This is called "close marking" (in a local English).
Since they failed in frustrating the DR, and the probable end to their free money on importation and the associated "subsidy", they are giving DR "close marking" and they want to keep Nigeria in captivity by force.

I just pity Alhaji Aliko Dangote. He would have built the refinery in another country, if he knew.

Is either the bring in another "entagling support/subsidy" and force DR to comply or that refinery collapse like their own. All the recent drama is for that to happen. They want the price to be as high as anything before DR begins rolling out of PMS. So that they can tell bullaba that they new crude to offset some cost.

I don't see Alhaji Dangote being able to achieve one of his aims (driving down cost; both direct and indirect). He just have to play along; he doesn't have choice. That investment is huge.

Before you accusing Dangote of monopoly or getting undue advantage from government, just imagine how much you would have been buying cement now, if he didn't open up that sector and if we are still importing. Remember how much PMS, Rice, etc were sold before he started producing cement. That will guide you to know how the price would have been

You really believe that to be one of his aim? A business man like Dangote would aim to control pricing like in other sector he is in. Not judging him though he is a businessman

The oil and gas sector is a global sector hence any wrong step taken by government could lead to serious international diplomatic issues that we do not imagine. How could you possibly favour an ENI (Italian) and frustrate a Mobil (American) or Shell (UK), all because of small company like Oando?

The thought that Oando isn't benefiting politically is interesting. Anyway that's not so important excuse for a stock trader. Making the profit is most important
