1+ How do I enroll into IPPIS?

a) You must be a bonafide staff of an MDA and employed in line with
prescribed public service rules i.e. not less than 18 years old and not
more than 50 years.
b) Registration is usually through the IPPIS project portal
www.ippis.gov.ng; however, after the initial registration form to be
completed by the employee and uploaded into the IPPIS application
before the staff is registered

2+ What are the required documents for enrolment?

a) Officer having concluded the self-service enrollment on the project
portal, a summary slip would be generated for the officer to be
endorsed by appropriate officials of the MDA in duplicate copies. The
officer would keep one while the MDA would keep one for the
enrollment
b) The officer must present himself physically for biometric data
capturing where the facial picture would be taken (religious inclination
of female staff is recognized where only the face is taken without
requesting for the ears women in puddah (nikaf) would be required to
be taken in private by a female official of the project consultants/
federal documents civil service commission)
c) The following documents would be scanned into the IPPIS
application:
i) The self generated and duly signed IPPIS Summary sheet;
ii) Staff letter/gazette of first appointment – new employer need to
submit evidence of assumption (if any)
iv) Letter of last promotion (if any) ;
v) Birth certificate/affidavit of declaration of age (not newly done).
d) Your ten finger impression would be taken as well as your facial
picture which will be stored on the IPPIS application without which
your salary would not be processed

3+ Why do you require all these documents?

The document would become a permanent record in the IPPIS
application for future reference and the staff would not be able to
change these at will. This is also to avoid falsification of record in the
future.

4+ Having enrolled, how can I change my bank or pension
administration?

a) You can only change your bank upon presentation of letter of non
indebtedness from your present bank with an application informing of
the details of your new bank.
b) Also, you are at liberty to change your pension fund administrator in
line with the provision of pension reform act 2007

5+ When do IPPIS System pay salary and why do some people don’t get
their salary?

a) Salary through IPPIS is paid after the monthly federal account
allocation committee meeting; the dates is not however specific but
salary are paid between 20th –25th of every month.
b) some staff are not paid if there are discrepancies in their bank
details e.g.
i) If name in the bank is different from what is on the IPPIS
platform i.e. some ladies after marriage rush to their banks to change
names without changing same on the IPPIS application.
ii) Also some have names like Chukwudi Ayobami Bello in the IPPIS
application but have Chukwudi Ayo Bello in the bank this is not the
same person and as such the salary will be returned
iii) Some have accounts in many bank and as such supplied e.g.
ecobank as their bank but forget and give the account number they
have with firstbank, this is mismatch
iv) Some fill in alphabet”O” in the account number instead of
numeric “0” (zero)
v) If your finger print not clear to the IPPIS application, it will reject
processing your salary. This is usually caused by bad finger, heavy
smoking, or drinking (alcohol),stroke or amputation as a result of
accident or whitlow etc. exception is created to allow these
peculiarities be taken care of to enable the system pay such officer.

6+ I work for a ministry but I have been offer another appointment with
another government parastatals also under IPPIS, what do I do?

You don’t need to register afresh, you will supply your IPPIS Number
to your new MDA and request that your salary be migrated from
ministry A to Parastatal X with your new designation and salary
structureand level; this is done through the control office in the office
of the accountant general of the federation.

7+ I work for university of Lagosbut I also teach at the Yaba College of
technology, how will my two salaries be paid under IPPIS?

a) You cannot work for two federal government organizations i.e. you
cannot have appointment letter for full time employment in two
organizations in line with code of conduct act
b) You must have a primary place of appointment while any other
employment would be part time.What you will do is to register in only
your primary place of appointment while you inform your part-time
place of appointment of your IPPIS details. That office will calculate
your monthly allowance for the part time assignment and upload into
the IPPIS platform using your IPPIS Number. This will reflect in your
pay slip, but chargeable to that office personnel cost i.e. not
chargeable to your primary place of employment.
c) The exception to this is for Research/Academic staff on sabbatical
leave. His principal place of employment would pay his full salary
while his place of assignment would equally pay his full salary within
the same period. This is not counted as double salary as there is
approval from such payment.

8+ Having submitted my details, how will I stop my salary upon
retirement or resignation?

a) The system is programme to retire officer using the date of
appointment and date of birth to retire officer who have attained 35
years of service or 60 years old for core public servant (whichever one
come first); OR 65 years old for research officers in research
institutions/tertiary institutions (University, polytechnics and colleges
of Education).
b) Similarly, all political appointees excluding CEO who are to retire
like core public servant have programmed to continue until they leave
office.
c) If you resign suddenly or a staff dies, the Human Resources
Department (Role Player) in your organization will EXIT the staff from
payroll immediately and this will reflect at the central database in
Abuja.

9+ In this office and in line with Financial Regulation, I used to obtain
salary advance, how does this operate under IPPIS system?

Under IPPIS, personnel costs are released monthly, therefore,
Government would not release in “advance” personnel cost to enable
you obtain salary advance. This means that there is no salary advance
under IPPIS but you may approach your bank or cooperative society
etc as prescribed in the public service rules for advance/loan.

10+ I am a member of cooperative society, h ow would my monthly
contribution be deducted and remitted?

Your office IPPIS Role players would create the name of the
cooperative society on the IPPIS application with its bank details. List
of members and monthly deduction is also programmed. As salaries
are paid, this is deducted from your salary and credited to your
cooperative society account. The society can then generate the
schedule of all contributors to confirm this payment.

11+ This office used to pay us 13th Month salary, but we learnt IPPIS
does not pay.Why?

There is no provision for 13th Month’s salary in the financial regulation
or any guidelines. Salaries are paid for the months or days worked.

12+ We learnt that IPPIS stopped the salaries of some staff on the
ground that they were not up to 15 years old upon employment, is this
justifiable?

In line with PSR, the minimum age of recruitment is 15 and maximum
of 50; therefore, any age outside could not be pay-rolled by the IPPIS
application.

13+ How does IPPIS system takes care of staff like intern, NYSC,
Clearance, Security Guard, contract staff; etc?

The salaries or allowances of such officers are paid through the Non
Regular Allowance which is approved by the budget office of the
federation. They are not pensionable staff and are not qualified to be
enrolled into IPPIS.

14+ Where I do I get my payslip from?

The IPPIS Role player in the payroll section (salary section) would
issue your payslip to you on request; but with time, there will be self-
service opening for you to generate your payslip on the internet or e-
mailer that would be sending your payslip to your email just like you
have statement of your account on your e-mail.

15+ Should there be any problem and I could not get my salary, where
would the money be kept and how would I recover?

You must ensure that you provide correct details about you and your
bank so that your salary is not returned. If it returned, the salary
reverses back to the central bank of Nigeria until you provide
necessary update to enable this office re-apply it. This may however
take tie depending on the time you report. This reapplication is
processed centrally through your MDA Role players.

16+ My colleague salary is more than your own, why?

a) Your colleague may be on a higher step than you
b) If you belong to a cooperative society or on loan to federal
government staff housing loans board etc. and you have deductions,
your salary will be less than your colleague
c) If your salary structure is different from your own e.g. CONPSS,
CONPASS, CONHESS, etc.

17+ How will I know my salary has been deposited into my account?

if you have bank alert from your bank, you will be notified or when your
colleagues confirm receipt of their salaries, you may also check your
balance in your bank via ATM, etc.

18+ How do I have my annual increment effected on IPPIS?

a) In line with PSR 040203, incremental date is 1st January of every
financial year provided the officer has spent minimum of six months
on the job in the previous year i.e. Officer employed and resume duty
not later than July 1 of the previous year is qualified for increment in
January of the following year.
b) There is no provision for mid-year increment as laid down in PSR.

19+ I work in osun state, where will my tax be paid to and would the
IPPIS system apply the tax rate of osun state in my salary:

a) Your tax is payable to the state where you work and not necessarily
the state where the headquarters of your organization is situated. For
example, if you are employed by the federal ministry of education and
you are posted to federal inspectorate of education in kebbi, your tax
is payable to kebbi state and to the account provided by the state
governor. The board have schedule of all payee to enable you access
your tax clearance certificate in that state. The exception is the
military, police and the staff of the ministry of foreign affairs whose
tax by law is payable to the federal capital territory.
b) On the tax rate, all federal public servant tax is approved by the
federal Inland Revenue service. You may approach the state office of
FIRS to obtain the rate applicable to your salary structure enable you
compare what is charged to your salary by IPPIS Office.

20+ I have additional qualification, how will I add this to my record and
would I be moved to the next grade level with this?

a) The system will have opportunity for self-service to enable you
update some of your personal record not under control like additional
qualifications etc.
b) This additional qualification is not a promotion or upgrading. If
obtaining additional qualification would lead to your upgrading, your
IPPIS Role Player in HR would handle this as appropriated.

21+ How would promotion be reflected on the IPPIS application and how
will the arrears of such be paid?

Promotion is HR matter which would be handled by your HR Role
Player. However, all accruing arrears would be tabulated and fun
requested from the budget office of the federation for the payment
since usually it is not in the current financial year budget.

22+ How is my pension contribution be deducted, remitted and how would my
employer (Government) add its own counterpart contribution?

Your pension in applicable rate is rate is deducted from your salary
and at the same time, government contribution is released through the
budget office of the federation and simultaneously credited to your
account via your PFA.

23+ I have just received my promotion after my retirement, how would I
be paid the arrears and enhance my pension?

Your office will notify OAGF to re-enlist you for the purpose of paying
the promotion arrears and placement. Only the arrears would be paid
while all statutory deduction made i.e. tax, pension, NHF. Immediately
you will be exited a

gain from the payroll.

I must say this; after my failed interview someone picked me up on me not being able to state the course I was doing. For him/her it shows am a liar. Abeg common reason go tell us say someone could be caught cold on anything even to a simple how old are you? Anybody here don experience am? So abeg if you must critcise or castigate someone, please weigh the options as to what could be responsible. Don't hastily jump into emphatic conclusions. That's not wisdom it rather shows your poor depth of thinking.

And I can relate to your last statement. It's very true. Someone called me a "not genuine" student here simply because of the choice of school I picked, when I have 2 friends that got approved on first appearance without any hindrance for same school.
Well, for you it doesn't matter any more what others opinion is. You have your Visa. Go and excel in your chosen field.

Frankly speaking, it's the schools you apply to that decide on whether you are eligible for funding or not based on their criteria. And funding comes in different forms; scholarships (partial or full), TA/RA, fellowships, etc.

TA/RA are awarded by the schools, and in some cases you wouldn't need to apply for them - your application materials will serve that purpose as long as you indicate interest in your application forms. So if you have research or teaching experience, that might count in your favour. Some schools don't also give TAs until your second semester in the program. Also, some schools pay your tuition and give you monthly allowance while you serve as TA/RA while others simply pay you and you settle your tuition from there.

Likewise, for merit based scholarships, you can get from the school or from external bodies. But based on your GPA I can't honestly say that your chances are high but if you try low ranking schools, you may stand tall among fellow applicants, yet such schools have very little endowments and so funding could be extremely scarce but again tutition will be comparatively low in case you want to self sponsor.

Getting scholarship/fellowships from schools is not easy, in most cases you won't have to apply, they consider you automatically based on your academic profile, so there is nothing much you can do about it but make your application materials very strong. But I suggest you look at other external options like govt funding, subject based scholarships, or try free tuition countries like germany where you would only have to source for living expenses, etc

I just saw your post and I'm indeed very shocked but can't hold anything against you.
You said I'm not a GENUINE student like you knew me before.
Well it's all good. I'm happy you have all the information in this world and are not ignorant to anything.
Maybe you didn't read a post I make about having 2 friends in that same school and it was their recommendations I followed to apply.
Ps: they are all studying and whatever they plan to do after is not for me to decide. You can pm me for their details if you want to find out more.

They are also funding themselves and I'm sure if they knew about this thread and the opportunities abound, like I now do, they would have probably taken other options trust me.
I only got to know about this thread after I was denied the first time and I have never claimed to know too much.
I did everything I did on their advise seeing that they already succeeded getting admission and Visa for said school so it was easy for me to think I won't also have a problem and follow people with testing result and not my own counsel with my ass still in naija.
Anyway, thanks regardless. I don't think I'll need to prove to you that I'm a student cos it's already your opinion.

Morning great people of this thread. I'm new here on recommendation from a friend. I have interest in applying for masters in spring in US and I want to know if I have any chance of funding at all.
My profile is below.

BSc political science
GPA 2.99
Not written anything like TOEFL or GRE before.

I want to go for Msc in project management.
Got admission before for fall session without funding because I didn't explore that option as I didn't know anything about it or if it was possible, but visa was denied.
So now I want to know if I have any chance at getting any kind of funding as that will really go a long way to help and where do I start from.

@Fenix, thank you for your suggestion. Could be true. But 3 of my friends got admission to that same school. 2 of them towards end of last year and one who we work in the same office got his in that same Abuja in April and is now in US.
The other two got theirs in Lagos embassy.
So I really don't know.
But I will consider your suggestion to relax for now and perhaps pick other schools.

Sad day....
So I was delayed today for the second time in Abuja.
I am honestly just lost for words right now.
This is not the transcript I thought I'll be writing today but God knows best.
If you recall I was the guy denied on June 22nd and the VO didn't return my passport to me. That's how I found this thread through a friend. After back and forth for two weeks I finally retrieved the passport and a mail saying I should apply again at no cost. Called the call center to book the free appointment and they did. On getting there on 24th of July for my interview, was told the mail they sent me was a mistake, that I should pay another 64k and come back. I did and here I am now. My full transcript below.

I was interviewed by a white guy in window 9. I was happy it was a guy at least. And was so confident all through.

Vo: morning.
Me: morning.

Vo: so why did you choose to go to Harrisburg University?

Me: I'm going to Harrisburg University because they offer a concentration in CAPM (defined it) in their Msc Project management and I spoke with professor Stephen Onu, a Nigerian, who has an ongoing research on Project Execution using Agile lean model and he has invited me to join his research upon my arrival.


Vo: Did you consider any other school?

Me: Yes I considered Ashland University, (vo cuts in) but why did you pick harrisburg? I wanted to say the admission is pending but he didn't let me. So I said the concentration harrisburg has is a unique advantage for me and later said that Ashland admission is pending.

Vo: so have you traverted before

Me: yes I have been to Ghana.

Vo: so where did you do your undergraduate?

Me: I did my university degree at University of Abuja, studied political science and graduated in 2008 after which I joined a media company as a proofreader and from there I joined maritimo resources, a construction firm, and later to where I presently work. At so and so company as Sales operations manager and listed all my duties.

All the while he was typing and nodding his head.

Vo; then he asked so who is paying your tuition?

Me: my dad

Vo; what does he do?

Me: A building contractor and owns a furniture company.

Then he keeps typing for sometime and in my mind I was like finally I have gotten it......then all of a sudden blue paper.
My people I am so sad. But I thank ProfOjah1234 for his help. He really helped me and everything almost went as me and him discussed except for the delay. Sigh! Were do I get another 64k? School resumes on 25th. Damn I'm sad.

I have finally collected my passport today from dhl office Abuja. But I want to reapply now and I am finding it difficult.
It's telling me that there's a user with the that profile information I am inputing and I should do a password reset which I did and still got the same error message.
Pls what am I doing wrong? Help.

Morning guys. So happy for everyone receiving visa and the rest of us still hopeful. This thread will have more testimonies than the others.
If you can remember, I am the one who said the vo in Abuja embassy didn’t return my passport after denying me visa. Some people didn't beliveve me and some even made fun that I probably lost my passport because of the disappointment of being denied. Well after many mails and calls, and through the help of some people here, the embassy finally sent mail for me to pick up my passport at DHL office. However a letter was attached to that mail which says I can reapply at no cost and come with some documents and so on.
So I want to ask if this has happened before and what does it mean, and how do I go about applying at no cost?
I also need help from in house gurus on preparing for the interview again.

Guys good afternoon.
Thanks to the person who told me how to check for my passport online if I was sure it wasn't returned to me.
I confirmed through the online check from the site that my visa is still at the Embassy/consulate. Pls how do I get it now or I should just wait till they mail or call me?
I sent a mail already since Saturday and don't have a response yet.

PS: I was the one that was denied visa but my passport was not handed back to me.
Hoping to reapply as soon as I retrieve the passport.

Hello All, I'm impressed to find this platform and read some of the success and failures. Indeed it is an eye opener and I wished I had known about this platform before now.
However, I have a serious issue. I had an interview for student visa last week and was denied, but somehow the VO didn't return my passport to me and by the time I found out and asked them to call inside and get it for me I was told it's not there. Pls how can I get it as I am certain she didn't return it to me.
I also plan to reapply as soon as I can find my passport and will be needing your help on how to prepare better and get the visa.
