The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, has said that if appropriate measures were not taken to replant after the recent flood, the country may experience rice shortage. Ogbeh disclosed this in Abuja on Thursday at the inauguration of National Agricultural Seed Council Molecular Facility and the 2018 Seed Fair and Farmer’s field day. He said that the flood had affected some major rice producing states. He added that the country may experience scarcity of rice, if not addressed. “We have to find a way to assist farmers, who were affected by the flood. States like Jigawa, Kebbi, Anambra and Kogi were majorly affected. FOR years, driving on the Enugu-Onitsha expressway had been a bitter experience. It is one road which politicians use during every election year to woo voters. While those controlling the federal government would often assembly some construction equipment, which in most cases disappear after election, those in opposition would often refer to the road as one of the signposts of the marginalization of the South East geo political zone. Although the Onitsha end of the road had been rehabilitated up to Umunya, the portion from Umunya to Awkuzu could pass as the worst road in Nigeria in view of its dilapidated nature. Similarly, the Awkuzu –Amawbia axis is in bad shape, thus forcing motorists to use only one lane with the attendant traffic gridlock as drivers try to avoid each other. The problem is even compounded by the presence of the police and Federal Road Safety Corps, FRSC, checkpoints on the bad portions, a situation that results to curses on them by motorists. Often times, many vehicles break down as they try to meander through the menacing water -filled potholes. The dilapidated nature of the expressway has therefore put so much pressure on the old Enugu –Onitsha road rehabilitated during the former Governor Peter Obi administration. That road is among the ones which the federal government was yet to reimburse the state government after using state resources for its rehabilitation. A commercial bus driver, Mr. Iorchie Matthew, who plies Onitsha- Makurdi route, told Saturday Vanguard that he puts his vehicle on the Enugu -Onitsha expressway despite its condition because it inevitable. He said: “Apart from the Head Bridge –Toll Gate axis of the road, the Enugu –Onitsha expressway has been like this for a long time and I wonder why the federal government has decided to abandon it. Since I started plying the route, I notice that caterpillars are usually brought on the road about one year to election, after which the equipments are removed and the road abandoned as usual. “Those of us who ply from the north to the east suffer so much, especially on the Nsukka –Ninth Mile –Enugu and Ninth Mile- Onitsha roads. We were all happy when construction began on the Enugu end, but as I speak, work has stopped and we do not know why.” The minister works, power and housing, Mr. Babatunde Fashola, during his recent visit to Anambra State, was virtually dragged to the very bad portions of the road and, as usual, promises were made that work would soon begin, yet, nothing is happening. Just before the rains set in, some earth moving vehicles scratched to Umunya -Awkuzi axis of the road and the development even worsened the situation. At the Enugu State end of the expressway, although the federal government has no doubt shown presence and effort at the rehabilitation of the dual carriage way, reality on ground is that it has continued to be a death trap to motorists. So many lives have been lost on the, including a clergy and his entire family that were going for Sunday service at Udi. What has become alternative is the old road from 9th mile to Awka, which two administrations in Enugu state worked on. The worst section of the road is the 15 kilometres Abakpa junction to 9th mile as different sizes of gully erosion had taken control of the left wing of the road at Ugwu Onyeama. It is feared that the entire road would soon be barricaded from motorists if urgent attention is not given to it. For now, it is only heavy duty vehicles that don’t have any other option that use the road with the attendant risk. Smaller vehicles now use the Milliken Hill colonial road which Governor Ifeanyi Ugwuanyi recently commissioned after it gulped so much money. There are numerous portions of degradation along the road such as Ekulu River Bridge, just behind 82 Division Abakpa barracks which has become a ticking time bomb. At this portion is a gully that is not only risky to commuters but is also a threat to the Ekulu River bridge and fast moving vehicles risk skidding into the gully. However, the minister of Labour and Employment, Senator Chris Ngige dismissed insinuation that the federal government had stopped work on the Enugu –Onitsha road. Ngige, in an interview said: “The federal government of Nigeria has been generous to the people of the South-East, I am from the South-East, you see, the President promised us infrastructure development and the South-East has not been left out. When you talk about infrastructure, you are talking about transport, road infrastructure, air infrastructure, sea, health and power infrastructure. In all these areas we have not been left untouched. “I am an eye-mark person, not earmark. If you drive from Enugu now to Awka, you will see the work that is going on along Enugu-Onitsha expressway. If you go there and see the asphalt with thickness that has got to Oji River and coming down, you will appreciate RCC, the same construction company that built the roads in Anambra State when I was the governor. The melodrama in Abuja, Nigeria’s seat of power Tuesday morning was part of a grand plan by persons loyal to President Muhammadu Buhari to execute a ‘coup’ on the Senate leadership, multiple sources told PREMIUM TIMES. Sources familiar with the plan provided PREMIUM TIMES with details of the operation that went awry. Nigerians woke up Tuesday morning to the stories of siege on the residence of Nigeria’s Senate President, Bukola Saraki, and his deputy, Ike Ekweremadu. Mr Saraki later relieved the saga to his colleagues saying he escaped by the “intervention of the almighty God”. Hatching of the plot began Monday night with the police divulging content of a letter signed by the Inspector General of Police, Ibrahim Idris, inviting Mr Saraki for questioning. Mr Saraki was invited in connection with Offa robbery which occurred in his state of Kwara in April. Police had in the aftermath of the incidence alleged links between the suspected robbers and Mr Saraki. An earlier invitation to Mr Saraki to appear before police investigators was suddenly withdrawn and a written explanation from the senate president demanded instead. The letter on Monday said Mr Saraki was needed to clarify aspects of his statement. He was ordered to report to the police by 8 a.m. on Tuesday. Mr Saraki said the letter was delivered to his office at 8 p.m. on Monday. However, as Mr Saraki’s convoy purportedly planned to leave his house for the police’s offices, a detachment of police personnel stopped the convoy from moving out of the street. A security source knowledgeable about the actions of the police told PREMIUM TIMES the plan was for Mr Saraki to be arrested by the police at that point. In what appeared more like a choreographed happenstance than a coincidence, operatives of the Economic and Financial Crimes Commission (EFCC) arrived at the residence of Mr Ekweremadu around the same time. A letter of invitation signed by EFCC’s Head of Operations, Mohammed Abba, seen by PREMIUM TIMES requested Mr Ekweremadu to report to the EFCC by 10 a.m. Tuesday. The letter carried Tuesday’s date of July 24. The commission said it was inviting Mr Ekweremadu in connection with a case of “conspiracy, abuse of office and money laundering” which it claimed to be investigating. “This commission is investigating the above mentioned case in which your name feature prominently and the need to obtain certain clarification from you become imperative,” the letter partly reads. THE MASTER PLAN A government source the told our reporter that afraid that the Senate is bent on carrying on a mass defection plan, some loyalists of President Muhammadu Buhari in the red chamber sold the idea of taking over the Senate leadership to some officials of the government. This was after spirited attempts to stop the exodus, by the new leadership of the All Progressives Congress (APC) and President Buhari looked fruitless. A plan was therefore hatched to create vacancy in the presiding post by taking out the two presiding officers from the Senate on the same day. To achieve this, the police, which had kept mum on its investigation of the Offa incident for over a month, was mobilised to revisit the Offa robbery matter by inviting Mr Saraki and then detaining him pending execution of the take-over plan, the source disclosed. EFCC was allegedly also primed to arrest Mr Ekweremadu, effectively leaving the Senate without a presiding officer. Spokesperson of the Police, Jimoh Moshood and EFCC’s Wilson Uwujaren were not available to clarify positions of their organisations in the imbroglio. While Mr Moshood did not respond to repeated calls placed by our reporter, Mr Uwujaren’s phone was switched off. The planners from the Senate, reportedly led by the Senate Majority Leader, Ahmed Lawan, planned to use the vacuum expected to be created to invoke Senate Rules to appoint Senate President pro-tempo, paving way to sacking the two principal officers. Attempts to get Mr Lawan failed as his known telephone line was not going through. He also did not respond to a text message sent to him, as at the time of publishing this report. HOW IT FAILED A principal actor in the anti-Saraki camp of the Senate told PREMIUM TIMES Tuesday morning that the plan, which he described as the second attempt at taking over the Senate, after the mace theft saga, was thwarted on the altar of “hypocrisy”. He said a few senators led by Mr Lawan sidelined other loyalists of the president, including the Parliamentary Support Group, led by Abdullahi Adamu, in executing the latest plan. “There is too much hypocrisy and selfishness. Those who planned it wanted to be the sole beneficiaries of the leadership change,” the senator said, asking not to be named. A decision among the senators on who succeeds Mr Saraki, in the event they succeeded, reportedly punctured the plan. Two names were prominent: Mr Lawan, who was leading the putsch, and Ali Ndume, a former Senate Leader who was removed from his post and suspended allegedly at the instance of Mr Saraki. A senator from the South-south told PREMIUM TIMES that presenting an “acceptable candidate” like Mr Ndume, who he described as a “friend of all” would have helped the cause of the Buhari loyalists. Mr Ndume however claimed ignorance of the plan when contacted Tuesday afternoon. “I just got back to Abuja last night. I cannot comment,” He said.Some of us told them that it would be illogical and amount to insensitivity to take the Senate president slot to the North-east, the same zone as the Speaker of the House of Representatives. “And since the speaker [Yakubu Dogara] is very strong at the House pf Representatives and there is nothing we could do about him, the best thing was to keep the Senate President position in the North-Central,” another APC senator explained. The altercations over who takes the throne eventually led to the leakage of the plan by the Buhari loyalists to Mr Saraki who played a fast one. Though PREMIUM TIMES is yet to get details of how Mr Saraki made it to the National Assembly despite the siege on his convoy, a source close to the senate president said Mr Saraki actually sold a dummy to the Police. “He was not in the convoy. By the time they were holding the convoy at Lake Chad [Crescent] the SP was already at the National Assembly,” an aide who spoke on anonymity said. Another source informed PREMIUM TIMES that Mr Saraki stayed away from his house for the night, after hearing about the plan to take him away the next morning. “Do you know that actually Saraki did not sleep in that house and that the convoy was a decoy? He just made the Police and all those trailing him to believe he was there,” he said. Mr Saraki later surfaced at the Senate where he presided over the plenary. Fifteen senators announced their decamping from the APC at the sitting. ABUJA–A constitutional lawyer, Mr. Francis Obalim, has approached the Abuja Division of the Federal High Court, asking it to sack the Minister of Finance, Mrs. Kemi Adeosun, from office for not possessing a valid discharge certificate issued by the National Youth Service Corps, NYSC. The plaintiff, in the suit marked FHC/ABJ/CS/712/2018, applied for an order quashing and setting aside Mrs. Adeosun’s appointment as a Minister of the Federal Republic of Nigeria by President Muhammadu Buhari, same being an act done in circumvention of a condition precedent and in contravention of mandatory Sections 12, 13 and 14 of the NYSC Act which is an integral part of the 1999 Constitution, as amended. He maintained that Adeosun who was cited as the 1st defendant in the matter, was not qualified to be employed by the Federal Government of Nigeria either as a Minister of the Federal Republic of Nigeria or in any other capacity whatsoever, without first presenting a valid discharge certificate issued by the NYSC. The plaintiff, through his counsel, Mr. Johnmary Jideobi, sought an order of perpetual injunction restraining FG from further according a Ministerial status to the 1st defendant, until she presents a valid certificate of discharge regularly issued by the NYSC. He wants the court to compel the 1st defendant to refund forthwith to FG, through the Treasury Single Account domiciled at the Central Bank of Nigeria, all the salaries, emoluments, allowances and such other benefits she has enjoyed since her resumption as a Minister in 2015. Other defendants in the suit are the Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN, the Senate President, Dr. Bukola Saraki and Clerk of the Senate. Specifically, the plaintiff prayed the court to determine, “Whether upon an intimate reading and complete understanding Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended, the 1st Defendant is qualified to be employed by the Federal Government of Nigeria either as a Minister of the Federal Republic of Nigeria or in any other capacity whatsoever without first presenting a valid discharge certificate issued by the National Youth Service Corp? As well as, “Whether the appointment of the 1st Defendant by the President of the Federal Republic of Nigeria [as a Minister of the Federal Republic of Nigeria] and the subsequent confirmation of same by the Senate of the Federal Republic of Nigeria are not a nullity and therefore liable to be quashed and set aside being acts done in circumvention of a condition precedent and in violation of Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended? Upon determination of the questions, he sought for, “A declaration of this Honourable Court upon an intimate reading and complete understanding of Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended, the 1st Defendant is NOT qualified to be employed by the Federal Government of Nigeria either as a Minister of the Federal Republic of Nigeria or in any other capacity whatsoever without first presenting a valid discharge certificate issued by the National Youth Service Corp. “A declaration of this Honourable Court that the appointment of the 1st Defendant by the President of the Federal Republic of Nigeria [as a Minister of the Federal Republic of Nigeria] and the subsequent confirmation of same by the Senate of the Federal Republic of Nigeria are a nullity and therefore liable to be quashed and set aside being acts done in circumvention of a condition precedent and in contravention of mandatory Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended? “An order of this Honourable Court quashing and setting aside the appointment of the 1st Defendant as a Minister of the Federal Republic of Nigeria by the President of the Federal Republic of Nigeria the same being an act done in circumvention of a condition precedent and in contravention of mandatory Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended “An order of this Honourable Court quashing and setting aside the confirmation of the 1st Defendant as a Minister of the Federal Republic of Nigeria carried out by the Senate of the Federal Republic of Nigeria the same being an act done in circumvention of a condition precedent and in contravention of mandatory Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended. “An order of perpetual injunction of this Honourable Court restraining the Federal Government of Nigeria from further considering, nominating, appointing, screening and or confirming the 1st Defendant as a Minister of the Federal Republic of Nigeria or any other government position howsoever named or described until she presents a valid certificate of discharge regularly issued by the National Youth Service Corp in view of Sections 12, 13 and 14 of the National Youth Service Corp Act which is an integral part of the 1999 Constitution of the Federal Republic of Nigeria as amended”. Likewise, “An order of this Honourable Court compelling the 1st Defendant to refund FORTHWITH to the Federal Government of Nigeria [through the Treasury Single Account domiciled at the Central Bank of Nigeria] all the salaries, emoluments, allowances and such other benefits she has enjoyed since her resumption as a Minister of the Federal Republic of Nigeria in 2015 up to the point of the filing of the instant suit”.
