he had filed a suit against the National Chairman of APC, Adams Oshiomhole, to stop him from conducting the primaries for the Senate and House of Representatives in the state.

The Senator had distanced himself from a primary election held in the state on Saturday, where he was said to have lost to Mallam Uba Sani.

The Senate was been thrown into chaos on Wednesday as lawmakers argued over sitting arrangements.

The noise followed after the senate president, Bukola Saraki, refused to allow former minority leader, Godswill Akpabio, contribute to a point of order earlier raised by Bassey Akpan.

Mr Saraki, thereafter said he would not recognise Mr Akpabio’s contribution because he was not sitting in the appropriate seat.

“Senator… eh… former Minority Leader, you know you can’t speak from there. You can’t. Go to your seat, when you get to your seat, I’ll recognise you,” he said.

He, thereafter, asked the leader of the Senate to proceed with other items on the Order Paper.

But the senate leader, Ahmed Lawan, stood up to defend Mr Akpabio.

“If he decides to sit there, let him. There is no microphone there. Let us not take the panadol for his headache. Let me advise, that even though we have only six, seven months to go, let’s do what is right,” he said.

Thereafter, the lawmakers began to shout at each other, with each person trying to defend his or her party.

Efforts by the senate president to call the lawmakers to order, were unsuccessful as some senators were seen rising from their seats to confront senators from the opposition parties.

The presidential candidate of the Allied Congress Party of Nigeria (ACPN), Mrs Oby Ezekwesili, on Monday said the endorsement of all Nigerians, including former President Olusegun Obasanjo was needed for her to lead the country in 2019.

Ezekwesili, a former Minister of Education, told newsmen in Lagos that it was impossible for her to realise her ambition of becoming Nigeria’s first female president without the collective endorsement of all Nigerians, including Obasanjo.


The News Agency of Nigeria (NAN) reports that she was reacting to a question by one of the journalists on whether she would need the endorsement of Obasanjo, under whom she served as minister, to realise her ambition.

NAN reports the former president had, on Thursday, openly endorsed the People’s Democratic Party (PDP) presidential candidate, Alhaji Atiku Abubakar, after a reconciliation meeting in Abeokuta.

Ezekwesili said that democracy was all about popular choice, and she would not leave anyone out of the journey to become the president in 2019.

“I need the endorsement of everyone. I need the endorsement of the youths, the old and the oldest segment of this country who look at the country and ask ‘What happened’?

“I need the endorsement of everyone. I am not leaving anyone out because I am the candidate of the people, so every Nigerian is my electorate.

“There is no power greater than the power of the people. It is a collective. I am the person with the right understanding of governance. I am the people’s choice and I am in the race to win,” she said.

The presidential candidate said the country was faced with serious economic, security and other challenges which required a leader with the right capacity to fix.

Ezekwesili, a former Vice-President of the World Bank, said she had the vision, experience and passion to reposition the country, promising that Nigeria would witness massive turnaround if she was elected.

The candidate said the country’s economy was experiencing what she called ‘fiscal crisis’.

She said there was the need to pursue vigorous sectoral and structural reforms to achieve real economic growth and promote the prosperity of the country.

The candidate said her economic vision for the country was an economy that thrived on diversification and one in which the cost of government was drastically reduced for development.

“We need to get our fiscal crisis sorted out. Fiscal crisis in the sense that the 2017 budget performance report that was released by the Federal Government shows we are in a state of fiscal imbalance.

“The oil revenue is not sufficient to cover the personnel cost of government, and when you think that we are about 186 million people and about two million people in the civil service consume the entire revenue, that tells you we are in post-oil times and we have not yet shown an understanding of the situation. So, there has to be a drastic set of measures.



“On the expenditure side, we have to look at the cost of government. The cost of government was already put on the agenda in the Oronsanye Report.What happened to the implementation?

“We need to update the report and be determined to implement the recommendations therein,” she said.

On the revenue side, Ezekwesili said the country needed to explore an economic strategy to open diverse sources of revenue.

The presidential candidate said there was the need to develop the human capital to drive productivity and competitiveness in the economy.

Ezekwesili said she would drive the prosperity of the country through investment in human capital, if elected.

She decried the precarious security situation in the country, saying creative solutions were needed to address the problem.

The ACPN candidate said she would deploy the right cutting -edge technology and invest massively in security institutions to address the problem, if elected.

She said critical areas like education, health and environment would receive the desired attention, to improve livelihoods and life expectancy.

Ezekwesili said the idea of restructuring was being variously defined by politicians to suit their agenda and gain cheap popularity.

The candidate said the only form of restructuring that she would pursue, if elected, was one that would guarantee prosperity,equality, opportunities and other things expected of a working nation.

She said her quest for presidency was gaining momentum by the day with many people volunteering support, and expressed the optimism that she would win.(NAN)

Minister of Communications Adebayo Shittu has sued the All Progressives Congress(APC) for disqualifying him as a governorship aspirant in Oyo state on account of not presenting the National Youth Service Corps (NYSC) scheme discharge certificate. He claimed it was wrong for APC to disqualify him from the governorship primary election for not presenting the certificate. He asked the court to declare that the submission/presentation of NYSC Discharge Certificate to APC is not part of the requirements for him to participate in the primary election for Nomination of Governorship candidate of the party in Oyo State for the 2019 General Election. He insisted that he went through the screening and security checks and was certified fit and qualified to be appointed as a minister. He said participation in NYSC Scheme is not a condition precedent to be satisfied before he was appointed a minister. He faulted the NYSC for not mobilising him for the scheme.

In the writ by his counsel, Mr. A.U. Mustapha( SAN), the embattled minister asked the court to determine five issues. They are: *”whether by the provision of Section 2(1) of the National Youth Service Corps Decree No. 24 of 1973 and/or any other provision of the Decree being the law in force as at 1978 when the Plaintiff graduated at the University of Ile-Ife (now Obafemi Awolowo University, Ile-Ife) he was under any legal obligation to have warranted the plaintiff’s participation in the National Youth Service Corps in the absence of a call-up instrument duly served on the Plaintiff by the National Youth Service Corps. Minister of Communications, Dr Adebayo Shittu s *
”whether, by the combined reading of Sections 176-183 of the Constitution of the Federal Republic of Nigeria [as Amended] and Article 20(iii) & (iv) of the Constitution of the All Progressive Congress; it is a condition that the gubernatorial aspirant of the 1st Defendant (APC) and/or any political party for that matter in Nigeria must present the National Youth Service Corps Discharge/Exemption Certificate; *”Whether it is ultra vires the powers of the 1st defendant to have disqualified the plaintiff from participating in its primary election for nomination of the governorship candidate of the 1st defendant in Oyo State for the 2019 General Election on the ground that the plaintiff does not possess National Youth Service Corps Discharge/Exemption Certificate;
*”Whether it does not amount to denial of fair hearing as enshrined in Section 36(1) of the 1999 Constitution of as amended for the 1st defendant to have purportedly disqualified the Plaintiff from contesting for governorship election in Oyo State under the platform of the 1st defendant without availing the Plaintiff an opportunity to be heard on the allegations that the plaintiff avoided the National Youth Service Scheme; and *”whether by the combined reading of the provisions of Sections 147(5), 65(1)(b) & (2), 66 (1) of the 1999 Constitution (as amended) and Section 12 of the National Youth Service Corps Act, Cap N84 Laws of the Federation of Nigeria 2004, the plaintiff was qualified to have been appointed as a Minister capable of holding the office, and/or any other governmental office at any level notwithstanding the fact that he did not participate in the National Youth Service Corps Scheme.”
In an affidavit which he personally swore to, the 65-year old minister said: “I was liable but not obligated to have participated in the National Youth Service Corps Scheme both at the time I graduated from the said University and as at the time I was called to the Nigerian Bar. “ I know as a fact that no “call-up instrument” was served on me as at 1978 when I graduated from the said University by the National Youth Service Corps to have warranted my participation in the scheme. “I know as a fact that I was also not served any Notice or notified in any manner to proceed to participate in the National Youth Service Corps Scheme.
“I know as a fact that participation in the National Youth Service Corps programme is not one of the requirements to be satisfied under the 1st Defendant’s constitution to enable me participate in the primary election for Nominating the party flag bearer for the office of Governor of Oyo State in the 2019 General Election. A copy of the Constitution of the 1st Defendant is hereby attached and marked as “Exhibit SHITTU 8”. “I also know as a fact that under the Constitution of the Federal Republic of Nigeria, 1999 (As Amended) it is not a requirement for me to have participated in National Youth Service Corps Scheme to be eligible for participation in the 1st Defendant’s primary election for Nomination of its flag bearer in Oyo State for the 2019 General election. “ I know also as a fact that the Electoral Act 2010 [as Amended] did not make participation in the National Youth Service Corps Scheme a condition precedent for contesting any elective office whatsoever.

The Director General of the Atiku Abubakar Presidential Campaign Organisation, Otunba Gbenga Daniel has given reasons why Mr. Peter Obi was picked as the running mate to the presidential candidate of the Peoples Democratic Party (PDP), Alhaji Abubakar.

The 57-year-old Obi was a former governor of Anambra State and a former Chairman of Fidelity Bank Plc.

In a statement on Friday, Daniel said Mr. Obi’s choice was largely influenced by his youthfulness, vast knowledge of global and local economics as well as being a financial expert, all experience which Nigeria is in great need at this point in time.

“This ticket will be able to steer our nation back on the path of progress, economic prosperity and unity”, Daniel said.

Born 19th July, 1961, Obi attended the Christ the King College, Onitsha and later proceeded to the University of Nigeria, Nsukka where he graduated with a Bachelor of Arts in Philosophy.

The statement continued, “He is also a graduate of several international and national institutions such as the Lagos Business School, Harvard Business School, London School of Economics, Columbia Business School, Institute of Management, Switzerland, Kellogg Graduate School, Oxford University and Cambridge University.
